HAZMAT Inspection Report i W912HV-20-P-0003
Army MUNS, KAB, Okinawa Japan ESC 7165
EXECUTIVE SUMMARY
Environmental Science Corporation (ESC) was tasked to provide a hazardous material inspection for 71 existing structures at Munitions Squadron (MUNS), Kadena Air Base, Okinawa, Japan. A review of existing documentation for previously identified hazardous materials was conducted, followed by visual inspection for suspect hazardous materials at the Site. For materials suspected as possible asbestos containing materials (ACM) and lead-based paint (LBP), bulk sampling was conducted from 25 February to 2 April 2020 for subsequent analysis at a qualified analytical laboratory.
The following tasks were conducted as part of the Hazardous Materials Survey:
• Field-verify any ACM identified in existing reports.
• Conduct a hazardous materials survey, including additional sampling and analysis of suspect ACM and paint for lead content.
• Visual survey to identify hazardous materials that may be disturbed during demolition or renovation, such as polychlorinated biphenyl (PCB) light ballasts, lighting (may contain
PCBs, di(2‐ethylhexly)phthalate (DEHPs), mercury vapors), hot water heaters, oil furnaces, water tanks, transformers, and air compressors (may contain PCBs, DEHPs, mercury, oils and heavy metals, asbestos), fire alarm/control equipment (may contain heavy metals, low‐level radioactive materials), mercury thermostats (may contain mercury), and cooling equipment (may contain ozone‐depleting substances, oils, heavy metals, PCBs, and DEHPs), and/or previously unidentified ACM or LBP.
ACM Summary:
Materials assumed, reported, or confirmed to be ACM were identified during this survey at the
MUNS area both from previous investigation data and during this survey. Therefore, further action will be required if the ACM is disturbed or removed as part of building renovation or demolition. Should any building materials be encountered which are suspected to contain asbestos and which were not sampled during this or previous surveys, the material must be assumed to be ACM, and handled appropriately, unless determined otherwise by a certified asbestos building inspector. Any identified or presumed ACM shall be appropriately removed and disposed of in accordance with all applicable laws and regulations and in compliance with project specifications.
The following additional observations were made during this supplementary hazardous materials survey for ACM materials:
• Per the Japan Environmental Governing Standards (JEGS), any polarized light microscopy (PLM) sample result of “trace” is assumed to be > 0.1% asbestos and therefore ACM. Samples with a result of “trace” will be re-analyzed using the 1000-point count method, which has an analytical sensitivity exceeding the 0.1% JEGS regulatory
HAZMAT Inspection Report ii W912HV-20-P-0003 level for asbestos content. For any “trace” sample re-analyzed using 1000-point counting and found to contain less than 0.1% asbestos, the associated homogenous area is considered non-ACM, as long as all other samples of that homogenous area are also less than 0.1% asbestos.
• The highest analytical result from all samples representative of each homogeneous area are used to recommend management of that material as a whole.
• When removing any part of a multi-layered flooring system (multiple mastic, resilient tile, sheeting components, etc.) which contains one or more layers of ACM, all flooring layers associated with that room or system will need to be removed and disposed of as
ACM unless the Contractor can provide evidence that the ACM and non-ACM layer components can be separated without disturbance or agitation to the ACM positive flooring component.
• Although not observed at the site during this survey, transite piping, used for older underground sewer and storm drain pipelines, shall be presumed ACM if encountered, unless verified non-ACM by a certified asbestos building inspector.
LBP Summary:
The US Environmental Protection Agency (EPA) and JEGS define LBP as paint that contains equal to or greater than 0.5 percent lead by weight. Lead-containing paint (LCP) is paint containing detectable concentrations of lead, but not at sufficient concentration to be classified as
LBP. Out of three hundred sixty-four (364) total paint chip samples collected for this survey, one hundred and seventy-seven (177) paint samples at the MUNS site had detectable concentrations of lead (LCP). Of those, one hundred and sixty-eight (168) of the paint samples were determined to be LBP.
PCB Summary:
Due to the history of changing standards and differences between US and Japan definitions regarding PCB content, PCBs are assumed to exist in any light ballast even if they contain a “NO
PCB” label by a US manufacturer or they are Japanese manufactured before 2004. Lighting ballasts require additional screening and coordination. All ballasts need to be separated based on country of origin and turned into the 718 CES/CEIE Environmental Department. Final processing and disposal is to be completed by DLA Disposition Services. PCB items cannot be disposed directly at an off-base facility.
