About this file

This document package includes an amendment to a solicitation for dredging services along the Gulf Intracoastal Waterway in Galveston and Brazoria Counties, Texas. The amendment revises the bid schedule, price and payment procedures, and quantity summary table. The bid schedule lists estimated quantities and unit prices for dredging sections of the GIWW and placement areas. It includes a base schedule and six options that could be awarded. The price and payment procedures specify payment terms for mobilization, perimeter berm maintenance, and unit price dredging items. Measurement and payment methods are outlined, including use of before and after dredging surveys from the Corps of Engineers. Progress payments will be based on surveys submitted with payment requests.

1.2 CONTRACT COST BREAKDOWN

The Contractor must furnish within 30 days after the date of Notice to Proceed, and prior to the submission of its first partial payment estimate, a breakdown of its single job pay item or items which will be reviewed by the Contracting Officer as to propriety of distribution of the total cost to the various accounts. Any unbalanced items as between early and late payment items or other discrepancies will be revised by the Contracting Officer to agree with a reasonable cost of the work included in the various items. This Contract cost breakdown will then be utilized as the basis for progress payments to the Contractor.

1.3 SINGLE JOB PAYMENT ITEMS

Payment items for the work of this Contract for which Contract job payments will be made are listed in the BIDDING SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, are included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

1.3.1 Mobilization and Demobilization

1.3.1.1 Payment

The Contract price for "Mobilization and Demobilization" in Shedule No. 1 and "Mobilization and Demobilization - Offatt's Bayou, Placement in Pierce Marsh BUS Cells 1&2" will include the costs in connection with mobilization and demobilization of the plant and additional pumps

SECTION 01 20 00.00 45 Page 3 necessary to perform work under the various bid items. The Contract price shall include transportation and other costs incidental to delivery of the plant and other equipment to the general work area in condition ready for operation and, after the completion of the work, for removal of the plant and equipment from the work site(s). Payment for mobilization and demobilization will be pursuant to the conditions as defined in the

DOCUMENT 00 72 00 CONTRACT CLAUSES.

1.3.1.2 Unit of Measure

Unit of measure: job.

1.3.2 Perimeter Berm Maintenance

1.3.2.1 Payment

Uncompacted berm fill templates will be paid for at the contract unit price for "Perimeter Berm Maintenance - Pierce Marsh BUS Cell 1" in Option No. 3 and "Perimeter Berm Maintenance - Pierce Marsh BUS Cell 2" in Option No. 3, which will include the equipment, materials and labor to perform the associated drainage and foundation maintenance for the berm during pumping operations, as specified in Section 35 20 23.16 45 PIPELINE DREDGING.

Pre-fabricated flashboard riser structures are located within the perimeter berm, as shown. Contractor will need to examine flashboard risers as well as the thirty six (36) 2 inch by 6 inch treated boards, 6 feet long, that are used in conjunction with the flashboard risers. Contractor is recommended to do a site visit to determine if any of the treated boards will need to be replaced before or during pumping.

1.3.2.2 Unit of Measure

Unit of measure: job.

1.4 UNIT PRICE PAYMENT ITEMS

Payment items for the work of this Contract on which the Contract unit price payments will be made are listed in the BIDDING PROPOSAL SCHEDULE and described below. The unit price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items.

1.4.1 Dredging

1.4.1.1 Payment (AM#1)

Payment for "Dredging - GIWW, High Island to Port Bolivar; Section Nos.

SECTION 01 20 00.00 45 Page 4 of Dr edged Mat er i al i n Pi er ce Mar sh BUS Cel l s 1&2; Sect i on Nos. 20” i n Opt i on No. 6 will be made for costs associated with the removal of dredged material, transportation, placement at the Placement Area, with laying, handling of dredge pipelines, procurement of materials, and for construction of ramps or installation of culvert pipes that may be necessary in connection with placing and removal of pipeline and final clean up of pipeline route.

1.4.1.2 Dredging Partial Payment

Partial payment will be based on approximate quantities determined by fathometer soundings or sweepings taken behind the dredge. The Contractor may use its own hydrographic surveys to determine quantities for pay requests, but final quantities will be based on Government Before-Dredging and After-Dredging surveys. Progress surveys must be submitted with pay request to receive partial payment.

1.4.1.3 Measurement

The total quantity of dredged material for which payment will be made will be the theoretical quantity between the bottom surface shown by fathometer soundings of the last survey made "before-dredging" (BD) and the bottom surface shown by the fathometer soundings of a survey made "after-dredging" (AD), within the limits of the overdepth and side and end slopes, less deductions that may be required for misplaced material.

Measurement shall normally be determined based on high frequency (200 kHz) data. Low frequency (40 kHz) data shall normally be used as necessary if fluid mud (or fluff) is detected.

The Government will allow a period of up to 5 calendar days to conduct an AD survey after the Contractor indicates a section to be ready. However, if initial high frequency (200 kHz) AD surveys reflect considerable amount of fluid mud for any section, the Government may require up to five (5) additional calendar days settling time prior to attempting AD surveys on any subsequent section.

If the Government chooses to use low frequency (40 kHz) data for acceptance and also volume calculations, then low frequency (40kHz) data must be used for before-dredging surveys for computations. If low frequency data is to be used for acceptance and volume calculations, Surveys will be performed in accordance with EM 1110-2-1003. A copy of the EM's can be downloaded from the following website:

http://www.publications.usace.army.mil/USACEPublications/EngineerManuals.aspx.

1.4.1.4 Government Surveys

Horizontal data will be tied to the State Plane Texas South Central Coordinate System using North American Datum of 1983 U.S. survey feet (NAD83 U.S. ft). Vertical positions shall be derived from NAVD 88 and rectified to MLLW with a Government supplied KTD file for the project area. Tide staffs shown will be used to verify vertical control from the real-time RTX solution at the beginning and end of each survey day per EM 110-2-1003 (2013), Chapter 7, Table 7-1. Vertical positions will be referenced to MLLW in US Survey Feet. Horizonal and vertical positioning will be obtained from one of the following methods: Real Time Kinematic (RTK) through a local base station, Virtual Reference Station (VRS), or RTX (Trimble satellite transmitted corrections). The government will be using the real-time RTX methodology.

SECTION 01 20 00.00 45 Page 5

Time Variable Transformations must be set correctly in HYPACK when using RTX. The target year settings will be provided by the Government after award upon request.

1.4.1.5 Surveys During Progress of Work

Contract depth will be determined by surveys taken behind the dredge as work progresses. The Contractor shall take progress soundings or sweepings and submit drawings of the surveys.

1.4.1.6 Unit of Measure

Unit of measure: cubic yard .
