W912HV24R0003, RFI Tracker, As of 29 January 2024

RFI#: Date of RFI: Question: Date of Government Response:

Government Response:

1. 12/9/2023 For the ADD Accredited Professional, there is no professional certification for Guiding Principles.

Please confirm that a LEED Certified professional can also serve to meet the certification requirements for Guiding Principles. Typically a LEED professional would utilize the GBCI third party assessment process to obtain certification for compliance for sustainable federal buildings under Guiding Principles.

01/29/2024 Professional Qualifications for SDD Accredited Professional will be revised to the following: At least one active certification of the following:

Leadership in Energy and Environmental Design (LEED) Accredited Professional (with, or without specialty) or Guiding Principles Compliance Professional (GPCP). In addition, qualified means experience delivering projects under each of the following three (3) rating systems: US Green Building Council (USGBC) LEED, Green Business Certification Inc. (GBCI) Guiding Principles Assessment, and Green Building Initiative (GBI) Guiding Principles Compliance. Experience with all three (3) rating systems can be demonstrated in any combination amongst the maximum two (2) individuals presented for this discipline.

2. 12/13/2023 Will POJ allow a company to compete as both a prime on one team and a subcontractor on separate team without discrimination?

01/29/2024 Yes, a company can both submit a proposal as a prime contractor and be a subcontractor for a different offeror and their proposal without discrimination.

3. 12/13/2023 Will projects and personnel presented by a main subcontractor be graded the same as those presented from the Prime firm?

01/29/2024 Direct involvement of the prime firm on past projects may be rated more favorably than direct involvement from a subcontractor.

Additionally, demonstration of prior working relationships between the prime firm and subcontractors may be rated more favorably.

4. 12/19/2023 We have found no carriers that have regular, unescorted access into Camp Zama. One local carrier (Sagawa) typically contacts the Contracts Office from the gate to deliver packages. Please confirm whether the courier will be able to contact you or Ms. Lape ahead of time to arrange pickup of our SF 330 package from the front gate. Could you provide an additional list of contacts that the courier could contact in case you or Ms. Lape is not available?

01/29/2024 The Government confirms that the courier will be able to contact either Ms. Lape or Mr.

Michael Morris ahead of time to coordinate the pickup of your SF 330 package from the front gate. An additional contact is Miyako Hayakawa 046-407-3884. The Government cannot be held responsible for delivery failures resulting from the courier’s failure to follow installation protocols. The Government cannot be held responsible for installation restrictions that may prevent delivery.

5. 01/06/2024 Solicitation Evaluation Criterion (f) Volume of DoD Contract Work: Is this data part of the 120-page limit?

01/29/2024 Yes.

6. 01/06/2024 Solicitation Evaluation Criterion (f) Volume of DoD Contract Work: The solicitation requires a listing of all DoD work awarded to the firm in the last 24 months. For some bidders this could be an extremely long list (perhaps hundreds), would the government limit this list to DoD work relevant to the scope of the solicitation?

01/29/2024 Selection Criterion (f) Volume of DoD Contract Awards will be revised to the following: Specify the total volume of all DoD work relevant to the scope of this solicitation awarded to the firm in the last 24 months, to include prime(s), as well as significant subcontractors who are part of the offeror’s team, receiving greater than $500K in contract awards. Include stand-alone or indefinite delivery contract (IDC) task orders issued by DoD agencies within 24 months of NOP closing. Do not include the potential value of an IDC nor options which have not been exercised.

7. 01/09/2024 Are projects where the AE provide DOR services on a Design Build project considered

01/29/2024 No, higher complexity efforts may be rated more favorably. DBB design efforts are considered the most complex and subsequent

W912HV24R0003, Indefinite Delivery Contracts for Multiple Architect-Engineer Services to Support Military Engineering Planning, Design, and Construction Services, Various Locations, Japan, Request for Information (RFI), as of 29 January 2024 equal in evaluation of section F to DBB projects?

efforts are listed in the NOP Selection Criteria Sub-criterion (a)(1) in descending order of complexity.