In addition, all electrical transformers and associated cables shall be treated as PCB-containing materials until proven otherwise through an accepted testing program or adequate material data can be provided. Regardless, all transformers, whether PCB or non-PCB items, shall be turned into the Kadena Electric Shop at Building 1465 by the Contractor. The Contractor shall contact the Kadena PCB Manager at 718 CES/CEIE at DSN (315) 634-5427 for coordination.
HAZMAT Inspection Report iii W912HV-20-P-0003
Mercury Summary:
Florescent and HID light bulbs should be assumed to contain mercury unless proven otherwise, and should be removed, handled, and disposed in accordance with applicable local disposal laws and regulations.
Other potential mercury containing building materials were not observed in the buildings inspected at the site but could be present in electric switches and thermostats. Any equipment found to contain mercury should be removed, handled, and disposed in compliance with the
JEGS and local governing regulations.
Radioactive Materials / Nickel-Cadmium Batteries:
Smoke detectors and exit signs at the site should be properly inspected, handled, and disposed of, to avoid damage and potential release of radioactive materials. These materials must be disposed of in accordance with applicable local disposal laws and regulations.

HAZMAT Inspection Report 1 W912HV-20-P-0003
1.0 INTRODUCTION
Environmental Science Corporation (ESC) was tasked to provide a hazardous material inspection for the 71 existing structures at MUNS, Kadena Air Base, Okinawa, Japan in support of an upcoming renovation project.
• Field-verify the ACM identified in existing reports.
• Conduct a hazardous materials survey, including additional sampling and analysis of suspect
ACM and paint for lead content.
• Conduct a visual survey to identify hazardous materials that may be disturbed during demolition, such as polychlorinated biphenyl (PCB) light ballasts, lighting (may contain
PCBs, di(2‐ethylhexly)phthalate (DEHPs), mercury vapors), hot water heaters, oil furnaces, water tanks, transformers, and air compressors (may contain PCBs, DEHPs, mercury, oils and heavy metals, asbestos), fire alarm/control equipment (may contain heavy metals, low‐level radioactive materials), mercury thermostats (may contain mercury), and cooling equipment (may contain ozone‐depleting substances, oils, heavy metals, PCBs, and
DEHPs), and/or previously unidentified ACM or LBP.
2.0 SITE OVERVIEW
The objective of the inspection was to verify the location of hazardous materials in the 71 structures and periphery structures or facilities planned for future renovation or demolition at the site. Samples were primarily collected from the following areas throughout the site area at MUNS:

3.0 REVIEW OF PREVIOUS REPORTS
ESC reviewed the previous asbestos sampling data for the MUNS provided by the US Army Corps of Engineers, Japan District in January 2020. This existing data is attached as Appendix H of this report.
A consolidated summary of all ACM identified, including materials identified as ACM in this survey and from previous sample reports, are included in Appendix B.
The Contractor shall be responsible for obtaining the full copies of all historical reports from the
Contracting Officer for use as reference prior to abatement or demolition work.
4.0 ASBESTOS SURVEY
This asbestos survey and report were conducted in accordance with United States (US)
Environmental Protection Agency (EPA) guidance 40 Code of Federal Regulations (CFR) Part 763 and in accordance with the United States Forces Japan (USFJ) Japan Environmental Governing
Standards (JEGS) (USFJ, 2018). Under the JEGS, ACM is defined as any material containing equal or greater than 0.1 percent asbestos by weight (this is more stringent criteria than observed in most of the United States).
This survey was conducted in anticipation of renovation or demolition of the Kadena Air base
MUNS site, which will comply with the EPA’s National Emission Standard for Asbestos
(NESHAP), contained in 40 CFR Chapter 61, Subpart M. NESHAP requires identification of ACM prior to demolition of structures. The survey was conducted on various buildings (units), a total of
71 buildings (units). To the maximum extent possible, sampling was conducted to minimize damage to the building and sample locations were patched to minimize health hazards to inspectors and building occupants.
The quantification of asbestos via Polarized Light Microscopy (PLM) was performed using EPA
Method for the Determination of Asbestos in Bulk Building Materials (EPA, 1993).
