About this file

This document is an amendment to a solicitation for nature-based solutions to increase resilience at US Marine Corps resources. The amendment provides answers to seven questions submitted by offerors. It clarifies that experience will be evaluated as outlined in the solicitation, recommends offerors scope nature-based solution projects for each installation, and confirms the correct points of contact and that there is no page limit unless otherwise stated. The amendment also specifies that small scale pilot projects are expected to be included in field study plans to characterize sites and scope nature-based solutions, but preliminary data collection is for identifying information needs rather than collecting full datasets. This is a new contract for new work.

QUESTIONS AND ANSWERS

The purpose of this amendment is to respond to questions submitted during the question and answer period.

Q1. Please confirm that five projects with a combined dollar value that amounts to half the proposed services for the five projects outlined in the PWS meet the Subfactor 1 requirement to demonstrate relevant corporate experience.

A1. Subfactor 1 requirements are technical in nature and represent the offeror’s experience. Experience will be evaluated as outlined in the Section M.

Q2. Can additional project locations details be provided regarding size of desired project, either in shoreline length, site acreage, or a map showing proposed project extents?

A2. The purpose of the contract is for the offeror to eventually scope NBS projects specific for each installation.

The offeror shall provide recommendations on the size, locale, dimensions, and type of NBS projects placed in the landscape for the installations.

Q3. On page 23 of 27 under Part III – Price Proposal “Price proposals shall consist of the following basic components: (a) Fully completed SF 33 and Bidding Schedule. Question, should this have been SF 330 instead of SF 33? Also, if this is an SF 330 are we to complete the entire submittal in that format?

A3. The solicitation is built on a Standard Form 33.

Q4. Can you please clarify the difference between the requirements for Part I (a) Experience versus those for Part II Past Performance and indicate what content should be presented in each?

A4. The requirements for each Part are outlined in the Solicitation.

Q5. Please clarify and confirm the correct email addresses for both Amanda Andrews and Sonia Boyd. There are two (2) different email addresses identified for Amanda Andrews: Amanda.m.andrews@usace.army.mil (in Section C. Email Address under Solicitation, Offer and Award) and Amanda.Andrews@usace.army.mil (in both Section SF 30 Block 14 Continuation Page Summary of Changes under Changes Amendment of Solicitation / Modification of Contract).

A5. Amanda.Andrews@usace.army.mil Sonia.J.Boyd@usace.army.mil

Q6. Please clarify as there is no guidance on total length of proposal except what is stipulated in “page limitations and parts” table on page 2 of the amended solicitation.

A6. Unless otherwise stated there is no limitation on the proposal length. Please provide enough information to fully discuss all aspects of the proposal.

Q7. Regarding development of a field study plan under Task 3.2, the PWS reads that the plan may include small scale projects meant to simulate NBS alternatives. Please clarify if this is a PWS requirement or would a technical approach that demonstrates an exceptional approach and understanding without inclusion of implementation of small-scale NBS simulations meet the requirements for this task? Additionally, please confirm that the field study plan effort is for identification of additional information / data gaps / modelling required to develop the conceptual plans, but does not include collection of additional data such as bathymetry, development of hydrodynamic models, etc.

A7. For Task 3.2, it is expected that small scale projects meant to simulate NBS alternatives would be part of a field study plan. The field study plan does include preliminary data collection and/or modelling efforts for a site. For the plan, a site would be characterized and evaluated. Data would be collected to close gaps, then an NBS could be scoped.

W912HZ23R0032

Q8. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A8. This is a new contract for new work.
