SECTION 00 22 00

PROPOSAL SUBMISSION REQUIREMENTS

1. General Instructions.

A. It is the offeror’s responsibility to provide information and evidence that clearly demonstrates that it meets the capability requirements of this solicitation. The Government may contact references submitted and may use information contained in its files or from other sources to verify information provided with the offeror’s proposals.

B. The Government will determine which offeror demonstrates the required competence for performing the requirement described herein and offers the lowest priced technically acceptable proposal to the Government.

Offerors are advised the Government intends to make an award on the basis of initial proposals without conducting discussions with the offerors (other than communications conducted for the purpose of clarification).

However, the Government reserves the right to conduct discussions if the Contracting Officer determines it necessary. Therefore, the initial proposal should contain the offeror’s best terms with respect to capability and price.

C. Proposals that fail to comply with the proposal submittal requirements addressed in this section of the solicitation may be deemed unacceptable.

D. Time and Date Due. Both Volume I (Technical Proposal) and Volume II (Price Proposal) are due no later than the time and date specified in Block 13a. of the Standard Form 1442, Solicitation, Offer and Award, for this solicitation. When hand-carrying proposals, offerors are advised that they must process through the base security and should be aware of possible delays.

2. General Format

A. Proposals shall be submitted in two (2) separate envelopes as follows:

I. Volume I, shall contain the Technical Proposal and should be clearly marked Volume I Technical Proposal. In addition, follow instructions in Paragraph (c)(1) of Section 00 21 00, 52.215-1, INSTRUCTIONS TO OFFERORS--COMPETITIVE ACQUISITION.

II. Volume II, shall contain the Price Proposal. It should be clearly marked Volume II, Price Proposal. In addition, follow instructions in Paragraph (c)(1) of Section 00 21 00, 52.215-1, INSTRUCTIONS TO OFFERORS--COMPETITIVE ACQUISITION.

B. Each volume shall be separate and complete in itself so that evaluation of one may be accomplished independently from evaluation of the other. It is recommended that the pages be standard 8-1/2” x 11” or A4 white bond paper using 12 characters per linear inch or equivalent as the minimum size standard for text. Volume I, Technical, shall not contain any reference to cost for this project. The total pages submitted for Volume I, Technical Proposal shall not exceed 45 pages. Any pages over the prescribed limit will not be considered for evaluation.

C. The Government recognizes that offerors go to considerable expense to prepare proposals for this solicitation, so the Government prefers that proposals be practical. Elaborate format, special binders, special reproduction techniques, and the like are not necessary or desired. In short, the proposal shall completely and adequately address the requirements stated in solicitation. Proposal legibility, clarity, coherence, and contents are important.

The technical proposal, Volume I of the Offeror’s proposal shall be bound and shall not exceed 45 single-spaced single sided sheets. Do not include the front and back cover of the technical proposal in the 45 sheet count.

However, all other sheets, including Past Performance Questionnaire, will be included in the count. Since only the first 45 sheets of the offeror’s technical proposal will be evaluated by the Government, it is highly recommended that the offeror number each page of the proposal. Proposal legibility, clarity, coherence, and contents are important.

D. Proposal shall be in English, except for the attached Past Performance Questionnaire (Section 00 22 00, Attachment 2).

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal 問題あり

Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

APPENDIX C

EVALUATION FACTORS FOR AWARD (SECTION 00 22 16)

SECTION 00 22 16

EVALUATION FACTORS FOR AWARD

1. AWARD OF CONTRACT

Award will be made to the lowest price technically acceptable offeror. To be eligible for award, an offeror must be evaluated as “acceptable” for Factors 1 and 2. Price will be evaluated for fairness and reasonableness in accordance with FAR 15.404-1 Proposal Analysis Techniques. The Government intends to evaluate proposals and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions if the contracting officer determines them to be necessary.

2. EVALUATION FACTORS FOR AWARD

The Government will evaluate the following factors.

A. VOLUME I, Technical Proposal

I. FACTOR 1. Past Experience:

a. Past Experience will be evaluated based on Section 00 22 00, Attachment 1 – Past Experience Sheet, submitted in the Offeror’s Technical Proposal.

b. If more than three (3) projects are submitted, only the first three (3) Past Experience Sheets will be evaluated.

c. The minimum requirement for this evaluation factor will be met if the offeror demonstrates experience on at least one construction project which meets all of the below criteria for minimum acceptability:

(i) Value greater than ¥100,000,000.

(ii) Completed within ten (10) years from the date this solicitation was issued.

(iii) Offeror was the prime contractor or was a subcontractor which completed a large percentage (must be 50% or more) of the work.

(iv) Work consisted of construction or repair of a Hydrant Fueling System, or a Petroleum, Oil, and Lubricants (POL) Facility.

d. Past Experience will be rated on an “Acceptable” or “Unacceptable” basis using the ratings and descriptions shown below.

Acceptable – Proposal meets the requirements of the solicitation.

Unacceptable – Proposal does not meet the requirements of the solicitation.

Note: For purposes of evaluating construction experience, the offeror and prime is defined as the contractor identified in Block 14 of SF1442. If a joint venture is identified in Block 14 of the SF 1442, then a signed joint venture agreement must be submitted with the proposal and the joint venture shall be registered as such in the System for Award Management (SAM). The joint venture agreement must set forth the joint venture members.

If the offeror is a joint venture, the minimum acceptability criteria can be met by a project performed by the joint venture (if offeror is the same joint venture that performed prior project) or by a project performed by any joint venture member (of the joint venture offeror).

II. FACTOR 2. Past Performance:

a. Past performance shall be evaluated for each offeror. Evaluation of past performance will be based upon consideration of all relevant facts and circumstances. As a minimum, the offeror shall demonstrate overall satisfactory performance (to include a showing of adequate corrective action on adverse past performance information) on contracts that are of size and complexity similar to the requirements in the subject RFP. Only projects that are of a similar scope and magnitude to the effort and complexities of this solicitation will be considered relevant for past performance.