4.1 SUSPECT ASBESTOS-CONTAINING MATERIAL
Suspect ACM is any material that is suspected of being asbestos-containing (based on appearance, usage, age of building, etc.) but has not been proven conclusively to be ACM (based on sampling, and analysis, documentation, building record, etc.). Homogeneous areas of suspect ACM were identified and samples were collected from each homogeneous area, in accordance with regulatory guidance and the professional judgment of a qualified EPA Model Accreditation Program (MAP) building inspector. For bulk sampling purposes, a homogeneous area is defined as an area that appears by composition, texture, and other characteristics to be uniform and applied during the same general time period.
The sample locations are shown in the figures included in Appendix A. Site and sample photographs are presented in the report photographs section in Appendix G. Sampling forms, HAZMAT Inspection Report 4 W912HV-20-P-0003 chains-of-custody (COCs), and PLM analytical reports for asbestos samples are included in
Appendix C. Samples were collected randomly from within the homogeneous area and delivered to
SGS Forensic Laboratories, Carson, CA under COC, for analysis by PLM.
The homogenous areas (HAs) for this project are listed below in Table 1. Table 1 summarizes all homogenous areas found within the buildings surveyed, including both non-ACM and ACM areas.
Appendix B summarizes the quantity, location, type, condition, and properties associated with the homogeneous areas of suspect ACM identified and sampled during the survey. Analytical results greater than or equal to the JEGS regulatory limit of 0.1% and corresponding homogeneous material descriptions are highlighted in red.
Refer to Appendix B for location, quantities, descriptions, and analytical results for all HAs. The
HA Number, listed in the first column of both Table 1 and Appendix B, can be used to cross reference the HA throughout this report.
Each building was sampled separately, and ACM is quantified separately for each building. No assumptions are made across multiple buildings. ACM homogenous areas (HA) and quantities in one building are not assumed to apply in other buildings. However, since HA materials appear similar for several buildings throughout the MUNS area (same color, texture, and appearance), the same HA numbers and descriptions are used in Table 1 to describe all materials tested in the MUNS area site.

4.2 ASBESTOS SAMPLING METHODS/ANALYSIS
The JEGS defines ACM as a material that contains equal to or greater than 0.1% asbestos by weight
(USFJ, 2018). The laboratory analyzed all bulk samples for asbestos content via PLM in accordance with the EPA Method for the Determination of Asbestos in Bulk Building Materials
(EPA, 1993). The PLM method has a limit of quantification of 1.0% asbestos, above the JEGS regulatory limit of 0.1%. However, the PLM method limit of detection is less than 0.1%. PLM can detect asbestos below 1.0% and the JEGS limit of 0.1% but cannot quantify the exact concentration.
A PLM result of ‘trace’ indicates that asbestos was detected in the sample at a concentration below
1.0%, however the concentration cannot be quantified. Per the JEGS, all ‘trace’ results must be assumed to be greater than 0.1%, and thus ACM, unless the sample is re-analyzed by a method with a limit of quantification less than 0.1%, such as 1000-point counting.
HAZMAT Inspection Report 7 W912HV-20-P-0003
4.3 ASBESTOS-CONTAINING BUILDING MATERIAL
Appendix F lists all ACM identified within the investigated MUNS buildings. Identified ACM includes materials identified during this survey (HA indicated in red in Appendix B) and ACM identified from previous reports provided by JED.
The figures included in Appendix A summarize the sample result, sample locations, and the type and concentration of asbestos, where present. Where the asbestos bulk sample of the homogeneous material consisted of two or more distinct layers, the layer comprising the highest asbestos percentage is presented Appendix A and Appendix B.
The highest asbestos concentration analytical result among all representative samples for a given
HA is used to develop management recommendations for that material as a whole. For example, if
7 samples are analyzed from a HA of surfacing material, with 6 results of ‘none detected (ND)’ and one result of ‘2% chrysotile asbestos’, that material is considered ACM and must be handled as such. If all samples from a HA have results of “None Detected (ND)” by PLM or are less than 0.1% asbestos by 1000-point counting method, then that material is considered non-ACM.
The Roof Vent area was not readily accessible on all structures, therefore, if the Contractor encounters a black mastic material during the disturbance of the roof vent stack for these structures, the mastic shall be considered ACM unless otherwise sampled and tested. This is due to the results from the majority of sampled mastic at similar locations on other structures.
