About this file
This document summarizes a sole source justification for the procurement of two Nortek Signature 1000 Sensor Packages by the Engineer Research and Development Center Coastal Hydraulics Laboratory (ERDC-CHL). Specifically, the procurement is to replace one sensor that has reached the end of its service life and one that was destroyed. The Nortek Signature 1000 Sensor is required due to its compatibility with the United States Army Corps of Engineering Field Research Facility software, power supply, and mounting systems currently in use at the facility. There are already five of these sensors installed for continuous wave and current measurement in support of long-term monitoring activities. No alternatives to the Nortek system were considered given the need for immediate compatibility with existing infrastructure and data collection capabilities.

1. Agency/Contracting Activity: Engineer Research and Development Center – Coastal Hydraulics Laboratory, ERDC Contracting Office (ECO)
2. Description of Action:
Nature of the Requirement: New Requirement Follow-On Requirement Modification to Existing Award - Contract No.:
Contract Type: Firm Fixed Price Cost Time & Materials Labor Hours Other:

3. Description of Supplies/Services: ERDC-CHL has a requirement to procure two new Nortek Signature 1000 Sensor Packages.
The total estimated dollar value of the proposed action is $
4. Authority: FAR 13. ):
5. Supporting Rationale for Authority Cited: The current sensor is a Nortek Signature 1000, and the new sensor must coordinate, connect, or interface with the existing system specifications as well allowing interface of controls and data collection via United States Army Corps of Engineering (USACE) Field Research Facility (FRF) software.
6. Statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: The Nortek Signature 1000 Sensor is the only sensor that is compatible with the current USACE FRF software, power and mounting systems. This sensor is used to continuously measure waves and currents in the surf zone as part of the long term monitoring mission. There are currently five Nortek Signature 1000 sensors in operation at the FRF. The procurement of two Nortek Signature 1000 sensor will allow USACE FRF to replace to the current one that is deployed that has met its service life limit and one that was destroyed by the ocean and lost in a storm. The Nortek Signature 1000 sensor can be immediately deployed in the ocean without configuring any new software or completing any modifications to the power supply to include the power cord and
