Performance Work Statement PCC Slab Reconstitution at Silver Flag Exercise Site, Tyndall AFB, FL
Purpose and Scope The Airfields and Pavements Branch (APB) of the U.S. Army Engineer Research and Development Center (ERDC) in Vicksburg, MS, has been tasked by the U.S. Air Force Civil Engineer Center to evaluate crater repair equipment and methods for the Rapid Airfield Damage Repair (RADR) program. Field testing of simulated craters has been planned at the Silver Flag Exercise Site in Tyndall AFB, FL, to evaluate the various equipment and methods in realistic environments. Testing on PCC slabs in this study will be destructive in nature; therefore, the test site will need to be reconstituted to prior conditions upon completion of field work by removing and replacing damaged PCC slabs with new test slabs.
Work Figure 1 depicts a single typical slab at various stages before and after testing by ERDC and reconstitution by the Contractor. Twenty-five test slabs similar to the one depicted in Figure 1 will need to be removed and replaced, with one option of removing and replacing three additional test slabs. Slabs may be adjacent to one another or near each other.

c) Typical Repaired Crater d) Slab Reconstituted to Pre-Testing Conditions Figure 1. Profile View of Example PCC Slab at Various Stages
Following crater repair testing by ERDC (Figure 1c), the test site will need to be reconstituted to prior conditions (Figure 1d) for the next experiment series. Affected and/or damaged PCC slabs 16 in. thick will need to be removed, including debris removal and disposal. Affected base/subgrade materials will need to be removed (estimated depth of 2 ft from the bottom of the PCC layer), disposed of off-site, and replaced with new backfill material to the elevation corresponding with the interface of existing PCC slabs and subgrade. Replacement slabs similar in dimensions and properties to surrounding PCC slabs will need to be poured where slabs are removed.

Test Slab Removal – Work Items Provided by the Contractor:
1. Break up and remove PCC slabs identified by APB. Some of the PCC will consist of a rapid-setting concrete.
2. Remove subgrade materials to depths affected by crater repairs.
3. Haul away and dispose of all PCC (estimated 550 tons) and subgrade (estimated 600 tons) debris off-site according to local practices and/or laws.
Test Slab Replacement - Work Items and Materials Provided by the Contractor:
1. Subgrade Backfill
a. Use a select fill material as backfill after removal of all affected materials. The material selected must adhere to a select material based on Table 7-2 of UFC 3-260-02. Specific requirements are as follows:
i. Maximum particle size: 3.0 in.
ii. Maximum percent passing 0.075 mm (No. 200 sieve): 25
iii. Maximum liquid limit (LL): 35
iv. Maximum plasticity index (PI): 12
b. Compact select fill material to 110 pcf or greater.
c. Ensure sufficient material quantities are added such that final compacted subgrade elevations are within 0.5-in. of the elevation corresponding to surrounding subgrade/PCC layer interface.
2. Construction and Contraction Joints
a. For purposes of this contract, construction joints are defined as a joint between existing and new PCC slabs; contraction joints are defined as a joint between new PCC slabs. All joints must be maintained to accommodate normal movement.
b. All contraction joints must undergo initial saw cutting as soon as the PCC has hardened sufficiently to permit cutting without chipping, spalling, or tearing.
Contraction joints should be sawn to a depth of 3 in. and a width of 1/8 in.
c. Initial saw cutting is not required for construction joints.
d. All joints, construction and contraction, must be sealed with a quality joint sealant and backer material. Sealant reservoirs should be between 1/2 in. and 5/8 in. wide and of sufficient depth to accommodate both the backer material and a minimum 1/4 in. depth of joint sealant. Joints should be clean prior to sealant installation.
e. Self-leveling silicone joint sealant meeting ASTM D5893 shall be used.
f. Plastic, non-absorptive backer rod 25% larger in diameter than the sealant reservoir width and non-reactive to the selected joint sealant shall be used.
3. Concrete Materials
a. Concrete slabs shall be 15 ft by 15 ft. Slab thicknesses will be approximately 16 in.
b. Delivered concrete temperatures must be less than 90°F.
c. Concrete shall have a design compressive strength of 5,000 psi and flexural strength of 650 psi; mix design shall be approved by APB prior to placement.
d. Limestone aggregate will be used in the mix.
e. The target slump is 4 ± 1 in.
f. Concrete will be screeded to match the grade of surrounding PCC slabs.
Smoothness tolerances will be ± 1/4 in. measured by a 12-ft-long straightedge in both longitudinal and transverse directions.
4. Dowels – No dowels will be used.
5. Broom finish with no additional water added to surface.
a. Fogging/misting is allowed to prevent shrinkage cracking.
b. “Slick” floor finish is not allowed.
6. Form release shall be used.
7. Curing compound – use COE CRD-C 300.
8. Quality control operation for the subgrade backfill material (CBR as estimated using a dynamic cone penetrometer, density, and moisture).
9. Quality control operations for concrete testing (strength, consistency, and temperature)
The contractor shall complete all required information at the Contract Manpower Reporting Application (CMRA) web site at https://cmra.army.mil, under "Accounting for Contract Services". The required information shall be completed in accordance with CMRA website.
Options In addition to the twenty-five PCC test slabs to be removed and replaced, the following options may be exercised in the event additional slabs are damaged during testing and, subsequently, are in need of repair.
Option 1: Remove and replace three additional PCC test slabs adhering to the specifications required for the initial twenty-five test slabs.
Delivery Required Start Date: Within two weeks after notice to proceed; est. 11 Sept 2017 Required Completion Date: Four weeks after first day on government site; est. 9 Oct 2017 Total Project Time: Six weeks from notice to proceed
Safety It is the responsibility of the contractor to ensure worker safety by informing the workers of any potential hazardous practices. Occupational Safety and Health Administration (OSHA) guidelines must be followed at all times for hazardous practices for handling and placing concrete. Workers are required to be informed of all hazardous materials and practices that may involve exposure to toxic materials in the workplace. Material Safety Data Sheets (MSDS) must be available to all workers at the work site.
