About this file
The document is a Sources Sought Market Survey for a Design-Build (DB) paint booth construction project at Kadena Air Base in Okinawa, Japan. The U.S. Army Corps of Engineers Japan District is seeking potential contractors to design and construct a paint booth for a Theater Aircraft Corrosion Control Hangar, with a project magnitude between $25,000,000 and $100,000,000. The solicitation is open to both American and Japanese contractors, with the project divided into two separate packages: one for the paint booth design and construction, and another for the hangar facility construction.
Key details include a potential contract line item (CLIN) schedule with three primary components: design, hangar construction oversight, and paint booth construction/insertion. The response deadline is 6:00 PM Japan Standard Time on 28 March 2025, with interested sources required to complete and submit an attached survey questionnaire. The government anticipates issuing a Request for Proposals (RFP) using Trade Off source selection procedures, with the estimated period of performance and specific solicitation release date still to be determined. Contractors must be registered in the System for Award Management (SAM) and may be eligible for United States Official Contractor status under the US-Japan Status of Forces Agreement.

MARKET SURVEY/SOURCES SOUGHT
W912HV-25-Z-0009
D-B PAINT BOOTH CONSTRUCTION/INSERTION FOR
THEATER AIRCRAFT CORROSION CONTROL HANGAR (ACCH)
KADENA AIR BASE, OKINAWA, JAPAN
Interested contractors are requested to submit the following information via e-mail to the Contracting Officer, Jack. T. Letscher at jack.t.letscher@usace.army.mil, and the Contract Specialist, Valeria Fisher at valeria.fisher@usace.army.mil, no later than 6:00 PM, 28 March 2025, Japan Standard Time (JST):
Summary: The government is considering making two separate solicitation packages for the construction of the Aircraft Corrosion Control Hangar. First package, a Design-Build solicitation for the acquisition of the Paint Booth to be fitted into the corrosion control prep hangar will be issued. American and Japanese contractors can participate under this solicitation (Status of Forces Agreement (SOFA) Article XIV will apply). The successful offeror will then work with the US Government (USG) to articulate the building modifications necessary for their product into the Design-Bid-Build package for the construction of the Hangar Facility. A separate solicitation (for contractors with Japanese construction license) to construct the Hangar Facility without the paint booth will then be issued and awarded as Best Value. In this scenario, both the Booth Manufacturer and the Prime contractor for construction of the facility are awarded separate contracts to work directly with the USG. Each contractor will be responsible for coordinating with each other as indicated in their respective contract documents.
See Sources Sought W912HV-25-Z-0008 regarding Construction of the Hangar itself for your reference.
NOTE: THIS SOURCES SOUGHT IS FOR THE DESIGN-BUILD (D-B) REQUIREMENT TO DESIGN A PAINT BOOTH INTO THE THEATER AIRCRAFT CORROSION CONTROL HANGAR BEFORE THE HANGAR IS BUILT AND TO CONSTRUCT/INSERT THE PAINT BOOTH AFTER THE HANGAR IS BUILT.
1. Name of your company:
Address:
Phone Number:
e-Mail Address:
Point of Contact (POC) Name:
SAM Unique Entity ID (UEI):
2. Describe your experience constructing or inserting Paint Booths into Aircraft Hangars. Please provide locations, size of the hangar, dates, etc.
3. Please describe your willingness to meet international travel requirements to participate in a site visit. As with all site visits, the U.S. Government cannot reimburse potential offerors for any costs incurred in association with this site visit.
4. Does your company provide your own Design and Engineering services for the design of your paint booth? If not, do you foresee any issues obtaining an A/E firm as a sub-contractor or a JV partner?
5. Do you foresee any issues working/coordinating with a Construction Contractor responsible for the construction of the primary facility who is under a separate contract? What coordination efforts will be required for you to construct your paint booth while the construction contractor may also be actively working in the same area?
6. What would be the appropriate performance period for construction/insertion of the Paint Booth once the other contractor completes their portion of the hangar construction?
7. USG anticipates 3 phases within the contract with the Paint Booth Manufacturer:
a) Design (you will be required to identify and provide the building elements that must be installed by the construction contractor to accommodate your booth to the USG for incorporation into the ACCH DBB solicitation)
b) Oversight of Aircraft Hangar construction in accordance with the contract (Specifics are to be determined. The intent is for the Paint Booth Manufacturer to be minimally involved in construction of the Hangar to ensure the Paint Booth will be constructed/inserted successfully once the hangar is built by another Contractor.)
c) Construction/Insertion of the Paint Booth.
Do you foresee any issues with this proposed phasing?
8. USG understands that the Paint Booth Manufacturer will need to price their product multiple years in advance. What suggestions do you have to assist you with providing a reasonable price during Solicitation?
a) If Economic Price Adjustment clause would be beneficial for your company, do you have suggestions on how to set it up (ex. Index, current catalog price, etc)
b) If your company prefers not to utilize EPA clause, please provide your reasoning.
c) Will your company participate if EPA clause is not included in the Solicitation?
9. The Specifications and Drawings have not gone through appropriate changes yet. If USG decides to proceed with 2 contracts, Specifications and Drawings will be updated to provide specific parameters the Paint Booth Manufacturer must meet to not cause major redesigns to the hangar itself.
Based on current Specifications and Drawings provided, do you have any suggestions on what changes the Paint Booth Manufacturer is expecting to see? This is just in general terms. USG doesn’t expect you to do a complete analysis.
10. Please identify any additional concerns or issues that need to be considered by executing the project in this manner and provide any suggestions to make this a successful project.
Thank you for your support!
