PERFORMANCE WORKSTATEMENT (PWS)

ERDC Environmental Laboratory Animal Care and Use Program Attending Veterinarian

Part 1

General Information

1. : General This is a non-personal service(s)contract under which the personnel rendering the service(s) are not subject, either by the contract's terms or by the manner of its administration, to thesupervision and control usually prevailing in relationships between theGovernment and its employees.

1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide veterinary support for the ERDC-EL Animal Care and Use Program as per DOD Instruction 3216.01, Use of Animals in DoD Programs, 20 March 2019, DOD Animal Care and Use Review Office (ACURO) and Association for the Assessment and Accreditation of Laboratory Animal Care (AAALAC).

1.2 :Background Much Environmental Laboratory (EL) research involves work with vertebrate animals. This requires a qualified Attending Veterinarian (AV) working closely with EL's Institutional Animal Care and Use Committee (IACUC) and providing guidance to scientists conducting animal research. The purpose of this action is to provide an experienced veterinarian with appropriate credentials as required by DoD to serve as the AV for the EL's Animal Care and Use Program (the Program).

EL's authority for conducting animal research is subject to DoD approval via the Animal Care and Use Review Office (ACURO), Fort Detrick, MD.

ACURO seeks to ensure the highest possible quality of animal care through national accreditation and compliance with the Animal Welfare Act. DoD specifically requires EL to obtain and maintain accreditation by the Association for the Assessment and Accreditation of Laboratory Animal Care

(AAALAC).

AAALAC and DoD both require programs they respectively oversee to include an AV guiding animal care through regular site visits and active engagement with the IACUC and animal researchers. The AV serves as a voting member of the IACUC providing professional input, guidance, and services on all matters related to maintaining healthy vertebrate animals for EL's research programs.

EL must have a qualified AV associated with the Program, or it risks losing its authority to work with vertebrates, and that would be devastating to EL's ability to perform that facet of its mission. Hence, the critical need for continuous AV services in support of the Program.

1.3 Scope: The intent of this contract is to enable ERDC-EL researchers to provide high quality animal care for research animals through oversight required by DoD for such activities. Work conducted under this procurement will cover the full range of AV responsibilities needed to guide a successful animal care and use program. AV Duties include participating in IACUC meetings and facilities inspections, contributing to program documentation by reviewing meeting minutes, SOPs, and animal use protocols, and participating in training for EL employees who oversee animal care and use. The AV shall author, guide implementation and periodically review/update the written Program of Veterinary Care (POVC). The AV consults with PI's on animal care issues by phone and by email and may also provide on-site emergency veterinary services as needed. Finally, the AV advises the IACUC Chairman on issues arising with day-to-day operation of the Program. In short, this contract will meet an essential need to allow the Program to remain incompliance the Animal Welfare Act statutes, DoD guidance, and AAALAC accreditation requirements.

1.4 :Objectives Objectives of this contract include providing attending veterinarian services for the EL IACUC Program; participating in the annual review and update of the program of veterinary care; and providing guidance for technical, veterinary and emergency needs.
