Environmental Genomics and Systems Biology Team Research and Development Performance Work Statement
Introduction
The project work statement describes the type of research required to meet the needs of the US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Environmental Processes Branch (EP-P) Environmental Genomics and Systems Biology Team (EGSB) in execution of its mission.
Task Overview The contractor shall provide Hazard Prediction and Assessment Capability (HPAC) simulations for various substances and release scenarios throughout variable environments in order to understand the environment as a threat. The ability to access and use the Chemical Biological Radiological and Nuclear (CBRN) hazard prediction tool, HPAC simulations are required in order to perform analysis and develop modeling approaches in order to model and predict effects from toxic industrial materials (TIMs) and toxic industrial chemicals (TICs) releases while accounting for variables related to wind and topography. Given the requirement of access to CBRN HPAC, we have the need for a contractor that has current access to these tools and has experience modeling and predicting concentration fields from various urban release scenarios using these tools.
Task 1 Conduct literature reviews and evaluations to identify existing information addressing translation of open-air wind speed and direction into urban environment topographies. The goal of this task is to provide a robust evaluation of the available peer-reviewed literature, which should cover the following topics: (a) the behavior of wind velocity fields within urban environments, to include possible descriptions of unstable flow phenomena such as turbulence, in relation to parameters of the urban setting (e.g., building height, building density, terrain); (b) summary of any specific instances in which case studies on a substance TIC/TIM release was modeled and then validated against data; (c) an evaluation of the major components of atmospheric dispersion models applied to predict concentration fields in urban environments, with examples including the incorporation of atmospheric chemistry (e.g., degradation), settling and deposition, or surface absorption and uptake. In (b), chemicals of interest include parathion (PubChem CID: 991), arsine (PubChem CID: 23969), and ammonia (PubChem CID: 222). However, if information on these substances is not robust or remain generally unavailable, then information from chemically similar compounds and substances could be substituted. In (c), consequences of addition/absence of the various modeling components should be discussed. The goal of this task is to collect and analyze the available information to determine relevant parameters to utilize in the modeling required in Task 2.
Task 1 Period of Performance: The work for task 1 described above shall be conducted over a range of 150-200 hours over a 6 week period after award.
Task 1 Deliverables: A brief report to include a citation of the identified literature and discussion of items (a)-(c).
This report will be required in advance of Task 2 execution.
Task 2 In many atmospheric dispersion models, straight-line wind velocities are sourced from meteorological data, and input directly into atmospheric dispersion models which use these inputs to predict concentration fields of contaminants in space and time. However, wind velocities will depend fundamentally upon interactions with complex terrain and can be expected to generate instabilities such as turbulence, which are often not accounted for in current predictive dispersion models. Using the information provided through a literature assessment in Task 1, a model should be developed that parameterizes straight-line wind velocities over a region with input parameters which describe quantifiable features of the underlying urban environment (e.g., building height, density, or size distribution). For this model, road networks might be utilized, because they mark the space available for structures, and road network databases are publicly available and of high quality for almost all regions of the world. Another sub-model should be developed to enhance the urban relevance of transport processes described by the HPAC model, which govern the distribution of TIC/TIMs across an environment (nonlinear TIC/TIM diffusion, atmospheric chemistry, chemical reaction with absorbing surfaces, settling or deposition, etc...).
Task 2 Deliverables: Submission of one or two models, as specified by code necessary to run them, within 16 weeks after completion of Task 1. In addition to code, a brief report with appropriately cited sources should be provided to outline the theoretical foundations of the model(s), and to clearly describe their inputs and outputs.
Finally the report should provide examples of model predictions and comment on features predicted by the updated model(s) which deviate from the unmodified versions. Parameters used in test simulations should cover the range typical of our 3 desired chemicals and classes, in order to illustrate model behavior across a range of values.
Task 2 Period of Performance:
The work for task 2 described above shall be conducted over a range of 416-520 hours over a 24 week period after award.
Task 3 Scenario data for use in case studies will be acquired for two cities: Baltimore, Maryland in the United States of America, and Gunsan, North Jeolla Province in South Korea. Both cities have similar road network architectures, and city level, high-resolution topology data are publicly available. Alternative cities could be used, if the case can be made that Baltimore nor Gunsan host industries that leverage the 3 chemicals of interest, or chemicals within their respective classes. Data for one or two different release scenarios should be compiled, to include a hypothetical fire at a relevant manufacturing plant, in addition to another release scenario of interest, such as a storage facility leak or explosion. Scenario data should detail all information required to execute a simulation study of the relevant area.
Task 3 Deliverables: Submission of one or two scenarios within 16 weeks after completion of Task 1, presented as a short report detailing the scenario data with appropriately cited sources. Data, where applicable, should be provided via spreadsheet files or other standard data format.
Task 3 Period of Performance:
The work for task 3 described above shall be conducted concurrently with task 2 over a range of 200-320 hours over a 24 week period after award.
Task 4 Using Task 3 scenario data, perform analysis using the Chemical Biological Radiological and Nuclear (CBRN) hazard prediction tool: Hazard Prediction and Assessment Capability (HPAC). Release scenarios using data derived from TIC/TIMs of interest (identified in Task 1) shall be simulated as case studies using the unmodified HPAC model in addition to modifications made for urban relevance as produced through Tasks 1 and 2. The case studies should detail differences between the unmodified/modified HPAC models with respect to location of the release, type and quantity of chemical released, and the time of year. When terrain data are used, the wind field could be determined by interpolating grid-based weather data to generate a three-dimensional velocity field which satisfies mass continuity. Of particular interest are concentrations at near-surface level (z ≈ 0), which should be illustrated via level curves of constant concentration, with shapes expected to resemble modified Gaussian plumes.
Task 4 Deliverables: Submission of an analysis methodology that includes the input data requirements and modeling approach that allows use of adjusted models and topologic data for TIC/TIM evaluations. Provide predicted plume overlays for the analyzed scenarios indicating the changes caused by various modeling approaches, such as adjustment of wind speed. All data used to develop graphics and plots, to include raw simulation output files, should be provided. Deliverables are due within 4 weeks after completion of Task 2 and 3.
Task 4 Period of Performance:
The work for task 4 described above shall be conducted concurrently with task 2 over a range of 200 to 300 hours over a 28 week period after award.
Task 5 All deliverables should be provided electronically as a final report, and include a concise statement of the work and its findings. The final report should include all data, spreadsheets, scenarios, case studies, models, analytical methods obtained from Tasks 1 – 4. Results shall be defensible for peer review and shall be incorporated into peer reviewed scientific abstracts and publications.
Task 5 Period of Performance:
The final report shall be due within 4 weeks from completion of Task 4 over a range of 100 to 200 hours.
Travel
No travel is expected for these tasks.

BASIS FOR AWARD
The Government intends to award one contract to the responsible offeror whose proposals are responsive to the solicitation and represent best value. An award will be made based on the best value proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the non-price/cost factors. The Technical factor is significantly more important than the Past Performance factor and Price factor. Within the Technical factor, all subfactors are of equal importance. Past Performance is more important than Price. All of the non-price factors, when combined, are significantly more important than price. To be considered for award, the Offeror must be determined to be acceptable in all areas. A deficiency in any of the areas could constitute a basis for rejection of a proposal.
