About this file

This document is a Brand Name/Limited Source Justification and Approval under FAR 13.501 for the United States Army Corps of Engineers (USACE) Engineering Research and Development Center. The Mobility Systems Branch (MSB) is seeking to purchase a Luminar LiDAR Sensor for validating computational models of autonomous vehicle sensor inputs. The acquisition is a new requirement with firm-fixed pricing, funded by RDT&E funds (021*2040). Market research identified two potential vendors offering the Luminar LiDAR Sensor, and the contracting team will post the requirement on SAM.GOV to obtain additional competition. The NAICS code is 334516 for Analytical Laboratory Instrument Manufacturing, with a size standard of 1000 employees, and the Product Service Code is 6640 for Laboratory Equipment and Supplies.

1. Contracting Activity: United States Army Corps of Engineers (USACE) Engineering Research and Development Center Contracting Office (ECO) – Geotechnical and Structures Laboratory (GSL)

Description of Action: Luminar LiDAR Sensor Purchase

Nature: ☒ New Requirement ☐ Follow-On Requirement ☐ Mod for Existing Purchase Order/Contract Number:

Pricing: ☒ Firm-Fixed Price ☐ Time and Materials/Labor Hours

Funding: ☐ OMA ☒ Other Funds: 021*2040 RDT&E Funds

2. Description of Supplies/Services:

a. The total estimated dollar value of the proposed contractual action is

b. The Mobility Systems Branch (MSB) is in charge of evaluating the performance of various sensor types that are used in modern-day autonomous vehicles. MSB utilizes modeling and simulation to evaluate various technological aspects of ground vehicle autonomy, including sensor inputs and processing. Sensor models for a Luminar Iris lidar were already created using computational methods as required by an Army Reimbursable for Robotic and Autonomous Systems. For computational models to be considered trustworthy, those models must be validated with physical testing comparisons. A physical Luminar Iris lidar needs to be acquired to collect real-world data that will provide validation and verification requirements for the computationally developed model.

3. Authority Cited: FAR 13.501(a)(2) Justifications and approvals are required under this subpart for sole-source (including brand-name) acquisitions or portions of an acquisition requiring a brand-name. If the justification is to cover only the portion of the acquisition which is brand-name, then it should so state; the approval level requirements will then only apply to that portion.
