ERDC-17-0234

CEERD-CT-V 27 July 2017

Justification and Approval for Other than Full and Open Competition

Purchase of an XRD 1621 Digital Imaging Detector with a CT Upgrade

Proposed Product:

1. Identification of Agency and Contracting Authority: The ERDC Contracting Office (ECO) is located at the U.S. Army Engineer Research and Development Center (ERDC), 3909 Halls Ferry Road, Vicksburg, MS 39180-6199. This document constitutes a justification and approval for other than full and open competition.

2. Nature and/or description of the action being approved: The Environmental Laboratory (EL), Environmental Processes Branch, requires an XRD 1621 digital imaging detector with a CT upgrade. The ERDC Contracting Office (ECO) intends to award a single, firm fixed price contract to Varex Imaging Corporation for the procurement of this device.

3. Description of the product required to meet the agency’s needs: This XRD 1621 digital imaging detector must be a digital flat panel detector that has been upgraded to CT quality. The instrument should have 2048 x 2048 pixels at 200 microns, a CsI scintillator, 15 frames per second, adjustable gain, fiber optic interface, imaging quality and upgraded to CT quality. The application should be for any high sensitivity and frame rate and low dose applications. The instrument should have an optical frame grabber, optical pc connection cable, optical extension cable, an EPS power supply 200 W, a 50 foot DC cable for power supply, and an AC cable for power supply (US current).

4. Identification of Statutory Authority permitting other than full and open competition:

Contracting without providing for full and open competition under this acquisition may be accomplished pursuant to the authority of 48 CFR, Section 13.106-1 as implemented by FAR 13.106-1(b)(1)(i).

5. Demonstration of the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited: Because the Environmental Processes Branch requires an instrument that will allow the Soil and Sediment Geochemistry Team to maintain continuity with previous experiments in this research project (a flat panel digital imaging system with a CT upgrade, with 2048 x 2048 pixels at 200 microns, with a CsI scintillator capable of 15 frames per second, with adjustable gain, with a fiber optic interface for any high sensitivity and low dose applications), no other manufacturer produces a device with the precise characteristics required to conduct this research. The performance of this research project requires the Environmental Processes Branch to eliminate as many variables as possible during this series of experiments so that the researchers can ensure consistency among the data collected, and the procurement of this XRD 1621 digital imaging detector with a CT upgrade is a necessary part of preventing the introduction of variables into the experiments.

6. A description of efforts made to ensure that offers are solicited from as many sources as is practicable: A notice of intent to procure this equipment on a sole-source basis will be posted to the Federal Business Opportunities website as a small business set-aside under NAICS code 334517 (Irradiation Apparatus Manufacturing) with a size standard of 1,000 employees. All interested small business sources will be informed that they can submit information demonstrating their ability to provide the requirement for consideration by the ERDC.

ERDC-17-0234

7. A determination by the Contracting Officer that the anticipated costs to the Government will be fair and reasonable: The independent government estimate, catalog prices, procurement history, and the laboratory’s technical representative’s knowledge of the industry will be used to determine if the quoted price is fair and reasonable.

8. A description of the market research conducted and the results or a statement of the reasons a market survey was not conducted: Market research on the availability of this equipment was performed through the use of internet searches. Additionally, a notice of intent to procure this equipment on a sole-source basis will be posted to the Federal Business Opportunities website as a small business set-aside under NAICS code 334517 (Irradiation Apparatus Manufacturing) with a size standard of 1,000 employees. All interested small business sources will be informed that they can submit information demonstrating their ability to provide the requirement for consideration by the ERDC, and this notice to offerors will constitute additional market research regarding this procurement.

9. Any other facts supporting the use of other than full and open competition: N/A

10. List of the sources, if any, which expressed in writing an interest in the acquisition:

N/A

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the services required: N/A

I certify that this justification is accurate and complete to the best of my knowledge and belief.
