QUESTIONS AND ANSWERS

Questions and Answers:

21 questions were submitted, response to the questions are in blue.

1. Will the Government please provide a DD 254?

The document will be provided if required at the Task Order Level.

2. Section L, Paragraph 1.5 states, “ Offerors shall respond to all requirements of the solicitation document.

Offerors are cautioned not to alter or disassemble the solicitation.” Will the Government confirm if offerors are to submit a full solicitation with completed Fill Ins or if Offerors are allowed to extract Section K for the Price volume Fill ins?

Please submit full solicitation. A full solicitation is required.

3. The RFP requires a “Classified CAGE Code”. Will the Government please confirm if an offeror is to provide their company CAGE Code and any other information to confirm they are capable of supporting Classified requirements?

Please submit a business Cage Code.

4. RFP Section 3.5. Contents and Formatting states, “Each bidder's proposal shall include, but shall not necessarily be limited to, separate sections, each section fully addressing the relevant requirements of the solicitation. The submission shall be clearly indexed and logically assembled. Each major section shall be clearly identified and shall begin at the top of a page.” Will the Government please confirm that each subfactor constitutes as a “major section” to ensure offerors properly format their submissions?

Yes, each subfactor is a major section.

5. Will the Government please provide an editable version of “B08.02 Solicitation Attachment A - PPQ Genetics IDIQ” to allow offerors and Government personnel the ability to add explanations of their relevant experience?

Yes, an edible document is attached with the Amendment.

6. Will the Government please confirm the term offerors should propose for proposal validity?

Please refer to Far Part 52.215-1 Instructions to Offerors-Competitive Acquisition. & Far Part 2 definitions of words and terms.

7. Will the Government please provide the applicable Wage Determination occupation code and title associated with each of the Technician Labor Categories I – III?

Wage Determination No.: 2015-5173 Revision No.: 27 Date Of Last Revision: 12/26/2023 is attached.

8. Will the Government please confirm if offerors are to develop ODC estimates, or will the Government provide the estimate to which all bidders are to propose?

The offerors are required to develop ODC estimates.

9. Section B appears to contain headers for the following labor categories: SME, Scientist, Senior Scientist, Research Assistant, and Technician. Will the Government please confirm these bold items are headers and offerors are not to provide separate rates for the specifically bolded listed labor categories?

Those are Bold headers. Rates shall be provided for the categories under each header.

10. We understand “if the Government determines that a SME is required to complete a task and provide the necessary deliverables, the requirements (i.e., skills, education, and experience) for the SME will be defined in the Request for Proposal (RFP) for the task order. The Government will negotiate the specific costs associated with a SME at the task order level.” Will the Government clarify that offerors are to provide a rate for the SME? If so, for purposes of bidding the rate in the IDIQ SME position will the Government provide the minimum qualifications of education, type of experience, and years of experience are needed to provide a competitive rate for the SME.

The minimum qualifications of education, type of experience, and years of experience will be considered at the task order level.

11. Page 20; Page 30 52.216-18. The POP references a start date of 23-JAN-2024. Please confirm if this will be adjusted to accommodate a 30-day phase in.

Yes, this date will be adjusted for a 30-day phase in at time of award.

12. Page 70, subfactor 4 Transition Plan- Please confirm what the length of the phase-in period will be to ensure compliance in our transition plan.

The phase in period is 30 days.

13. PDF page 60. Section L Paragraph 2.1. “Answers to questions will be provided via live Q&A document.”

Please clarify if this means posted on SAM.

Yes, answers to questions will be provided via Amendment 00001.

14. Given that this procurement is occurring during the holidays and most of our client references are unavailable, can CPARs be submitted in lieu of PPQs.

This action was extended this will allow for PPQs.

15. PDF page 65 references DFAR 252.215-7009 Proposal Adequacy Checklist. If you can please confirm this is required and if so in which volume should this be included?

A proposal adequacy checklist is not required at this time.

16. PDF page 8 Section 4 Summary of Requirements, Minimum requirements for Labor Categories: Subject Matter Expert state that the Government will negotiate the specific costs associated with a SME at the task order level. This is due to unique skill set and a range of educational and experience required. If you can please confirm that the fully burdened labor rate proposed for the SME will not constitute a maximum ceiling rate.

A fully burdened rate will not be considered the ceiling rate. Minimum qualification will be determined at the task order level. The minimum qualifications of education, type of experience, and years of experience will be considered at the task order level.

17. PDF page 11Travel Requirements states Travel may be required for CONUS and OCONUS, as identified at the Task Order Level. Can you please provide a general idea of potential locations, frequency, average duration of trips, etc. as this can greatly affect our proposed ceiling of ODC costs.

Travel may be anywhere in the continental US. OCONUS travel will vary but may include Alaska, Hawaii, Puerto Rico 8. The ODCs must be included in the proposal for the sample task order and will be evaluated.

18. PDF page 71, section 3.0.1 Evaluation Weights states “However, if the award is not based on the lowest price, the proposal must be sufficiently more advantageous than the lowest priced proposal so as to justify the payment for additional costs.”

A fully burdened rate will not be considered the ceiling rate. Minimum qualification will be determined at the task order level. The minimum qualifications of education, type of experience, and years of experience will be considered at the task order level.

19. Would the government consider excluding the ODC Cost from the evaluation as this is driven by the task order requirements for travel, training and medical expenses and not on contractor indirect costs.

Since the proposed ODC costs do not represent specific cost that will be billed but rather an estimated pool to apply cost to as task orders are issued. Only evaluating labor cost seems to be the most fair and value based factor to use in determining lowest to highest price of offerors bids.

The ODCs must be included in the proposal for the sample task order and will be evaluated.

20. PDF page 34 52.219-14 Limitations on Subcontracting (OCT 2022) subsection (f) (1) states:

“For contracts, in accordance with paragraphs (c )(1), (2),(3) and (6) of this clause— __By the end of the base term of the contract and then by the end of each subsequent option period or _X_By the end of the performance period for each order issued under the contract,” Would the government consider changing this to the first option “By the end of the base term of the contract and then by the end of each subsequent option period”? This is being requested because it is anticipated that task orders may be for one FTE which would significantly limit our use of subcontractors, to include the potential use of 1099 consultants that may be in the best interest of the government. We anticipate some of the task orders will be follow-ons to current work being performed by a consultant/contractor and would like the option to maintain continuity of employment with the employees assigned to the project if possible.

52.219-14 Limitations on Subcontracting (OCT 2022) subsection (f) (1) will not change.

21. Per FAR 52.222-46, we are to provide salaries and backup data (e.g., salary surveys). Would the Government like offerors to provide this information in the Technical Volume, or may we provide it in the Pricing Narrative and make a reference in the Technical to the Price Narrative?

Please provide the salaries and backup data with your price volume. Salaries and backup data is not considered technical.
