The following have been modified:
QUESTION AND ANSWERS
The following questions and answers are provided for informational purposes only:
Question 1: Can the government sponsor the awardee a Top secret clearance?
Answer: No.
Question 2: Is this a new? Or current contract?
Answer: This is a new requirement.
Question 3: Is there a incumbent? If so who?
Answer: There is not an incumbent.
Question 4: “Is it acceptable we can use Key personnel experiences to fulfill past performance requirements as part of Relevant Past Performances? One of our Key Personnel has Tremendous High Performance Computing Modernization experience at very large commercial enterprises, Universities and National Govt. Labs. Please advise.”
Answer: Offerors may provide Past Performance information in accordance with FAR 15.305(a) (2)(iii). Therefore, the offeror’s proposal must provide adequate documentation to support the relevance and it must relate back to a specific contract in order to determine scope, complexity, and magnitude.
Question 5: We do not have Top Secret Facility Clearance. Can we still bid this opportunity?
Answer: Please see Section 5 of the Performance Work Statement (PWS), page 12 of the solicitation.
Question 6: Would it be possible to extend the due date out to the end of January 2017.
Answer: No.
Question 7: Will the government consider waiving the TSFC requirement until the actual contract start date?
Answer: Please see Amendment 0002.
Question 8: Will the government consider extending the submission date to Jan 10th in order to take the holidays into consideration and ensure timely delivery of submission packages?
Answer: No.
Question 9: Can the government identify specific key positions minimally desired? Can the positon of Business Analyst also be considered a proposed Project or Program Manager (PM) or will we provide a dedicated PM as a Key person?
Answer: Please reference the Performance Work Statement (PWS), Section 6.4 and Section L
3.6.7. It is up to the offeror on how to propose.
Question 10: Please clarify if the request for legal document (Page 80 / Section 3.3 , Page 98 / Item 1.2) includes Teaming Agreements for our proposed team?
Answer: Yes.
Question 11: What is the specific period of performance for the sample task order?
Answer: Please see revised sample task order PWS, Attachment B.
Question 12: The sample task order forecasts travel requirements for 16 trips. Are these trips all for different sites, and do they involve generally the same tasks to be performed for each of the sites?
Answer: Please see revised Section L and M in Amendment 0003.
Question 13: Since the Key personnel section is limited to 5 pages, is it acceptable to also provide full resumes for Key personnel as an attachment in the appendix of the proposal response in order to provide the full range of expertise and professional experience for our proposed Key staff?
Answer: An attachment is acceptable.
Question 14: Will the government accept interim clearances for Key personnel at the start of work?
Answer: Yes.
Question 15: Both FedEx and UPS will be closed over the New Year's holiday weekend, with neither one resuming delivery until Tuesday, January 3rd. Will you consider pushing back the due date a single day, to January 5th, to allow time to accommodate for the adjusted holiday delivery schedule?
Answer: Please see Amendment 0003.
Question 16: Is our understanding correct that the government will only require the 1st page of the PPQ submitted in the proposal and only the first page with no additional related information: “The offeror shall complete and submit with his/her proposal the first page of each PPQ (Attachment C) requested, which will provide contact and client information for the respective project(s).” We are specifically asking if the first page of each PPQ submitted to the government is the only content expected in the Past Performance Volume??
Answer: The PPQs should be sent and completed by the client and submitted directly to Allison Hudson, per the solicitation. The Offeror shall complete and submit the first page of each PPQ requested (to be completed by the client) in Volume II, Past Performance. Please see Section 3.7, Volume II – Past Performance, of the solicitation. Volume II should contain more than just PPQs.
Question 17: Is there a page count for the Introduction which is listed as a separate section?
Answer: No.
Question 18: Are acronym list and compliance matrix if submitted outside of the page count?
Answer: Acronym list and compliance matrix, if submitted, are included in the page count limitation.
Question 19: This appears to be a new requirement for HUBZone submission. Is the work currently being done under other contracts, and if so, who is the contractor(s) and what is the contract number(s)?
Answer: Please reference Question 2 and 3 above.
Question 20: Reference Page 90 of 103, Section 3.6.7 Subfactor 4: Key Personnel. This section states “The proposal shall discuss the qualifications of the key personnel, specifically addressing experience in efforts similar to this effort in terms of technical scope and contractual complexity and magnitude.” Which positions are Key, if any? Should bidders identify the positions they believe should be Key, and provide the minimum listed items, along with resumes, for those positions?
