PERFORMANCE WORK STATEMENT

ERDC PORTFOLIO ANALYSIS AND MANAGEMENT PROCESS

PERFORMANCE WORK STATEMENT

1.0 Objective: The objective of this performance work statement is to enhance, update, and assess the US Army Engineer Research and Development Center (ERDC) technology portfolio and to further develop the direction and strength of the ERDC organizational technical program.

2.0 Background: ERDC is a highly diverse research organization with seven laboratories at four geographical sites. The ERDC Mission is to solve problems, civil and military, to make the world a safer and better place. To continue to be recognized for the excellence and relevance of its technical work, ERDC must continuously assess and manage the link between its Research and Development (R&D) investments and the objectives of its customers. This requires strategic assessment of current and future customer needs, lab capabilities and strategic development needs, and organizational recognition and effectiveness.

ERDC applies its core competencies in civil engineering, environmental, water resource engineering, and physical sciences to provide innovative technology solutions to the US Army Corps of Engineers’, the Army’s, and the nation’s toughest problems. These efforts are currently focused in four primary business areas:

Military Engineering Geospatial Research and Engineering Environmental Quality and Installations Civil Works

In 2003, ERDC began a Portfolio Management process to transform corporate goals and customer intent to a metrics-based framework for assessing both the overall R&D investment portfolio and the contribution of individual R&D activities. The Portfolio Analysis and Management framework was tailored specifically to ERDC’s unique needs and requirements.

The process assesses the areas of ERDC’s direct funded Science and Technology (S&T) investments in the following areas as defined by the Department of Defense – 6.1 (Basic Research), 6.2 (Applied Research), and 6.3 (Advanced Technology Development). The data collected is then compiled to assess the strengths and weaknesses of the ERDC direct funded investment portfolio.

In order to continue to grow and improve ERDC technical problem solving capabilities for the future, strategic assessments of new innovative initiatives, future problem assessments, and collaboration with other R&D organizations are necessary. Addressing technological innovations, ascertaining foreseeable as well as unforeseeable technical needs, and collaborative partnerships is an ongoing requirement of the ERDC to make the world safer and better.

3.0 Approach: Contractor may be requested for strategic input and assessment of possible innovative initiatives, possible partnership/collaborations, benchmarking opportunities, and other mechanisms to assist the ERDC in improving our technical excellence through integrating technology and research capabilities with overall management and strategy in order to create a technical portfolio that addresses corporate goals. This may require the facilitation, identification, and coordination of assessing the ERDC portfolio development of high risk and high payoff efforts, increase innovation in basic research ideas, build on and improve the current portfolio process, and identify and strategize on collaborations that will not only provide technical need insight but will also help promote ERDC’s capabilities. This will require working with the ERDC Business Area leads and the ERDC leadership in assessing the current ERDC portfolio and program direction and further developing metrics that can assist in the strategic development of the ERDC technical direction.

Each year the ERDC desires to conduct strategic planning sessions in each of the business areas as directed and requested by the business area. These sessions may be in the form of single to multiple day meetings or workshops. Development, facilitation, and bringing in external technical or strategic planning subject matter experts (SMEs) to serve on red teams or gray beard panels.

In addition, each summer the ERDC conducts a 2-3 day meeting, where the Business Areas present 20-40 basic research projects that are assessed against the metrics-based framework developed by the ERDC to include assessing technical feasibility, innovation, and research impact. Facilitation, providing SMEs, providing an analysis of the project assessments against the framework, and assessing and providing further development of the framework and process is necessary.

ERDC desires to continue to review and analyze its direct funded Science and Technology (S&T) investment portfolio each year. This portfolio will include the direct funded activities that are either on-going or will be initiated in the following two year period. It is anticipated that the total number of project work packages to be reviewed annually will continue to range from 25-

45. The portfolio assessment will continue to be performed by the ERDC Program Management Board (PMB) during a meeting that will be held in the summer of each year. ERDC’s PMB is composed of the ERDC Director, Deputy Director, and the Directors of the seven ERDC labs.

5.0 Scope of Work: The contractor will provide all the required expertise necessary to provide the tasks and deliverables described below:

5.1.Assessment Analysis: The contractor will conduct assessments and analyses for the ERDC technical program, and will provide assessments, analysis, and facilitation of process for the annual Basic Research and S&T portfolio meetings and potentially additional meetings.

Deliverables may include creation and maintenance of databases and any supporting software necessary to capture the data and conduct the portfolio analysis.

The ERDC has developed the following ERDC Metric Framework of Criteria by which each technical project is judged against, and from which the analyses are made:

Army/Corps Impact: If successful, will the program ultimately provide the end-user with a timely high-quality result that meets expectations, including components such as technological impact, cost avoidance, problem resolution, ROI?

