2. QUANTITIES.
2.1 When any item of work hereinafter described specifies an estimated quantity of work to be done, it is contemplated that such quantity will be required; however, the government reserves the right to increase or decrease the amount of work in accordance with the provisions set forth in this Performance Work Statement (PWS) per a modification in accordance with FAR 52.212-4, Contract Terms and Conditions-Commercial Items.
2.2 Quantities of work indicated for performance are not in all cases exact, and are considered estimates only and intended to indicate the approximate quantities. Such work will be pointed out and definitely designated as to location and amount by the Contracting Officer's Representative (COR) and will be done on a unit price basis. The contractor will be required to complete the work at the unit price or prices stated in the Bid Schedule, whether it involves quantities greater or less than those specified.
2.3 The variation in estimated quantities shall apply as specified below. A variation in the quantity of any item called for by this contract will not be excepted unless the change has been incorporated by a formal modification signed by the contracting officer.
The permissible variation shall be limited to:
0% Percent increase [Contracting Officer insert percentage]
10% Percent Decrease [Contracting Officer insert percentage]
This increase or decrease shall not apply to Section B, Item Nos. with a Unit of Measure for “Job”.

7. PAINTING THE HULL.
7.1 General. All paints and coatings shall be best quality for marine service and be applied in accordance with manufacturer's instructions. All paints and other coatings when applied shall provide a satisfactory film, present a smooth even surface, and each coat shall adhere firmly and uniformly to the surface to which it is applied. Prior to applying the primer coat, the surfaces to be painted shall be thoroughly cleaned chemically or mechanically to remove all oil, grease, dirt or foreign matter. Surfaces shall be clean and dry prior to painting. Special care shall be taken to protect the fathometer transducers against abrasion, damage, and painting. Except where specified otherwise, the contractor shall perform cleaning per industry standards as acceptable to the COR. NOTE: All paint shall be manufactured by the Ameron Marine Coatings Division, or approved equal. The use of a copper-bearing anti-fouling coating will not be acceptable for use on the M/V TURPIN's aluminum hull. The plant shall not be launched before the anti-foulant's minimum specified drying time. The COR shall approve all paint and anti-foulant used. All paint and anti-fouling shall be applied in a timely manner and in accordance with the manufacturer's instructions.
7.2 First Coat (Primer). The entire exterior hull surface of the boat shall be painted with one (1) full coat of Americoat 385 Polyamide Epoxy, or approved equal, at the rate of 8 mils wet/5 mils dry. The color shall be black. The first coat shall be applied while the Americoat 385 Epoxy (primer) is tacky. The first coat of antifouling shall be allowed to dry a minimum of 2 hours before recoating. After application of the second coat, the boat shall be allowed a minimum of 16 hours before it is launched.
7.5 All name letters and other lettering on both sides of the bow and transom shall be cleaned and painted with two (2) full coats of Old Ivory, Federal Specification Color Chip No. 17855.
7.6 If an airless sprayer is used, thin paint as necessary, but not to exceed 10% by volume. If a brush is used, care will be taken such that the result is a smooth finish with minimal brush marks. The anti-foulant shall not be thinned.
7.7 The launch shall be shifted on the blocks in order that all underwater surfaces can be cleaned and painted.
7.8 In no case shall paint be applied when the ambient temperature is below 50 degrees Fahrenheit or the relative humidity is above 80%. Paint shall not be applied over dirty, damp, oily, or greasy surfaces.
8. PAINTING THE DECK:
8.1 Before applying the topcoats, the entire deck area of the boat shall be painted with Primer # 31110-PRI024135, PRIMER, EPOXY, RESIN, CARBOGUARD 561, and Primer # 31110-PRI024133, PRIMER, EPOXY, CURE, CARBOGUARD 561, two (2) full coats, or approved equal at the rate of 8 mils wet/5 mils dry. Long-term contract means a contract of more than five years in duration, including options. Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.
(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status.
