1.6 CHARACTER OF MATERIALS

1.6.1 Material

The material that is to be removed is composed of material deposited over a period of time from maintenance dredging of the Cedar Bayou Channel;

however, some virgin material may be encountered in the prescribed depth.

Bidders are expected to examine the worksite and after investigation decide for themselves the character of the materials.

1.6.2 Debris

Other materials, including scrap, rope, wire cable, snags, and stumps may be encountered in the specific limits and no separate payment will be made for removal and disposal of this debris.

PART 2 PRODUCTS (Not Used)

PART 3 EXECUTION

3.1 ESTIMATED QUANTITIES

3.1.1 Estimated Quantities For Dewatering The Ditches

The approximate length of perimeter ditches and lateral ditches to be excavated are as shown in the BID SCHEDULE.The term "perimeter ditch" is considered synonymous with "borrow area ditch" shown on the drawings.

3.1.2 Ditching

The layout and general alignment of the ditches are shown for which the estimated quantities are based. The Contracting Officer may make minor revisions to the alignment to better facilitate dewatering the Placement Area.

3.2 DRAINAGE DITCHES

3.2.1 General

Inspect the Placement Area to ensure that using the Areas for dewatering operations will not place them in violation of the applicable Federal, State or local statutes concerning fish and wildlife. Particular statutes the Contractor are to consider include, but are not limited to, the Federal Migratory Bird Treaty Act and the Endangered Species Act of 1973.

3.2.2 Ditches

Borrow area ditches are to be excavated to not less than the minimum required to ensure water runoff to the outlet structure. The minimum depth will vary. Due to the small size of the PA and quantity of borrow needed, the ditches will likely need to be field fitted. It may be necessary to excavate these ditches in several passes or steps, beginning with a shallow ditch and then deepening it in stages until the required depth and cross section is obtained. This is due to the soft, saturated material underlying the surface crust. Attempts to excavate the ditches to their full depth on the first pass, will likely cause sides to slough off, due to excess water in the material and low shear strength. However, if the ditch is initially excavated to some cross section less than full depth, SECTION 31 23 19.00 45 Page 4 so that the ditch will readily stay open, and if it is allowed to seep and drain for a period while work progresses elsewhere, the sides of the ditch and the material in the vicinity of the ditch will consolidate and gain strength, and the ditch can then be deepened on subsequent passes.

3.2.3 Placing Material AM#2

No material excavated from the ditches is to be placed within 20 feet of the ditch top of cut at any point. The materials, if satisfactory, from the perimeter ditches will be used as fill material for perimeter dike construction. Excavat ed mat er i al i s t o be st ockpi l ed at appr oved, desi gnat ed l ocat i on wi t hi n t he bor r ow ar ea i nsi de of di t ch and adj acent t o t he wor k unt i l i t s use i s aut hor i zed. St ockpi l ed mat er i al shoul d not be pl aced i n a cont i nuous l i ne but i nst ead shoul d l eave space adequat e f or suf f i c i ent dr ai nage t o occur .

3.2.4 Side Slopes

The side slopes shown are the steepest that may be used. Flatter side slopes may be required in places for stability.

3.2.5 Maintenance

Achieve and maintain the ditch sections until accepted. Collapse or sloughing of the ditches occurring prior to acceptance are to be corrected until they conform to the minimum requirements of this Contract.

Corrective action will be at the Contractor's expense. There will be reaches in the Placement Area where ditching of the perimeter dike will require cleaning out the existing perimeter ditch only. The perimeter ditch is to drain to the drop-outlet structure(s), to relieve the water in the perimeter ditch. As a minimum, the existing borrow ditch is to be cleared. The Contractor may have to provide a new perimeter ditch that blends into the existing borrow ditch as shown.

3.2.6 Berm

A berm with a minimum width of 50 feet is to remain undisturbed from dike toe to near edge of perimeter ditch. The ditch is to be located in the field as directed. It may be located in the existing borrow ditch if simply clearing and removal of obstructions result in a continuous perimeter ditch. It may be an extension off the existing ditch if foundation conditions are too poor in the existing ditch to locate the perimeter ditch within the old ditch.