Answer: Please reference the Performance Work Statement (PWS), Section 6.4 and Section L
3.6.7. It is up to the offeror on how to propose.
Question 21: Reference Page 90 of 103, Section 3.6.7 Subfactor 5: Corporate Experience.
The solicitation states “The proposal shall identify up to seven (7) of its most relevant projects within the last three years.” This lists the maximum, but does not state a minimum. Will proposals with a greater number of listed projects receive a higher evaluation? (i.e. assuming equal projects, will someone submitting 7 projects be ranked higher than someone submitting 1 or 2, or any number less than 7)
Answer: Proposals will be evaluated in accordance with Section M of the solicitation.
Question 22: Page 90 of 103, Section 3.6.7 Subfactor 5: Corporate Experience. Since this is a Single Award Task Order Contract (SATOC), will cited relevant projects awarded under other Task Order Contracts receive a higher evaluation than projects not under TO Contracts?
Answer: Proposals will be evaluated in accordance with Section M of the solicitation.
Question 23: Reference Sample Task Order, Section 2.7 Travel. The Sample Task lists a requirement for 16 trips to government and contractor facilities, such as DSRCs at Wright- Patterson; and ERDC, Vicksburg, MS, and DREN sites such as San Diego, CA. It also states the trips are to “allow discussion and cultivate meaningful relationships”. Please specify how long (# days) each trip is expected to take. Is it one day, several days, a week, etc.?
Answer: Please reference Amendment 0003.
Question 24: Reference Sample Task Order, Section 2.7 Travel. Are the 16 trips expected to be done within 12 months? Six months? Some other timeframe? This leads directly to the staffing requirements.
Answer: Please reference Amendment 0003.
Question 25: Reference Sample Task Order, Section 3.1.6 Cyber and RMF Accreditation Services. Under Deliverables, #2, it lists “Policy documentation drafts and input for HPCMP accredited systems. (A002)”. How many HPCMP accredited systems are there? (a few? Dozens? Hundreds?). This leads directly to staffing requirements.
Answer: There are currently 22 HPCMP accredited systems. Policy statements are typically standard across the systems, however, and policies unique to systems is limited.
Question 26: Reference Sample Task Order, Section 3.1.6 Cyber and RMF Accreditation Services. Under Deliverables, #4, it lists “White paper identifying technical reviews for HPCMP Security projects in support of the HPCMP Associate Director for Security.
(A004).” How many HPCMP Security projects are there? (a few, dozens, more, etc.?). This leads directly to staffing requirements.
Answer: There are currently 8-10 HPCMP Security projects. Often white papers are requested before a project is pursued to understand policies surrounding the project topic.
Question 27: Reference Sample Task Order, Section 3.1.6 Cyber and RMF Accreditation Services. Under Deliverables, #6, it lists “Technical reports and presentations. (A006)”.
How many reports and presentations are there? (one per day? Several per day? Per week?
Per month?) This lead directly to staffing requirements.
Answer: There are monthly presentations required. Other reports are requested as needed -typically no more than one per week.
Question 28: Will the Sample Task Order be an actual TO issued under the SATOC, either under award of the SATOC or later as one of the Task Orders under the SATOC?
Answer: It is the Government’s discretion to award the sample task order.
Question 29: With a proposal that is 50 pages for Volume 1, and “as required” pages for Volumes 2 and 3, plus a requirement for hardcopy mailing to be received by Wed, Jan 4 2017, this is not a trivial effort, and it must be completed by the end of the calendar year in order for mail receipt on time. Since there are two federal holidays also during this period, shortening time to complete the proposals, would the government grant an extension of the due date by another two weeks to Wed, Jan 18, 2017?
Answer: No.
Question 30: Reference Page 91 of 103, Section 3.7 Volume II – Past Performance Proposal.
Will the Government allow submission of a CPARS instead of a PPQ for specific cited projects?
Answer: No.
Question 31: In the base contract under Org. effectiveness the bullets are: Program Development, Operations and so on, however Section 1.2.1 of the PWS: Org effectiveness doesn't mention Program Development, it mostly talks about strategic communications.
Does the Army expect us to develop the Program and stand up an organization for operation of the HPC program?
Answer: No. The Government is responsible for operation of the HPC program.
Question 32: Is the organization going to be hierarchical, with a PM managing project leads for each TO?
Answer: This is a performance based contract and the offeror will be responsible for proposing a technical approach to meet the requirements in the PWS.