HAZMAT Inspection Report 8 W912HV-20-P-0003
5.0 LEAD-BASED PAINT
This LBP survey and report were conducted in accordance with EPA guidance (40 CFR Part 745) and JEGS (USFJ, 2018). LBP is defined as paint or other surface coatings that contain lead equal to or in excess of one milligram per square centimeter or more than 0.5 percent by weight. Lead-containing paint (LCP) is defined as paint or other surface coating that contain detectable amounts of lead, but at concentrations less than 0.5 percent by weight.
5.1 SUSPECT LEAD-BASED PAINT
Prior to sample collection, painted surfaces were categorized into distinct areas of homogeneity, substrate material, building material, distinct paint type, and apparent time of paint application.
Sample locations are shown in Appendix A. Appendix D summarizes suspect LBP sampled during this field investigation.
Paint samples confirmed to be LBP at the MUNS site are shown in Appendix D in red text. LCP paint samples are shown in blue. Paints with no detectable amounts of lead are shown in black.
5.2 LEAD-BASED PAINT SAMPLING METHODS/ANALYSIS
Paint chip samples were collected in accordance with ASTM E1729-05, Standard Practice for
Field Collection of Dried Paint Samples for Subsequent Lead Determination (ASTM, 2005). The samples were delivered to SGS Laboratories, Carson, CA under chain of custody for analysis by
EPA Method 3050B/Method No. 7420, Atomic Absorption Spectroscopy (EPA, 1996). Laboratory reports are included in Appendix E, and sample locations are shown in Appendix A.
5.2.1 Lead-Containing Paint
Lead-containing paint is paint containing detectable concentrations of lead, but not at sufficient concentration to be classified as LBP. EPA and JEGS define lead-based paint as paint that contains more than 0.5 percent lead by weight (40 CFR Part 745; USFJ, 2012). Based on the supplemental survey paint chip sample results, one hundred and seventy-seven (177) paint samples were identified at MUNS site had detectable concentrations of lead (LCP). One hundred and sixty-eight
(168) of the paint samples were determined to be lead-based paint out of a total three hundred and sixty-four (364) samples taken during the survey (Appendix D).
5.2.2 LBP Paint as a GOJ Specially-Controlled Industrial Waste
It should be noted that GOJ regulatory limit for lead as a specially-controlled industrial waste is 0.3 milligrams per liter (mg/L) for waste sludge, acid, and alkali, as determined by toxicity characteristic leaching procedure (TCLP) laboratory analysis. Although TCLP testing was not part of the scope of this survey, it is recommended that TCLP analysis be performed on LCP-positive materials (particularly for those materials of high surface area) to determine whether the paint in question should be classified as a specially controlled industrial waste for disposal purposes.
HAZMAT Inspection Report 9 W912HV-20-P-0003
6.0 VISUAL INSPECTION FOR OTHER HAZARDOUS MATERIALS
The buildings (units) in the MUNS area were visually inspected for hazardous materials that may be disturbed during demolition, such as polychlorinated biphenyl (PCB) light ballasts, lighting (may contain PCBs, di(2‐ethylhexly)phthalate (DEHPs), mercury vapors), hot water heaters, oil furnaces, water tanks, transformers, and air compressors (may contain PCBs, DEHPs, mercury, oils and heavy metals, asbestos), fire alarm/control equipment (may contain heavy metals, low‐level radioactive materials), mercury thermostats (may contain mercury), and cooling equipment (may contain ozone‐depleting substances, oils, heavy metals, PCBs, and DEHPs).
None of the above hazardous materials were found on site. However, the presence of PCB-containing lighting ballasts, PCB, DEHP, or mercury vapor-containing lighting, heavy metal-containing fire alarm/control equipment, and similar equipment cannot always be readily identified by visual inspection and the presence of these materials cannot be excluded from the surveyed buildings.
The construction Contractor shall follow the project specifications for removal, handling, and disposal of potential hazardous materials. If any previously unidentified hazardous materials are discovered, the construction Contractor shall notify the Contracting Officer (CO) for further direction.
6.1 PCBS IN LIGHT BALLASTS
ESC visually inspected the light fixtures in offices, mechanical rooms, storage rooms, etc. for the presence of PCBs. Table 2 below summarizes the total estimated/average number of Light Fixtures and Ballasts present by building type.