3.2.7 Unauthorized Placement of Material

3.2.7.1 Misplaced Excavated Material

Excavated material that is deposited other than in places designated or approved will not be paid for and the Contractor may be required to remove the misplaced excavated material and deposit it where directed at no additional cost to the Government.

3.2.7.2 Debris Disposal

During the progress of the work, do not deposit worn out wire rope, scrap metal, timbers, other rubbish, or obstructive material in the Placement Area or along the banks of the navigable waters, except as specified herein.

SECTION 31 23 19.00 45 Page 5

3.2.8 Preservation of Public and Private Property

3.2.8.1 Damages

Fences, roads, ditches, private or public grounds, and other structure(s) or improvements damaged as a result of the Contractor's operations herein specified will be repaired or rebuilt by the Contractor at its expense.

3.2.8.2 Accountability and Restoration

Preserve and protect the existing informational and directional signs, camp facilities, water wells and tanks, station markers, mile markers, and mooring piles which have been established along either bank of the Waterway within the reaches of the operations covered herein. The Contractor is to be accountable for and will be required to replace or restore at its expense the signs, camp facilities, water wells and tanks, markers, and mooring piles damaged or destroyed as a result of operations herein specified.

3.3 SURFACE DRAINAGE

3.3.1 Drainage

Areas disturbed or affected by the work in this Contract are to be sloped or shaped to provide positive drainage of surface water.

3.3.2 Existing Drop-Outlet structure

Existing drop-outlet structure is to be demolished.

PART 3 EXECUTION

3.1 CONSTRUCTION

The soil profiles shown only represent general data taken during initial subsurface soil investigation. The Contractor is permitted to relocate to a different borrow area within the PA at the Contracting Officer's approval only if the designated borrow area materials are not suitable for specified fill materials.

The Contractor is to be aware that the PA has been utilized periodically throughout the years, and variable soil conditions should be anticipated, including saturated conditions.

3.1.1 Lines and Grades

Construct the containment dike raise and build an access dike to the lines, grades, and cross sections as shown, unless otherwise directed.

3.1.2 Drainage

There is standing water on the surface of the PA. Provide for the collection and disposal of surface and subsurface water prior to and during construction. Completely drain construction site during periods of construction to keep soil materials sufficiently dry. Construct storm

SECTION 35 41 00.01 45 Page 6 drainage features that can include ponds or basins, at the earliest stages of site development, and throughout construction. Grade the construction area to provide positive surface water runoff away from the construction activity or provide temporary ditches, swales, and other drainage features and equipment as required to maintain dry soils. Once drainage of the PA and sufficient drying of the foundation surfaces have been accomplished, additional excavation and dike construction can proceed. When unsuitable working platforms for equipment operation and unsuitable soil support for subsequent construction features develop, remove unsuitable material and provide new soil as specified herein. It is the responsibility of the Contractor to assess the soil and groundwater conditions and to employ necessary methods that will permit construction to proceed.

3.1.3 Conduct of the Work

Maintain and protect the newly constructed perimeter containment dike and access dike in a satisfactory condition during construction until final completion and acceptance of the work under this Contract. If, in the opinion of the Contracting Officer, the hauling equipment causes horizontal shear planes or slickensides, rutting, quaking, heaving, cracking, or excessive deformation of the dikes or backfill berms, limit the type, load, or travel speed of the hauling equipment on the dike or backfill berm. The Contractor may be required to remove, at no additional payment, dike material placed outside of prescribed slope lines. Approved dike, fill, or backfill material which is lost in transit or rendered unsuitable after being placed in the dike or backfill and before final acceptance of the work will be replaced using satisfactory material and methods at no additional cost to the Government. Excavate and remove from the dike or backfill material which is unsatisfactory, dispose of this material, and refill the excavated area as directed, at no additional cost to the Government.

3.2 DEWATERING AND DIVERSION

Surface and groundwater control is to be accomplished in coordination with the required excavation and dike construction. In the event of heavy rain fall, the surface and groundwater control may necessitate the use of temporary diversion ditches and pump. Methods for care of surface water and for controlling the surface and groundwater levels are to be subject to approval.

The borrow areas are to be drained continuously via drainage ditches which are to be connected to either interior or perimeter ditches during and after the completion of the construction work.

