About this file

This is a Pre-Bid Conference presentation for a federal construction contract at Yokota Air Base, Japan. The solicitation is for FY26 ZNRE224305P3 Improve Military Family Housing PAIP 9 Phase 3, issued under contract number W912HV-26-B-A001 by the U.S. Army Corps of Engineers, Japan Engineer District. The project involves demolition and construction/renovation of 34 family housing units across seven two-story concrete multi-family townhome buildings (Buildings 1052, 1053, 1054, 1055, 1056, 1057, and 1058), each comprising three bedrooms and 2.5 bathrooms measuring approximately 140 square meters. The solicitation follows an Invitations for Bid (IFB) format with a bid due date of July 17, 2026, at 1400 hours Japan Standard Time. Bids must remain valid for 120 calendar days for government acceptance. The estimated project magnitude ranges from ¥2.5 billion to ¥10 billion, with a contract performance period of 870 calendar days after receipt of Notice to Proceed. Liquidated damages are assessed at ¥525,492 per calendar day of delay.

The contract includes three line items: base item 0001 covering demolition and construction of the housing units and associated facilities; option item 0002 for sitework including parking area reconstruction and walkway replacement; and option item 0003 for demolition of mechanical buildings 1060 and 1061. Bidders must submit electronically via the PIEE Solicitation Module with a bid guarantee of 20 percent or ¥300 million, whichever is less. Bidder eligibility requires being a local source physically located in Japan with proper authorization to perform construction, including possession of either a Japanese civil construction (doboku isshiki koji) license or Japanese architectural construction (kenchiku isshiki koji) license, which must be verified through the Ministry of Land, Infrastructure, Transport and Tourism website by the bid due date. The site contains hazardous materials including lead-based paints, asbestos, and arsenic-containing gypsum board requiring intensive inspection prior to construction. All questions must be submitted in writing via PROJNET during two specified inquiry phases: Phase 1 (March 11-20, 2026) and Phase 2 (May 13-28, 2026). The pre-bid conference site visit is scheduled for March 11, 2026, with participants meeting at Building 993 parking lot at 0815 hours before proceeding to the project site at Building 1053.
