PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT
The contractor shall be a full-service laboratory able to furnish all labor, materials and supplies to accomplish the biological analyses as shown below. The contractor should have a experience and expertise in the requested analyses at the specific geographic areas and identification to the lowest taxonomic level (generally species) in the samples.
This project requirement is due to the need for continuity of data for long term tracking of trends. All data reports must be delivered by the contractor to the Government representatives within the appropriate turnaround time (see Table 1) of sample receipt depending on the analysis requested as detailed below, unless specific reporting times are requested at the time-of-service request.
The analyses to be performed are shown below in Table 1. Detailed requirements are listed for each of the analyses below the table.
The geographic regions that the samples will originate from include: Western Pennsylvania, Southwestern New York, Northern West Virginia, Eastern Ohio, Kentucky, and Tennessee.
Data deliverable: Electronic data in Microsoft Excel. The appropriate templates are attached. Data and chain of custody form associated with the data should be sent directly from the Laboratory to the ERDC POCs.

Phytoplankton Identification and Enumeration – Quantity of 550 samples for Regular TAT; Quantity of 10 samples for Fast TAT; Quantity of 108 for Rush TAT
Turnaround time dependent on which turnaround time is requested (Table 1), from the time of receiving the samples;
Supplying the government, or it's hired contractors, with sample bottles containing the appropriate amount of any required algal preservative, bottle labels, and COCs prior to sample collection;
Completing analysis of Phytoplankton identification to lowest taxonomic level possible (preferably to species) and enumeration.
For each species, results shall include counts, calculated density and biovolume. References and citations may be requested for all identifications. All information necessary for density determinations shall be provided upon request, i.e. chamber volume, settling volume, field area, etc. Leftover test material (chemicals, solutions) shall become the responsibility of the Contractor for proper disposal.
Reporting results in the Phytoplankton template is required (Attachment 1; the Contractor may request an electronic copy); LRN final format template is required upon request (Attachment 2; the Contractor may request an electronic copy); all results must be accompanied with the corresponding chain of custody forms.
Samples will be retained by the lab for one year from the date the results are reported.
Data must be reported as both cells/mL and mg/m3 Period of performance: 12 months from date of award

Section M - Evaluation Factors for Award
A. EVALUATION AND BASIS OF AWARD – In accordance with the procedures in FAR 13.106, Soliciting competition, evaluation of quotations or offers, award and documentation, the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government based on overall assessment of technical capability of the items offered to meet the Government’s need, price, and past performance. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer: and waive informalities and minor irregularities in offers received.
All proposals/quotes submitted will be evaluated for:
(1) Technical Acceptability
(2) Satisfactory Past Performance
(3) Price.
1). Technical Acceptability- is defined as the capability to provide all items listed SECTION B, Supplies or Services and Prices, and the ability to meet or exceed the specified delivery schedule.
2). Satisfactory Past Performance- A review of past performance will be conducted on this requirement. The quality and delivery classifications identified for a supplier in the Past Performance Information Retrieval System-- Statistical Reporting (PPIRS-SR) application (http://www.ppirs.gov/) will be used by the contracting officer to evaluate a supplier's past performance. In the case of a supplier without a record of relevant past performance history in PPIRS-SR for the FSC or PSC of the supplies being purchased, the supplier may not be evaluated favorably or unfavorably for its past performance history. The offeror may also be evaluated on the contracting officer’s knowledge and previous experience with the supply or service being acquired, customer survey, and past performance questionnaire replies.
