About this file
This is a Questions and Answers document for Sources Sought Notice W912HZ25S0001 regarding Research and Advisory Subscriptions for the U.S. Army Engineer Research and Development Center (ERDC). The document contains three key questions and answers that clarify requirements.
The Q&A explains that ERDC is open to both fully pre-packaged and hybrid research service approaches that include custom research, tailored briefings, and strategic consulting. Key focus areas include modernizing organizational processes for data management, cybersecurity (specifically digital stress testing), quantum computing capabilities, data analytics, and supply chain resilience. The engagement model will include unlimited 30-minute inquiry discussions with IT and supply chain experts, document review services, community-style collaborative experiences through the Regional CIO license, and a dedicated Executive Peer Advisor partnership through the CDAO license. The advisor must have 15+ years of IT/D&A experience and provide monthly virtual strategy meetings. The research platform must provide access to at least 3,000 new IT-focused research documents annually and 500 new supply chain-focused documents, along with various assessment tools, benchmarking data, and implementation guidance.

Question and Answer Document
Research and Advisory Subscriptions
Sources Sought Notice ID#: W912HZ25S0001
The following questions and answers are provided for informational purposes only:
Question 1 - Can the Government clarify whether the subscription model should be a fully pre-packaged research service (e.g., fixed reports, advisory access) or if there is flexibility to provide a hybrid approach that includes custom research, tailored briefings, and strategic consulting based on ERDC’s evolving needs?
Answer: ERDC is open to vendors proposing a hybrid approach as long as requirements are met around custom research, tailored briefings, and strategic consulting based on ERDC's evolving needs, in addition to a fully pre-packaged research service.
Custom research: The Regional CIO and IT Executive Research License requires research produced specifically for regional CIOs and IT executives, including a level of customization.
Tailored briefings: Emphasis on community-style collaborative experiences and access to executive peer advisors, as ERDC is interested in receiving briefings tailored to its specific needs.
Strategic consulting: The CDAO Executive Peer Advisor License requires a dedicated partnership with an Executive Peer Advisor who can deliver strategic recommendations and serve as a sounding board.
Question 2 - What specific research focus areas within IT, data analytics, and cybersecurity are considered highest priority for ERDC’s mission, and is the Government open to additional emerging technology insights (e.g., AI-driven cybersecurity, quantum computing, Zero Trust frameworks) beyond the outlined scope?
Answer: The specific research focus areas within IT, data analytics, and cybersecurity that are considered highest priority for ERDC's mission include:
-Modernizing organizational processes to enhance and leverage internal data as strategic assets: This includes formulating organizational processes in line with the Enterprise D&A strategy and principles for collecting, assessing, and using internal data.
-Cybersecurity: Specifically, developing digital stress testers to defend against cybersecurity attacks and enhance organizational resilience.
-Quantum computing: Enhancing ERDC priorities with energy, infrastructure, and quantum computing capabilities.
-Data analytics: Collecting, assessing, and using internal data to inform decision-making and drive business outcomes.
-Supply chain resilience: Developing tools and strategies to enhance supply chain resilience and mitigate potential risks.
Question 3 - How does ERDC envision its engagement with advisory experts—should interactions be limited to structured inquiry sessions (e.g., scheduled calls with research analysts), or is there interest in more interactive workshops, strategy deep-dives, and real-time research collaboration tailored to ERDC leadership priorities?
Answer: ERDC envisions its engagement with advisory experts to include both structured inquiry sessions and more interactive collaborations.
-ERDC wants access to an unlimited number of 30-minute inquiry discussions with strategic IT research experts and supply chain strategy research experts. These discussions can be used for document reviews, strategic plans, and other types of IT strategy documents.
-ERDC wants the ability to have documents reviewed by expert analysts, including strategic plans, job descriptions, assessment results, RFPs, and other types of IT strategy documents.
-The Regional CIO and IT Executive Research License requires a community-style collaborative experience, where ERDC's representative can participate in regular meetings, vote on research topics, and access peer-driven reports.
-The CDAO Executive Peer Advisor License provides a dedicated partnership with an Executive Peer Advisor who can deliver strategic recommendations, serve as a sounding board, and engage with ERDC leaders.
-ERDC wants licensed access to research, tools, executive peer advisors, and expert analysts to empower its leaders to advance critical priorities and initiatives.
