SAMPLE TASK ORDER 0001
1.0 Performance Requirements
This is a sample task order is Performance Based, Firm Fixed Price (FFP). Under this contract type, the vendor determines the quantity and mix of labor to perform the requirements.
1.1 Host Based Security
Task:
The contractor shall perform activities related to host-based security leveraging the Department of Defense (DoD) mandated Host-Based Security System (HBSS). Activities include the management, configuration and implementation of various HBSS modules on 2500 Research and Development Environment (RDE) servers, desktops and laptops assets; suggest modifications and improvements to current HBSS module settings; analyze HBSS status reports and provide courses of action suggestions to RDE management. The current HBSS modules being used are antivirus, firewall, and IPS (logging only), and Rouge Sensor.
Period of Performance: 6 months

1.2 Virtualization Management
Task:
The contractor shall manage a virtual environment utilizing VMWare suite that includes up to 500 virtual servers on a shared storage backend. The contractor shall provide a method for implementing and maintaining a virtual desktop infrastructure (VDI) for up to 1000 systems. The VDI solution is implemented using a hyper-converged solution simplifying enterprise data center infrastructure by integrating server and storage resources into a turnkey platform for delivering storage and compute performance capacity for persistent and non-persistent desktops. VDI is maintained through the Government’s Cloud Computing Environment processes and located on 3 hosts at ERDC Vicksburg.
The contractor shall provide a method for ensuring that the virtual infrastructure is compliant with DoD Security Technical Implementation Guides (STIG).

1.3 Network Management
Task:
The contractor shall manage a research and development wide area network that spans four geographical locations and includes the management of eight firewalls with failover capability, approximately 20 Cisco core routers, 200 Cisco/Brocade switches, and 150 Cisco wireless access points. The contractor shall operate and maintain network-monitoring tools such as SolarWinds. The contractor shall provide a method for implementing and maintaining secure websites through the use of reverse proxy or other technologies. Hardware proxy appliances are implemented to provide complete control over all web traffic delivering threat protection, user authentication, web filtering, data loss prevention, inspection, and visibility of SSL-encrypted traffic (including the ability to stream decrypted content to an external server with an Encrypted Tap license), content caching, bandwidth management, and stream-splitting.
Period of Performance: 6 months

2.0 Deliverable Description
The contractor shall provide deliverables as described in subsequent task orders. Deliverables shall be specified by the government. Format and delivery schedule for deliverables shall be outlined in CDRLs and/or other means TBD. Deliverables will typically fall within the listing below and be specified in individual task orders.

Performance Rating
Criteria
Excellent / Outstanding Performance meets contractual requirements and exceeds many to the government’s benefits. The contractual performance of the element or sub-element being assessed was accomplished with no problems and contractor actions were highly effective.
Very Good Performance meets contractual requirements and exceeds some to the government benefits. The contractual performance was accomplished with few minor problems for which corrective actions taken by the contractor were effective.
Good Performance meets contractual requirements. The contractual performance contains some minor problems for which corrective actions taken by the contractor were satisfactory.
Marginal Performance does not meet some contractual requirements. The contractual performance reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear marginally effective or were not fully implemented.
Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance contains serious problem(s) for which the contractor’s corrective actions appear or were ineffective.
3.0 Location
The contractor will be required to provide services for the four main ERDC locations:
Vicksburg, MS, Champaign, IL, Hanover, NH, and Alexandria, VA. The four main
ERDC locations host the ERDC seven laboratories. Four laboratories reside in Vicksburg, MS: Coastal and Hydraulic Laboratory (CHL), Geotechnical and Structures Laboratory (GSL), Environmental Laboratory (EL), and Information Technology Laboratory (ITL). The Construction Engineering Research Laboratory (CERL) is located in Champaign, IL. The Cold Regions Research Engineering Laboratory (CRREL) is located in Hanover, NH. The Geospatial Research Laboratory (GRL) is located in Alexandria, VA.