3.3 EXCAVATION

Excavation is to consist of removal of material in preparing the foundations for drainage pipe installation, removal of material to the lines and grades based on the existing pipe elevation, removal of objectionable materials, and reuse the excavated training and perimeter dike material for reconstruction of the perimeter dike. Over-excavation is to be backfilled to grade with similar over excavated material or satisfactory material and compacted to a density of at least that of the surrounding material.

Provide excavation for the drop-outlet structure sufficient to leave at least a 12 inch clearance between the outer structure surfaces and the face of the excavation or support members of sufficient size to permit the

SECTION 35 41 00.01 45 Page 7 placement and removal of forms for the full length and width of structure footings and foundations as shown. Remove loose disintegrated materials and thin strata. When concrete is to be placed in an excavated area, take special care not to disturb the bottom of the excavation. Do not excavate to the final grade level until just before the concrete is to be placed.

3.3.1 Over-Excavation

3.3.1.1 Outside Limits of Containment Dike Foundation or Structures

Over-excavation outside the limits of the dike foundations or structures is to be backfilled to grade with material similar to the over-excavated material or satisfactory material and compacted to a density of at least that of the surrounding material.

3.3.1.2 Within Limits of Dike Foundation or Structures

Over-excavation within the limits of the dike foundations or structures is to be backfilled to grade as specified.

3.3.2 Disposition of Excavated Materials

Satisfactory excavated material is to be incorporated in the appropriate zones of the dike templates. When direct placement is not practicable, satisfactory material from the excavation is to be stockpiled for subsequent use in parts of the work for which it is specified herein or as indicated. Satisfactory material in excess of the quantity necessary to construct backfills and dike is to be stockpiled for future construction work.

3.3.3 Utilities

No utilities are known to exist at the project site. If unknown utilites are encountered, the Contracting Offcier should be notified immediately.

If unknown utilites are encountered, the Contractor is responsible for movement of construction machinery and equipment over pipes and utilities during construction. For work immediately adjacent to or for excavations exposing a utility or other buried obstruction, excavate by hand. Start hand excavation on each side of the indicated obstruction and continue until the obstruction is uncovered or until clearance for the new grade is assured. Support uncovered lines or other existing work affected by the Contract excavation until approval for backfill is received. Report damage to utility lines immediately to the Contracting Officer.

Excavations for pipe beds are to be shaped to fit the contour of the pipe over a width of not less than 0.6 of the pipe diameter or as shown.

3.4 BORROW AREAS

3.4.1 Government Furnished

Borrow areas are to be excavated to the extent necessary to obtain satisfactory materials. The permissible depth(s) in the borrow areas is about 5 feet or to an elevation of +6 feet, whichever will permit water runoff to the outlet structure. Borrow areas are to be drained continuously and kept dry during excavation. Where possible, unsatisfactory materials in borrow areas are not to be removed.

Interior stockpile of satisfactory materials located within the PA is to

SECTION 35 41 00.01 45 Page 8 be utilized as borrow materials if the material is suitable.

3.5 TOLERANCES

Perimeter containment dike is to be constructed to match the adjacent grade. At every point a tolerance of 6 inches above or zero inches below the prescribed grade will be permitted in the final dressing, provided that excess material is distributed to ensure that the crown of the dike drains to the PA interior and that there are no abrupt humps or depressions in the surfaces.

Upon completion of construction operations, remaining stockpiled material is to be removed as directed by the Contracting Officer.

3.6 FOUNDATION PREPARATION

The stripped dike foundation areas are to be semi-compacted before placing new fill materials for the dike raising. If there are holes, cavities and depressions in the stripped foundation areas, it is to be filled with the same materials for semi-compaction prior to the initial semi-compaction.

Remove and replace unsatisfactory or very soft dredge materials in the perimeter dike, new drop-outlet structures, and access dike foundations with satisfactory materials by methods of displacing or excavation, as directed by the Contracting Officer.