6.2 POLYCHLORINATED BIPHENYLS
Polychlorinated Biphenyls (PCBs) are synthetic chemicals manufactured for use in various industrial and commercial applications – including oil in electrical and hydraulic equipment, and plasticizers in paints, plastics and rubber products – because of their non-flammability, chemical stability, high boiling point, and electrical insulation properties. Until the late 1970s, PCBs were commonly used as insulators in electrical equipment because they have high tolerance to heat, do not burn easily, and are non-explosive. In 1979, the EPA banned the manufacture and sales of
PCBs.
A list of Electrical Transformers found in the MUNS survey area are listed below in Table 3.

Electrical transformers at the site may have possible PCB label affixed, though this does not confirm the presence or absence of PCBs. Non-PCB labels do not prove the absence of PCB levels in accordance with local Japanese and/or JEGS regulations. The Japanese regulatory level for PCBs in oil was lowered to 0.5ppm in 2001 (JEGS also currently states a regulatory level of 0.5ppm). As a result of this change in regulation, equipment evaluated as PCB free in accordance with US manufacturer stickers may contain PCBs above current Japanese regulatory limits.
PCB related wastes require additional processing and disposal through the Defense Logistics
Agency (DLA) Disposition Services via the Kadena Air Base 718 CES/CEIE Environmental
Department and shall not be disposed directly by the Contractor to an off-base facility. The
Contractor shall contact the Kadena PCB Manager at 718 CES/CEIE at DSN (315) 634-5427 for coordination for turn-in of all ballasts (both PCB and non-PCB types).
HAZMAT Inspection Report 14 W912HV-20-P-0003
6.3 PCB OILS IN TRANSFORMERS
Most transformers were observed to have possible PCB contamination label affixed, though this does not confirm PCB contamination. As a result of this change in regulation, equipment evaluated as PCB free in accordance with US manufacturer stickers may contain PCBs under current Japanese regulations. Unlike other hazardous wastes, PCB related wastes require additional processing and disposal through the DLA
Disposition Services via 718 CES/CEIE and cannot be disposed directly by the Contractor to an off-base facility.
6.4 MERCURY
Mercury is a naturally occurring element that is present throughout the environment in very small concentrations. Mercury is hazardous and requires special handling. In buildings, mercury is commonly found in thermometers, barometers, switches, thermostats, and fluorescent light bulbs.
HAZMAT Inspection Report 15 W912HV-20-P-0003
6.5 GENERAL CONCLUSIONS AND RECOMMENDATIONS
Asbestos Containing Materials
Materials assumed, reported, or confirmed to be ACM were found at the MUNS area during this survey. Therefore, further action with respect to asbestos will be required if ACM is disturbed or removed as part of renovation or demolition of the buildings. Any building materials encountered during renovation or demolition which are suspected to contain asbestos and which were not accessible or evaluated in this survey must be assumed to contain asbestos, and handled as ACM, unless determined otherwise by a MAP-certified Asbestos Building Inspector. Any identified or presumed asbestos containing material shall be appropriately removed and disposed of in accordance with all applicable laws and regulations and in compliance with project specifications.
The following additional observations were made during this hazardous materials survey for ACM materials:
• The highest asbestos concentration analytical result from all representative samples from a
HA is used to recommend management of that material as a whole. For example, if 7 samples are analyzed from a HA of surfacing material, with 6 results of ‘none detected
(ND)’ and one result of ‘2% chrysotile asbestos’, that material is considered ACM and must be handled as such. If all samples from a HA have results of “None Detected (ND)” by
PLM or are less than 0.1% asbestos by 1000-point counting method, then that material is considered non-ACM.
• When removing any part of a multi-layered flooring system (multiple mastic, resilient tile, sheeting components, etc.) which contains one or more layers of ACM, all flooring layers associated with that room or system must be removed and disposed of as ACM unless the
Contractor can provide evidence that the ACM and non-ACM layer components can be separated without disturbance or agitation to the ACM positive flooring component.
• Although not observed at the site during this survey, transite piping, used for old underground sewer and storm drain pipelines, must be presumed ACM if encountered, unless verified as non-ACM by a certified asbestos building inspector.
