ERDC Control#: 21-2186
BRAND NAME DETERMINATION
JetCon JC400 Rapid-Setting Concrete
1. Identification of Agency and Contracting Authority: The ERDC Contracting Office (ECO) is located at the U.S. Army Engineer Research and Development Center (ERDC), 3909 Halls Ferry Road, Vicksburg, MS 39180-6199.
2. Nature and/or description of the action being approved: This justification seeks approval to award a new Firm-Fixed-Price (FFP) contract on a brand name basis pursuant to procedures at Federal Acquisition Regulation (FAR) 13.106-1(b) to procure JetCon JC400 rapid-setting concrete material for use in testing.
3. Description of supplies or services required to meet the agency’s needs: The vendor shall provide the following supplies:
Part No. Part Description Quantity
JC400 Rapid-setting concrete repair material, 1-ton containers 50
JC400 Rapid-setting concrete repair material, 25 kg containers 60
All materials shall be delivered 3 months after award of contract.
4. Authority Cited: FAR 13.106-1(b), Soliciting from a Single Source.
5. Reason for Authority Cited: Repair of damaged airfields is a high priority for the U.S.
Military. The ERDC has previously developed and transitioned rapid-setting materials for capping airfield repairs under the U.S. Air Force Rapid Airfield Damage Recovery (RADR) program. As a part of RADR, laboratory and field criteria were developed for certifying proprietary products for use in various sizes of repairs to ensure performance under aircraft loads. JetCon JC400 concrete, which is manufactured by the JetCon Korea Company, has been added to the qualified products list for larger airfield repairs and has passed all laboratory requirements provided in the Tri-Service Pavement Working Group (TSPWG) Manual 3- 270-01_08-4. However, this product has not yet been evaluated via full-scale testing.
Therefore, in order to carry out full scale testing, procurement of the brand name JC400 concrete material in bulk quantities is required.
6. Efforts to Obtain Competition: This brand name justification will be provided with the solicitation as required by FAR 5.102(a)(6).
7. A determination by the Contracting Officer that the anticipated costs to the Government will be fair and reasonable: The independent government estimate, catalog prices, historical data, and competition will be used to determine price reasonableness.
8. Market Research: Based upon the market research provided, it is determined that this procurement is for a commercial item and it is recommended that the required JetCon JC400 brand name concrete material be solicited restricted, total small business set aside due to the expectation that two or more U.S. small businesses are capable of providing the product.
9. Contracting Officer Determination: I certify that this justification is accurate and complete to the best of my knowledge and belief.
Allison B. Hudson Contracting Officer