8. 01/13/2024 Page size. Understand the NOP specifies standard 8.5” x 11” page size only. However, may we submit Section D Organizational Chart on a 11” x 17” page? This should allow for better portrayal of our organization containing several team members and up to 19 categories of key personnel. For the SF330 page limit, perhaps the 11” x 17” page could be counted as two standard 8.5” x 11” pages.

01/29/2024 Yes, an 11” x 17” page is permitted, but will be counted as two standard 8.5” x 11” pages. The NOP will be revised to reflect this.

9. 01/13/2024 CPARS reports. Please confirm that submissions do not need to include copies of CPARS reports for Section F projects. PAST PERFORMANCE states, “Past performance evaluations will be retrieved through the Government’s Contractor Performance Assessment Reporting System (CPARS) … Performance evaluations may be queried for all firms including subcontractors.” However, SUBMISSION REQUIREMENTS states, “CPARS reports and PPQs will not count toward the page limit”, which appears to imply CPARS reports should be included.

01/29/2024 Past performance information is to be provided by offerors. SF330 requirements for criterion

(c) states “Provide relevant past performance information under SF330, Part I, Section H”.

NOP will be revised to state “Past performance evaluations may be retrieved through the Government’s Contractor Performance Assessment Reporting System (CPARS)”.

10. 01/13/2024 SDD Accredited Professional. In lieu of a named key personnel who is a CASBEE AP, will it be permitted to access CASBEE assessments/consultation through a specialized technical subcontract when the services are called for in a task order SOW?

01/29/2024 Professional Qualifications for SDD Accredited Professional will be revised to the following: At least one active certification of the following:

Leadership in Energy and Environmental Design (LEED) Accredited Professional (with, or without specialty) or Guiding Principles Compliance Professional (GPCP). In addition, qualified means experience delivering projects

W912HV24R0003, Indefinite Delivery Contracts for Multiple Architect-Engineer Services to Support Military Engineering Planning, Design, and Construction Services, Various Locations, Japan, Request for Information (RFI), as of 29 January 2024 under each of the following three (3) rating systems: US Green Building Council (USGBC) LEED, Green Business Certification Inc. (GBCI) Guiding Principles Assessment, and Green Building Initiative (GBI) Guiding Principles Compliance. Experience with all three (3) rating systems can be demonstrated in any combination amongst the maximum two (2) individuals presented for this discipline.

CASBEE AP is no longer a SDD Accredited Professional requirement.

11. 01/13/2024 Would USACE JED consider an electronic submission via PIEE or DoD SAFE site?

01/29/2024 The Government has considered all alternatives and has determined the submittal approach to be the best for the Government. Please submit as stated in the NOP.

12. 01/13/2024 Re: Criterion (f) - Volume of DoD Contract Awards, are we only to provide a list of contract awards greater than $500k by significant subcontractors who were part of contracts listed for the prime offeror’s team?

01/29/2024 Selection Criterion (f) Volume of DoD Contract Awards will be revised to the following: Specify the total volume of all DoD work relevant to the scope of this solicitation awarded to the firm in the last 24 months, to include prime(s), as well as significant subcontractors who are part of the offeror’s team, receiving greater than $500K in contract awards. Include stand-alone or indefinite delivery contract (IDC) task orders issued by DoD agencies within 24 months of NOP closing. Do not include the potential value of an IDC nor options which have not been exercised.

13. 01/13/2024 Re: Criterion (f) - Volume of DoD Contract Awards, will firms score more points who have had more DoD contract work in the last 24 months?

01/29/2024 For Criterion (f), less DoD contract work will be considered favorable. The Government’s objective is equitable distribution of DoD work among qualified firms.