3.7 EMBANKMENT CONSTRUCTION

3.7.1 General

Prior to beginning placement of fill on the dike foundation, notify the Government that the foundation is ready to receive fill and drainage pipe installation. No fill is to be placed on the dike and drainage pipe foundations until these areas have been inspected and given final approval. Unless otherwise directed, the embankment is to be maintained at approximately the same level regardless of the number of types of materials being placed.

3.7.1.1 Gradation and Distribution

The gradation and distribution of materials throughout each zone of the dike are to be so that the dike will be free from lenses, pockets, streaks, and layers of material differing substantially in texture or gradation from surrounding material of the same class. If lenses, pockets, or layers of materials differing substantially in texture or gradation from surrounding material occur in the spread material, the layer is to be mixed by harrowing or another approved method to blend the materials. During the placing and spreading process, continuously maintain a force of workers adequate to remove roots, debris, and oversize stones from the containment dike materials.

3.7.1.2 Placing

Fill material is not to be placed against concrete which has not been in place at least 14 days. Heavy equipment is not to be operated over pipes and buried structures until at least 2 feet of fill material has been placed and compacted over them. Within these areas, the fill is to be compacted with approved mechanical hand tamping equipment. Before placing

SECTION 35 41 00.01 45 Page 9 material for compacted fill, the foundation surface is to be cleared of existing vegetation and debris. Material not meeting the requirements for fill material as determined by the Contracting Officer will be removed.

Foundation surfaces and existing surfaces are to be scarified to a depth of 6 inches before placing the fill. Sloping ground surfaces, steeper than 1 Vertical to 6 Horizontal (1V:6H) on which fill or compacted backfill is to be placed is to be stepped or benched to form a proper bond with the existing surface. Compacted fill is to be placed with suitable equipment in uniform layers which, before compaction, is not to exceed 8 inches in depth if a tamping roller is used or 6 inches in depth if a light rubber-tired roller is used. No fill material is to be placed in water. Soft or unsatisfactory material in the fill area is to be removed as directed before placing the fill.

3.7.1.3 Equipment Traffic

Equipment traffic on a dike zone is to be routed to distribute the compactive effort as much as practicable. Ruts formed in the surface of a layer of spread material are to be filled before that material is compacted. If, in the opinion of the Contracting officer, the compacted surface of a layer of material is too smooth to bond properly with the succeeding layer, the surface is to be loosened by scarifying or other approved methods before material from the succeeding layer is placed.

3.7.2 Random Fill - Access Dike

Random fill is to be placed on access dike sections of the embankment.

Random fill material is to be placed and spread in layers not more than 24 inches in uncompacted thickness, except that within 4 feet of drop-outlet structures, the uncompacted layer thickness is to be reduced to 6 inches.

Layers are to be started full out to the slope stakes and be carried substantially horizontal and parallel to the dike centerline with sufficient crown or slope to provide satisfactory drainage during construction. The materials for random fill are to be placed or spread in layers, the first layer not more than 18 inches in thickness and the succeeding layers not more than 24 inches in thickness prior to compaction.

3.7.2.1 Random Fill Access Dike

Random fill is to be placed at in-situ moisture content.

3.7.3 Fill For Perimeter Dike

Impervious fill is to be placed in the perimeter containment dike.

Materials classified as impervious fill from the perimeter dike excavation are to be reused as fill materials. Impervious fill is not to be placed in water. Imperious fill material is to be placed and spread in layers not more than 18 inches in uncompacted thickness, except that within 4 feet of the drop-outlet structure, the uncompacted layer thickness is to be reduced to 6 inches. Layers are to be started full out to the slope stakes and be carried substantially horizontal and parallel to the dike centerline with sufficient crown or slope to provide satisfactory drainage during construction. The materials for imperious fill are to be placed or spread in layers, the first layer not more than 12 inches in thickness, and the succeeding layers not more than 18 inches in thickness prior to compaction.

SECTION 35 41 00.01 45 Page 10

3.7.4 Moisture Control

The materials in each layer of the fill are to contain the amount of moisture, within the limits specified below or as directed, necessary to obtain the required compaction. Material that is not within the specified moisture content limits after compaction is to be reworked to obtain the specified moisture content, regardless of density.

3.7.4.1 Insufficient Moisture for Suitable Bond

If the top or contact surfaces of a partial fill section become too dry to permit a suitable…
