SUMMARY OF CHANGES
The following questions and answers are provided for informational purposes only.
QUESTION 1: Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
ANSWER 1: This is not a follow-on requirement as a whole, nor is it a completely brand new requirement. The previous provider for a portion of this SME requirement is Information International Associates, Inc., contract number W912HZ-14-D-0002.
QUESTION 2: Do offerors who completed and submitted copies of Attachment B, Past Performance Questionnaire (PPQ) as directed by predecessor solicitation (W912HZ-16-R-0001) need to resubmit them for this solicitation if using the exact same references?
ANSWER 2: No, the previously submitted PPQ’s are acceptable. I
QUESTION 3: Please note that there is a typo in the e-mail address provided in the RFP for questions
(pg. 51) -- chelseam.m.whitten@usace.amry.mil
ANSWER 3: Email address in Section L has been corrected.
QUESTION 4: The sample task asks to refer to web address:
http://contractormanpower.army.pentagon.mil, but it is inaccessible. Is there another means of accessing this required information?
ANSWER 4: Please see revised Sample Task Order for correct web address.
QUESTION 5: If an organization currently works with ERDC and they are awarded this contract will this contract assume a conflict of interest for other future upcoming solicitations with ERDC?
ANSWER 5: The government does not use prior contractors to assist in assembling any part of this solicitation package and will not be involved in any of the evaluation practices therefore there should not be a conflict of interest.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
Section L - Instructions, Conditions and Notices to Bidders
1.0 INTRODUCTION
1.1 Proposals shall be mailed to: U.S. Army Engineer Research and Development Center, Contracting Office, ATTN: CEERD-CT, Mrs. Chelsea Whitten, 3909 Halls Ferry Road, Vicksburg, Mississippi, 39180-6199, USA.

1.3 Offeror's Responsibility. It is the offeror's responsibility to ensure the completeness and accuracy of his or her proposal. Corrections will not be made by the Government. Errors in the proposal will be considered, among other factors, as a reflection of the offeror's technical and management capability.
1.4 Policy on Requests by Prospective Offerors for Assistance in the Preparation of Proposals. It is the policy of the Corps of Engineers to not provide any assistance to prospective offerors in the preparation of their proposals.
However, this is not meant to preclude offeror's requests for information or clarification. Information will be provided if it is available and releasable, while clarification will be provided in all cases.
1.5 Offerors shall respond to all requirements of the solicitation document. Offerors are cautioned not to alter or disassemble the solicitation.
1.6 The written proposal will be the primary basis on which the Government will determine the capability of the Offeror to perform this work. It shall be specific, complete, thorough, clear and concise, and must address each requirement stated in the Performance Work Statement and Sample Task Order 0001. The Government reserves the right to award Sample Task Order 0001 as the first task order under the resulting contract if determined to be in the best interest of the Government.
1.7 Unnecessary elaboration or other presentations beyond that sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the Offeror’s lack of cost consciousness.
Elaborate artwork, expensive paper or bindings, and expensive visual or other presentation aids (with the exception of technical drawings and figures) are neither necessary nor desired. The proposal shall contain all the pertinent information in sufficient detail in the one area of the proposal where it contributes most critically to the discussion.
When necessary, the Offeror shall refer to the initial discussion and identify its location within its proposal.