Unique Niche: Does this investment provide a critical solution to the Army/Corps/DoD in an area where there is little incentive for other government, commercial, and/or academic investment? Who else would do this work if we did not?

Follow-on Opportunity: Will this effort lead to new opportunities from either traditional or new customers?

Innovation: Does the proposed work attempt to realize its objectives by utilizing existing and/or emerging technologies in new or different ways that others in the field have not previously considered or exploited?

Technical Excellence: Will the residuals from this work, in terms of staff expertise or physical capabilities, provide ERDC with a lasting advantage – i.e., build future capabilities or core competencies?

Proponency: Does somebody with resources and influence want the proposed solution?

Technical Certainty: How certain is the science/ technology required for success? Does the enabling technology exist? (or can it be developed easily?) How high are the technical hurdles?

Technical Approach: Is the execution plan reasonable (reasonably documented, appropriately experienced team, robust research methodology)?

Resources: Are people, funding, equipment, facilities, partners sufficient and available to complete the task as laid out?

Transition: Are transition issues (e.g. proponency [PM with program and money], technical, manufacturability, software deployability, life-cycle cost, and regulatory standards) understood and addressed in program plans?

Technical Impact: Is the competitive impact of the technology base, key, pacing or emerging?

Technology Maturity: What is the life-cycle stage of the technology?

Timing of Impact: When will the customer realize the full impact of the product of this work?

During the Basic Research and S&T Portfolio meetings, new, rescored (due to significant changes in ongoing project), and continuing projects are briefed by ERDC researchers to the ERDC leadership. Each of the 70-75 projects are then evaluated by the leadership on each of the ERDC Metric Criteria. A score is provided by each ERDC member for each of the Metric Criteria. The contractor will record the individual criteria scores and ensuing discussions. Using these scores, the contractor is to conduct an analysis that plots the eleven criteria against the following six ERDC strategic imperatives and provide a graphic presentation of the results:

1. Impact Certainty (Army/Corps Impact and Technical Certainty) - Is our portfolio providing the appropriate balance of impact and risk?

2. Technical Transition (Proponency and Transition) - Are we transitioning relevant products to our customers/ stakeholders?

3. Technical Positioning (Technical Excellence and Technical Maturity) - Is our investment positioning the organization for the future?

4. Revenue Enhancing (Unique Niche and Follow-on Opportunities) - Are we pursuing work that will lead to reimbursable investment?

5. Program Risk (Technical Approach and Resources) - Are we managing our investment properly in terms of approach and resources?

6. Innovation (Innovation) - Are we incorporating fresh and novel thinking in our portfolio?

5.2 Benchmarking Opportunities: Numerous other federal labs and R&D organizations have portfolio review processes. To assure the ERDC is aware of options that may benefit or strengthen the ERDC portfolio criteria and processes, the contractor will be requested to create documents that identify, arrange, and present opportunities for the ERDC leadership to see and discuss these processes with other Federal and National R&D organizations. The contractor will provide deliverables that detail opportunities to assess technical assessments, growth, and improvements against the best-of-the-best of other federal laboratories and R&D organizations.

This may also result in deliverables to identify, organize, and facilitate, benchmarking opportunities.

5.3 Technical Planning and Strategic Direction Development: The current criteria and ERDC strategic imperatives have been in existence since 2004 with slight updates and changes over the years. The contractor will assess the current ERDC criteria, tracking, and analyses of technical program development and growth to determine if it is the most efficient and effective for direction and strategic plans the ERDC has developed for its technology and capability growth.

This may result in additional deliverables, including conducting workshops to lead ERDC Leadership and/or technical leaders to assess and further develop the ERDC technical direction and providing documentation that expands planning and strategic development possibilities or predicting future technological needs and identification of new customers or partnerships.

5.4 Business Area Technical Strategic Planning: Each of the ERDC Business Area Management Teams (BAMT) develop the technical direction plan for their area. Using the portfolio review format may benefit the Business Area (BA) in developing the program that will be presented during the Basic Research and Portfolio Review meetings. The contractor may be requested to provide deliverables such as conductingworkshops at the ERDC Labs and/or BAMT levels to assist with the planning and development of future 6.1, 6.2, and 6.3 programs within the BA. This may result the contractor being requested to provide deliverables that give guidance and instructions to workshop participants; facilitate the review and scoring process; collect the data and comments from the review; detail the analysis; and provide program analysis results.

These deliverables will be delivered in report format, briefing format, and through direct briefings to the Lab or BAMT leadership.

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government must exercise its post-acceptance rights (1) within a reasonable time after the defect was discovered or should have been discovered; and
