Partial payment will be based on approximate volumes determined by fathometer soundings or sweepings taken behind the dredge as the work progresses. When submitting a progress payment request, the Contractor must obtain these intermediate soundings or sweepings, at its expense, and submit drawings of the surveys. If requested, the Contractor must submit additional backup documentation for the surveys. Final quantity determination will be based on Government before-dredging and after-dredging surveys. To receive partial payment, progress surveys must be submitted with the pay request.

SECTION 01 20 00 Page 5

1.4.1.2 Measurement

The total quantity of dredged material for which payment will be made will be the theoretical quantity between the bottom surface shown by fathometer soundings of the last survey made "before-dredging"(BD) and the bottom surface shown by the fathometer soundings of a survey made "after-dredging"(AD), within the limits of the overdepth and side and end slopes, less deductions that may be required for misplaced material.

1.4.1.2.1 Frequencies

The total quantity of dredged material for which payment will be made will be the theoretical quantity between the bottom surface shown by fathometer soundings of the last survey made "before-dredging" (BD) and the bottom surface shown by the fathometer soundings of a survey made "after-dredging" (AD), within the limits of the overdepth and side and end slopes, less deductions that may be required for misplaced material.

Measurement will be determined based on high frequency (200 kHz) data.

Low frequency (28 kHz) data will be used for acceptance/clearance purposes only.

Guidance as provided in Hydrographic Survey Engineering Manual EM-1110-2-1003 Chapter 10 will apply for scheduling of BD and AD surveys.

As provided in this guidance, Government will allow a period of up to 5 calendar days to conduct an AD survey after the Contractor indicates a section to be ready. However, if initial high frequency (200 kHz) AD surveys reflect considerable amount of suspended material for any section, the Government may require up to 5 additional calendar days settling time prior to attempting AD surveys on any subsequent section.

If the Government chooses to use low frequency (28 kHz) data for acceptance and also volume calculations, then low frequency (28 kHz) data must be used for before-dredging surveys for computations. If low frequency data is to be used for acceptance and volume calculations, surveyors are to note that the appropriate manufacturer's recommended settings for both AD and BD surveys were in place.

1.4.1.3 Unit of Measure

Unit of measure: cubic yard .

1.4.1.4 Reference Control Data

The horizontal control points shown on the drawings are the control points the Government will use to perform electronic surveys on the waterway.

The Government does not guarantee permanent access to these control points; therefore, it may be necessary for the Contractor to establish its own network of survey points from these survey points or from other U.S.

National Geodetic Survey (NGS) monuments. Location and description of the horizontal control points which the Government plans to use to perform electronic surveys on the channels are available from the Contracting Officer.

Horizontal data will be tied to the State Plane Texas South Central Coordinate System using North American Datum of 1983 U.S. survey feet (NAD83 U.S. ft). Vertical positions will be derived from NAVD88 and rectified to MLLW with a Government supplied KTD file for the project area. Tide staffs shown will be used to verify vertical control per EM

SECTION 01 20 00 Page 6

1110-2-1003, Chapter 7, Table 7-1. Vertical positions will be referenced to MLLW in US Survey Feet. Horizonal and vertical positioning may be obtained from RTX (Trimble satellite transmitted corrections). The Government will be using the real-time RTX methodology.

Time Variable Transformations must be set correctly in HYPACK when using RTX. The target year settings will be provided by the Government after award upon request.

1.4.1.5 Government Surveys

Unless otherwise specified or shown, Real Time Kinematic (RTK), Virtual Reference Station (VRS), or Trimble RTX can be used for hydrographic surveys for horizontal position and could be used for land surveys of shallow water or upland within or near the dredging template. The Government will use the tide staffs shown on the drawings to verify vertical control. Tide staffs are referenced to MLLW for this Contract.

Processing survey data will be performed with the most recent HYPACK software at the time of award, using the Kingfisher Method (updated 5/6/2016). Data will be post-processed using POSpac to perform quality checks of results when necessary. Volumes will be computed by average end area using cross sectional survey lines. Before and After Dredge cross sections will be run on 100-foot stations and at changes in the template unless otherwise specified in the Contract drawings. The Government will provide the survey line files at the Contractor's request.

1.4.1.6 Multibeam Surveys AM#1

The Government will perform electronic surveys of Schedule No. 1 Channel to Palacios and Option Nos. 1-3. Multibeam surveys will be used for acceptance and to determine pay quantities for Dredging - Channel to Palacios, Sections 19-28; Dredging - San Bernard River Channel, Section SB 1; and Dredging - Colorado River Channel, Sections CO 1 - CO 5.

If the Government determines that accurate data cannot be obtained from multibeam sonar technology due to the presence of unconsolidated material in the channel, the Government may choose to utilize dual frequency single beam sonar technology. Single beam surveys will be performed within 5 days of the original survey and these low-frequency surveys will be used for both acceptance and payment purposes.

All soundings well be calibrated following procedures outlined in EM-1110-2-1003 (2013). The Government will apply the vertical and horizontal survey control indicated in the drawings.

The Processing the survey data will be performed with the most recent version of HYPACK software available at the time of award, using the relevant method below for each type of survey.

The performance of this survey work by the government and presence of the inspector will not relieve the Contractor of responsibility for the proper execution of the work in accordance with the contract drawings and specifications.

1.4.1.6.1 Multibeam Survey Acceptance (AM#2)

a. Type of System: R2Sonic 2024 or Edgetech 6205s Multibeam Ecosounder

SECTION 01 20 00 Page 7

a. Acoustic Frequency: 200 - 540 kHz

b. Volume Computation: Survey Surface TIN vs. Channel (Standard TIN to Channel)

• Data will be post-processed using POSpac to perform quality checks when necessary.

• Survey lines will be run longitudinal along the channel and will provide full coverage from edge to edge of the template with a minimum of 20 percent overlap of swaths.

When accepting and paying based on multibeam survey, acceptance will be based on minimum depth and payment will be based on average depth. The cell size used will be 3 feet by 3 feet. Shoals above grade must be assessed based on multiple hits, a minimum of 3 hits, over successive passes. A single high spot unsupported by other data will be disregarded. This data will follow guidance described in table F-2 of EM 1110-2-1003.

1.5 DREDGING

In no case will payment be made for material removed from below the maximum pay-line or outside the dredging prism as indicated.