Lead Containing Paint
LCP and LBP is present on and in the buildings (units) in the MUNS area. The condition of the paint ranged from minimally damaged to good. Worker and environmental protection precautions, including but not limited to proper training, engineering controls, and monitoring, is required if any lead-containing paint will be disturbed. Should any lead-based paint be found to be peeling or in otherwise poor condition, it should be properly removed. Surrounding areas, including exposed soil, must be protected during any activities that disturb paint with lead.
It is additionally recommended that materials identified with LCP or LBP coating be further tested in context of local hazardous waste regulation to evaluate disposal options for the painted building material off-installation. Specially-controlled waste criteria for lead concentration in demolition materials for disposal in Japan is 0.3 mg/L, tested by TCLP. If a material contains more than 0.3 mg/L of lead content, it must undergo stricter handling and disposal requirements in accordance
HAZMAT Inspection Report 16 W912HV-20-P-0003 with the Japan Waste Management and Public Cleansing Law (GOJ, 1970, updated 2001).
Although TCLP testing was not part of the scope of this survey, it is recommended that TCLP analysis be performed on lead-positive materials to determine whether the paint in question can be disqualified as a specially-controlled industrial waste for disposal.
PCBs
PCBs are assumed to exist in any light ballast even those that contain a “NO PCB” label by a US manufacturer or is not Japanese ballast manufactured after 2004. PCB containing ballasts require additional coordination, processing and disposal through DLA Disposition Services and cannot be disposed directly at an off-base facility. Typically, all project ballasts need to be separated based on country of origin and turned into the 718 CES/CEIE Environmental Department.
In addition, all electrical transformers and associated cables shall be treated as PCB-containing materials until proven otherwise through an accepted testing program or adequate material data can be provided. Regardless, all transformers, whether PCB or non-PCB items, shall be turned into the
Kadena Electric Shop at Building 1465 by the Contractor. The Contractor shall contact the Kadena
PCB Manager at 718 CES/CEIE at DSN (315) 634-5427 for coordination for turn-in of transformers to Kadena Base Electrical at least 2 weeks prior to turn over.
Mercury
Florescent and HID light bulbs should be assumed to contain mercury unless proven otherwise, and should be removed, handled, and disposed in accordance with applicable local disposal laws and regulations.
Other potential mercury containing building materials were not observed in the buildings inspected at the Site, but could be present in electric switches and thermostats. Any equipment found to contain mercury should be removed, handled, and disposed in compliance with governing regulations.
Radioactive Materials / Nickel-Cadmium Batteries
Smoke detectors and exit signs at the Site should be properly inspected, handled, and disposed of, to avoid damage and potential release of radioactive materials.
HAZMAT Inspection Report 17 W912HV-20-P-0003
7.0 LIMITATIONS
This supplemental survey was conducted to identify potentially hazardous building materials, in accordance with the contractual scope of work. No attempt was made to identify whether materials in or around the buildings that were not part of, nor affixed to, the building structure included potentially hazardous materials. any potentially hazardous substance present onsite that were not building materials, if any, were not evaluated, and should be properly disposed of in accordance with applicable regulations.
Since the buildings are currently in use, destructive sampling that may compromise the integrity of structure was not conducted during this survey. This includes, but is not limited to, removing portions of walls to inspect the cavities, sampling inside of ducts, or other equipment, etc.
While ESC made every effort to locate and sample all suspect materials for lead and asbestos, there are limitations inherent to physical inspections, especially for materials located behind walls, under multiple layers of flooring, above ceilings or plenum spaces, or inside of piping or equipment, etc. it is possible that materials may exist in the surveyed buildings that have not been identified or evaluated. Therefore, while ESC has performed this survey in accordance with the standard of care typical to the trade, ESC cannot that no other potentially hazardous materials are present within the buildings or space surveyed. No other warranty, expressed or implied is extended. This report should therefore not be construed as a final statement that all hazardous materials have been identified.
Should any potentially hazardous building materials be encountered which were not accessible or evaluated in this survey, they should be assumed hazardous and not be disturbed prior to evaluated by a licensed and competent inspector.
This survey was conducted to inspect the indicated building(s) or potions thereof, as indicated, for the presence of ACBM and lead in paint. Nothing in this report should be construed as recommending for or against any response or other activities or as endorsing any construction methods, techniques, procedures, or safety methods.
