About this file
This is a Questions and Answers document from a federal contract opportunity for seismic retrofit work at AFHC Renovate Tower B743 in Japan.
The question addresses prequalification submission requirements for contractors regarding acceptable past performance experience. The inquirer requested that the government reconsider accepting local commercial seismic retrofit experience in Japan, noting that no prior U.S. government seismic retrofit projects of comparable magnitude exist in Japan, making UFC-only experience criteria unrealistic for local contractors despite their commercial expertise on high-rise facilities. The Japan District (JED) response clarifies that demonstrated commercial seismic retrofit experience performed within Japan will be considered for Phase 1 prequalification, provided the contractor can demonstrate experience where seismic retrofits were fully detailed in construction documents (drawings and specifications) with zero delegated or deferred engineering design. The contractor's role must focus on construction execution including means, methods, rigorous quality control (QC), and craftsmanship. The government identifies that key technical scope requirements for this project—primarily concrete shear wall thickening and reinforced column jacketing—are recognized as established, standard engineering practices in Japan that align with the technical intent of the solicitation.

14 Question:
Regarding “Prequalification Submission Requirements”, government has responded to previous Request for Information regarding “Seismic Retrofit”, stating that local Japan experience will not be considered and that the only consideration will be past performance related to the Unified Facilities Criteria (UFC). Research of US government opportunities throughout Japan related to Seismic Retrofit of the magnitude required for AFHC Renovate Tower B743 and per UFC related to past construction are non-existent. Local contractors working on US government contracts for years throughout Japan will not have this experience. However, contractors do have experience on the commercial side, to include high-rise facilities in Japan. It is requested that government reconsider the acceptance of local commercial experience for the purposes of this Phase 1 pre-qualification, and this will also show the government that experience and capability of the magnitude required for this effort does exist in Japan, just not with the US government projects since there are none previously solicited or executed of this magnitude. Please advise.
Answer:
Japan District (JED) will consider demonstrated commercial seismic retrofit experience performed within Japan. This consideration is based upon the Contractor’s demonstration of experience where seismic retrofits were fully detailed in the construction documents (drawings & specifications) with zero (0) delegated or deferred engineering design. The Contractor’s role shall be focused on construction execution, including means and methods, rigorous quality control (QC), and craftsmanship. Key technical scope requirements of this project - primarily concrete shear wall thickening and reinforced column jacketing - are recognized as established, standard engineering practices in Japan that align with the technical intent of the solicitation.
