About this file
This is a Sources Sought Capabilities Survey for a Design-Bid-Build construction project to develop hotel space at Yokota Air Base in Tokyo, Japan. The U.S. Army Corps of Engineers, Japan District is conducting market research to identify qualified contractors and inform acquisition strategy for this project. Responses are due by close of business on August 14, 2026, and should be submitted via email to Contracting Officer Dr. Nakiba S. Jackson and Contract Specialist Charles Qi. A tentative site visit is planned for January through March 2027 at the project location, with no government reimbursement for associated costs.
The survey requests company background information and detailed responses regarding construction experience, security qualifications, and project capability. Specific areas of interest include demonstrated experience constructing Intelligence Community Directive (ICD) 705 accredited facilities for the Department of State or Department of Defense within the last ten years; Controlled Unclassified Information (CUI) safeguarding capabilities; relevant project history; bonding levels; and interest in Secure Working Area projects. The project involves constructing an 85-square-meter hotel space within a secure compound with restricted access controls and specialized construction requirements. Key schedule considerations include a 540-day Period of Performance for design, construction, and accreditation readiness, and a 1,140 square-meter staging and laydown area allocated adjacent to the construction site. The survey specifically solicits feedback on schedule feasibility given import restrictions, material lead times, and whether the staging area is adequate or if alternative mitigation strategies such as just-in-time delivery would be necessary. This announcement is for planning purposes only and does not constitute a commitment for future solicitation or award.

Project specific questions:
A. The project involves a building of 85-square-meter hotel space located inside a secure compound. Given the compound's daily access controls, restricted construction working hours, and the logistics associated with importing and securing specialized SCIF materials, is the proposed 540-day Period of Performance (PoP) adequate for complete design, construction, and accreditation readiness? Please identify any major schedule drivers or material lead times that could impact this timeline.
B. Due to the security requirements of the compound, draft drawings are not being publicly released. The designated secure construction laydown and staging area on the compound is approximately 1,140 square meters and is located adjacent to the hotel construction site within the project boundary fencing.
a) Is this allocated laydown area adequate for your construction staging, waste management, and secure material storage?
b) If not, what is the minimum square footage/meters required, or what mitigation strategies (such as just-in-time delivery of materials) would you propose to operate within this footprint?"
