About this file

This document consists of vendor questions and answers related to a federal contract opportunity for Force Entry (FE) testing of doors and windows.

The key details are:

  • The contract opportunity is for FE testing of doors and windows to the Department of State SD-STD-01.01 Rev H standard. The testing is required for 60-minute attacks at various locations on the door and window systems, including the window glazing, door seams, hinges, and locking mechanisms.
  • The intent is to test the door and window systems to the standard, but without formal certification by the Department of State. The test lab can dispose of the test articles after completion.
  • Pricing should be provided for the 60-minute FE attacks, with the option to also provide pricing for 5-minute and 15-minute attack durations. Shipping costs will be the responsibility of the government.
  • The contract will be awarded to the responsible offeror with the lowest price that meets the minimum technical requirements.

Ques on Set 1

Per our recent phone conversa on concerning this PWS (No ce ID W912HZ24Q0312). The requirements for Task 1 state, “One DOS SD-STD-01.01 Rev H 60-minute FE test”. However, if we were conduc ng tes ng on a window configura on as described in your PWS for the DOS then there would be three different loca ons (center of glass, edge of glass and frame) that would be tested for the 60-minute FER a ack. For the door configura on as described in your PWS there would be four different loca ons (door panel, hinge side, door latch/hardware and bo om lock). Please confirm how you would like us to quote this.

The window glazings and door need to be tested in accordance with the DOS standard but do not need to be formally cer fied by DOS.

Window glazings – We would like 2 concentrated a acks performed for each glazing type. One at the center of each glazing and one at an edge of each glazing. We are not interested in a acking window frame only. We can ship two of each type of window (four windows total) to perform two concentrated a acks on each.

Door – We would like 3 concentrated a acks performed on one door. One at the door seam, one at a hinge, and one at the locking mechanism (drop pin from the top of the door system).

We would like each of these concentrate a acks to be quoted/tested for the 60-min a ack (or un l failure).

Tasks 2 – 14 (op on tasks) – please es mate assuming a single 60-min concentrated a ack on one loca on of a door OR window. If these op on(s) are exercised in the future, we can use mul ple op ons to test one ar cle, if needed.

Ques on Set 2

1. Do the tested Door & Window System need to be formally cer fied by U.S. Department of State? Or is the inten on to test the Door and/or Window systems in accordance with SD-STD-

01.01 Rev. H by an approved DOS Test lab for FE/BR Tes ng?

The intent is to test the door & window systems in accordance with SD-STD-01.01 Rev. H by an approved DOS Test lab for FE/BR Tes ng, no official cer fica on by DOS personnel is needed.

2. Do the samples need to be returned at the conclusion of tes ng or can they be disposed of by the test lab?

They can be disposed of by the test lab.

3. All shipping costs both to the test lab and to the return address (if required) will be the responsibility or ERDC, correct?

Correct, ERDC will ship ar cles for tes ng. Lab will dispose of a er tes ng.

4. Is the inten on of the PWS to test each door/window system against one (1) single FE a ack at a loca on chosen by ERDC at the prescribed dura on (i.e. 5, 15, 60-minute a ack). Or is each door/window system to be FE tested at each dissimilar area, as defined, and described in SD- STD-01.01 Rev. H?

Window glazings – We would like 2 concentrated a acks performed for each glazing type. One at the center of each glazing and one at an edge of each glazing. We are not interested in a acking window frame only. We can ship two of each type of window (four windows total) to perform two concentrated a acks on each.

Door – We would like 3 concentrated a acks performed on one door. One at the door seam, one at a hinge, and one at the locking mechanism (drop pin from the top of the door system).

We would like each of these concentrate a acks to be quoted/tested for the 60-min a ack (or un l failure).

5. Task 1 requests that the door and window samples be evaluated for a 60-minute FE Test. From a pricing standpoint a 60-minute test is significantly more expensive than a 5 or 15-minute test.

Can Element price a 5-minute and 15-minute tests as op ons in Task 1? We want to be fair and look out for the best interest of ERDC. Would the following price structure be acceptable:

From a pricing standpoint, please assume all concentrated a acks will be 60-min.

Window glazings – two concentrated a acks on two different glazing types (four windows will be shipped, two of each glazing type).

Door – three concentrated a acks on a single door (only one door will be shipped).

Tasks 2 – 14 (op on tasks) – please es mate assuming a single 60-min concentrated a ack on one loca on of a door OR window. If these op on(s) are exercised in the future, we can use mul ple op ons to test one ar cle, if needed.