3.4. Contents and Formatting
Each bidder's proposal shall include, but shall not necessarily be limited to, separate sections, each section fully addressing the relevant requirements of the solicitation. The submission shall be clearly indexed and logically assembled. Each major section shall be clearly identified and shall begin at the top of a page. All pages shall be appropriately numbered and identified by the complete company name, date, and solicitation number in the header and/or footer.
3.5. Volume I – Technical Proposal
Offerors shall submit their Technical Proposal following the format below. Proposals not conforming to this format may not receive as high an evaluation as a properly formatted proposal would because the information is not as easily located, extracted and analyzed by the Government. Conformance with requested format for a proposal demonstrates ability to follow directions and understand requirements. This is the largest section and it shall be subdivided as appropriate. NO PRICE INFORMATION SHALL BE PROVIDED IN VOLUME I.
3.5.1. Cover
The cover shall indicate the following:
Title of the proposal Solicitation number Name and address of Offeror Identification of original signature copies CAGE Code
3.5.2. Table of Contents
The Table of Contents shall provide detail sufficient to allow the important elements to be located easily. The use of tabs and dividers is encouraged, but not necessary.
3.5.3. Introduction
The introduction shall briefly state the purpose and content of the proposal.
3.5.4. Subfactor 1: Experience
The Offeror shall demonstrate relevant corporate experience related to the evaluation criteria outlined in Section M.
Relevant corporate experience is experience (within the last 5 years) that is of the same or similar scope and complexity to the work described in the Performance Work Statement, and is of the same or similar magnitude (i.e., performing services that, on an annual basis, are at least half the dollar value proposed by the Offeror to perform the Performance Work Statement’s requirements).
To demonstrate its corporate experience, the Offeror shall identify up to seven (7) of its most relevant contracts or efforts within the past five (5) years, and provide any other information the Offeror considers relevant to the requirements of the solicitation. Offerors shall provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation.
To the extent that the Offeror intends to subcontract significant portions of the effort, for each subcontractor the Offeror shall identify up to five (5) of the most relevant contracts or efforts within the past five (5) years and provide any other information the Offeror considers relevant to the requirements of the solicitation. “Significant”, in this case, means work efforts involving more than 4,000 man hours per annum. In evaluating subcontractor experience, the relevance of subcontractor experience will be determined based on the scope, complexity, and magnitude of the aspects of the work in the solicitation for which the subcontractor is proposed to perform. Therefore, the proposal shall detail clearly the aspects of the work in the solicitation that each subcontractor is intended to perform.
3.5.5. Subfactor 2: Management Approach
Management approach is to include narrative descriptions related to evaluation criteria outlined in Section M.
Documents required for evaluation include:
Staffing Plan to reflect staffing and management of personnel to fill requirements under the IDIQ and to include an organizational chart showing the key personnel and major subcontractor location in the organizational chart, resume(s) for the key personnel proposed, and the physical location of the key personnel and identification of teaming and subcontractors partners. Key personnel are those individuals vital to the management and administration of this contract.
Quality Control Plan
3.5.6. Subfactor 3: Technical Approach - Submission of proposal to Sample Task Order 0001
The offeror must address all subfactors identified in Section M. The technical proposal for Sample Task Order #0001 shall contain NO contractual price information. At a minimum, proposed staffing solution should include labor categories and number of hours.
The Government reserves the right to award the sample task order submitted under this solicitation as the first actual task orders immediately upon award of ID/IQ contract.
3.6. Volume II - Past Performance Proposal
The Offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts within the past three years that is of the same or similar scope, complexity, and magnitude to that which is described in the solicitation (as explained under the Corporate Experience subsection).
If the Offeror has limited experience within the past three years, but does have relevant experience beyond three years in the past, a full description of this past experience must be given along with a narrative describing why this past experience is still relevant and what steps have been taken over the intervening time span to retain the necessary technical expertise and capability to fulfill the requirements of the Performance Work Statement.
Offerors are reminded that both independent data and data provided by Offerors in their proposals may be used by the Government to evaluate Offeror past performance. Since the Government may not necessarily interview all the sources provided by the Offerors, it is incumbent upon the Offeror to explain the relevance of the data provided. The Government does not assume the duty to search for data to cure problems it finds in the proposal. The burden of providing thorough and complete Past Performance information remains with the Offerors. Proposals that do not contain the information requested risk rejection or less than acceptable performance rating by the Government.
Past Performance Questionnaire -- For all contracts identified, a Past Performance Questionnaire (ATTACHMENT B) must be completed and submitted. The Offeror shall complete Part I of the Past Performance Questionnaire and e-mail/mail the questionnaire to at least two (2) points of contact (POC's) per contract including the Contracting Activity and the Technical Representative responsible for the past/current contract. All POC's shall be instructed to electronically complete Part II of the questionnaire and e-mail to Chelsea Whitten, Contract Specialist at the following email address:
Chelsea.M.Whitten@usace.army.mil
The Offerors shall also e-mail a reference list of all the POC's who were sent a questionnaire. The Government shall receive this list no later than close of business on the date established for receipt of proposals. The POC list shall be submitted in Word for Windows Table Format to include the following fields: Solicitation Number, Offeror Company Name, Contract Number, Customer’s Name (that received your services), POC last name, first name, and POC Title. The responsibility to send and track the completion of the Questionnaire rests solely with the Offeror and shall not be delegated to any subcontractors, team contractors, or joint venture partners.
It is the Offeror's responsibility to contact each reference to: 1) obtain authorization to release the information identified in the past performance submission and 2) provide authorization to the references to release performance information to the Government.
The completed questionnaires may be submitted by mail, electronic mail (preferred) or facsimile transmission. The completed questionnaire shall be either:
- Mailed to:
ERDC Contracting Office
ATTN: CEERD-CT (Chelsea Whitten) 3909 Halls Ferry Road Vicksburg, MS 39180-6199
- E-mailed to: Chelsea.M.Whitten@usace.army.mil or
- Faxed to:
ERDC Contracting Office
ATTN: Chelsea Whitten 601-634-3929
The Government wants to ensure timely contract award. To that end, Offerors are encouraged to submit Past Performance information before the solicitation close date to enable the Government to begin contacting references.
New Corporate Entities -- New corporate entities may submit data on prior relevant and recent contracts (within the last 3 calendar years) involving its officers and employees. However, in addition to the other requirements in this section, the Offeror shall discuss in detail the role performed by such persons in the prior contracts cited. Past performance information on work for state and local governments, private sector clients, and subcontractors that are similar to the Government requirement will be evaluated equally with similar federal contracts. Offerors may submit information on key personnel, major subcontractors, and work performed as part of a team or joint venture and other previous reincarnation of its current organization.
3.7. Volume III - Price Proposal
Offerors shall submit the Price proposal in the following format. Conformance with the requested format for a proposal demonstrates ability to follow directions and understand requirements.

Some of the disciplines covered in this solicitation are covered by a Service Contract Act (SCA) exemption, as they are considered “Executive, Administrative or Professional”; however, offerors shall be responsible for ensuring compliance with the SCA for applicable Labor Categories.
e. Other Direct Cost (ODC) Related Information - The offeror may propose a maximum percentage to be applied to other direct costs. The percentage may be negotiated to a lower rate for subsequent task orders, but may not exceed rate proposed for duration of the base and exercised options.
