About this file

This document is a Pre-Proposal Conference presentation for a federal government solicitation issued by the U.S. Army Corps of Engineers Japan Engineering District. The solicitation is for a Firm-Fixed-Price Design-Build construction contract to design, demolish, and renovate five two-story concrete family housing buildings at Marine Corps Air Station Iwakuni in Japan. The work includes whole house revitalization of 20 units. The solicitation will use a two-phase design-build selection process. Phase 1 proposals are due June 11, 2024, and will be evaluated on past performance and the offeror's technical approach for the proposed Designer of Record. A limited number of offerors will be selected to participate in Phase 2, which will include a technical approach factor for the phasing plan and price. The magnitude of the proposed project is estimated between ¥2.5 billion and ¥10 billion. Only local Japanese sources physically located and authorized to perform construction work in Japan will be considered.

Award on the basis of initial proposals for each phase, without conducting discussions, clarifications or any contact with the offerors. However, the Government reserves the right to discuss aspects of proposals with

Offerors in the competitive range, if one is determined to be necessary during any phase, upon completion of the evaluations.

❑ Therefore, proposals should be submitted initially on the most favorable terms from a price (Phase Two) and technical standpoint (Phase One and Two). Offerors shall not assume that they will be contacted or afforded an opportunity to clarify, discuss or revise their proposal.

Neutral Confidence

❑ FACTOR 1 – Past Performance (Continued)

❑ In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR

15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have “Unknown” or “Neutral” past performance.

❑ With respect to relevancy, past performance of greater relevancy will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.

❑ FACTOR 1 – Past Performance (Continued)

❑ Offerors who are able to demonstrate a “substantial confidence” or “satisfactory confidence” rating may be perceived as offering a greater value to the Government than an offer with an “unknown (neutral) confidence rating in a best-value tradeoff, as a measure of the likelihood that their past performance is an indicator of future performance.

❑ FACTOR 2 – DESIGNER OF RECORD – TECHNICAL APPROACH

The Government will evaluate how well the offeror demonstrates that the proposed DOR has committed to perform as the DOR on this project. The Government will evaluate how well the organizational chart presents a logical, viable approach to communication and coordination between the Prime and proposed DOR and

Government.
