About this file

This document is a Justification and Approval for Sole Source and Brand Name Justification for a Simplified Acquisition under FAR Part 13. The United States Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) requires a preventative maintenance service visit for their Instron CEAST 9350 drop tower system used to evaluate impact resistance of materials. Instron, the manufacturer, is the only vendor authorized to perform this maintenance, which includes preventative maintenance, calibration, software upgrades, and firmware updates. The total estimated value is $. The justification cites 41 USC 1901 allowing sole source and brand name acquisitions of commercial supplies or services using simplified procedures. Failure to maintain the drop tower would result in loss of impact data collection capabilities critical for civil and military projects. A related federal contract opportunity notice has been issued, inviting capability statements, but no competitive solicitation will be released.