W912HV24R0003, Indefinite Delivery Contracts for Multiple Architect-Engineer Services to Support Military Engineering Planning, Design, and Construction Services, Various Locations, Japan, Request for Information (RFI), as of 29 January 2024

14. 01/13/2024 Is it permitted to submit the Section D Organizational Chart on an 11”x17” page? If so, will the 11”x17” page be counted as 1 or 2 pages towards the 120-page maximum page count?

01/29/2024 Yes, an 11” x 17” page is permitted, but will be counted as two standard 8.5” x 11” pages. The NOP will be revised to reflect this.

15. 01/15/2024 Does “DB Request for Proposal” under Sub-criterion A1 means 100% Plans and Specifications under the Design Build delivery method or development of a Design Build Request for Proposal to be used by the Government for further DB contract acquisition?

01/29/2024 “DB Request for Proposal” means Design Build Request for Proposal to be used by the Government for further DB contract acquisition.

16. 01/15/2024 Submission Requirements for (a) Specialized Experience and Technical Competence states "The offeror may include additional example projects in SF330 Part I, Section H – but the information shall be limited to the project title, location, completion date, project owner, and project summary." Please confirm that is it also allowable to include a project picture for additional example projects provided in Section H.

01/29/2024 Yes, a project picture is allowable.

17. 01/16/2024 On page 6 of the Notice of Procurement (NOP), criterion (c) states “Provide relevant past performance information under SF330, Part I, Section H.” Historically, we have shown all CPARS as a Tabbed Appendix after Part II. Will a Tabbed Appendix be acceptable? If so, would you like for it to be included after Sections H & I, before Part II?

01/29/2024 CPARS reports are to be shown at the end of Section H on unnumbered pages. The NOP will be revised to reflect this.

18. 01/16/2024 If the government wishes for the CPARS to be included in Section H, are those CPARS reports to be shown at the end of Section H on unnumbered

01/29/2024 Yes. The NOP will be revised to reflect this.

W912HV24R0003, Indefinite Delivery Contracts for Multiple Architect-Engineer Services to Support Military Engineering Planning, Design, and Construction Services, Various Locations, Japan, Request for Information (RFI), as of 29 January 2024 pages since the NOP states CPARS will not count toward the page limit?

19. 01/16/2024 Please clarify if the SAM registration card is a requirement for ALL consultants or just the JV submitting.

01/29/2024 SAM registration is required by the Prime Contractor and if a Joint Venture, the Joint Venture must be registered and active in SAM per the NOP page 1.

20. 01/16/2024 Will a printout of the entity’s SAM record satisfy the SAM Registration Card requirement? See attached.

01/29/2024 Yes, please provide the SAM Active Registration Card from SAM.gov.

21. 01/16/2024 General: Will all questions and responses be made available to all interested parties?

01/29/2024 Yes.

22. 01/16/2024 (b) PROFESSIONAL QUALIFICATIONS: Are respondents permitted to include Section E resumes for disciplines other than what are listed in the Solicitation (i.e. Program Manager)?

01/29/2024 Additional resumes other than the key personnel listed in the NOP can be included.

However, these resumes will count toward the 120-page limit and may not be considered for evaluation.

23. 01/16/2024 SUBMISSION REQUIREMENTS. Do the following sections count toward the page limit: Cover, Cover Letter, Table of Contents, Acronyms?

01/29/2024 No, the NOP will be revised to reflect this.

24. 01/16/2024 SUBMISSION REQUIREMENTS. Are respondents permitted to utilize 11"x17" pages for Organization Chart, tables, and other graphics?

01/29/2024 Yes, an 11” x 17” page is permitted, but will be counted as two standard 8.5” x 11” pages. The NOP will be revised to reflect this.

25. 01/16/2024 SUBMISSION REQUIREMENTS. Given the lengthy process of registering a Joint Venture in the U.S.

Government System for Award Management (SAM), please confirm that Joint Ventures are not required to be registered prior to proposal submission. Our understanding is that the JV registration is required prior to contract award. If our understanding is correct, are JV respondents permitted or required to provide individual firm registrations as part of their proposal submittal?
