It says "Offerors may submit Contract Performance Assessment Report (CPAR) generated from the Past Performance Information Retrieval System (PPIRS) in lieu of Attachment C for any project." ; however, for several projects, we only have CCASS evaluations such as DD2626. We believe that CCASS evaluations are recognized equal to CPAR. Kindly accept CCASS form for this section.
The DD2626 is one of the CPARS generated forms from PPIRS.
2 AM-0001 In Amendment No. 0001, dated April 5, 2016, it indicates “Section 00 10 00 Contract. Line Item Number (CLIN) Schedule, but we cannot find the “CLIN Schedule". How could we handle this?
The proposal schedule (CLIN schedule) will be issued in Phase 2 and will replace this section.
3 Regarding past experience of an entity(prime contractor), would you consider a teaming agreement(not as JV partner) between prime contractor(offeror) and its subcontractor utilizing subcontractors past experiences as the offeror's experience in order to give its subcontractor opportunity to participate in this solicitation?
No, please see Section 00 22 16, para 4.1.1.1.1. notes (a) - (d).
4 In reference to Section 00 22 00 - 6, par 2.3.1.1.1 item d - "The government will not consider prior projects completed by a joint venture prime contractor as construction experience by the prime contractor unless the offeror is the same joint venture entity that performed the work as the prime contractor on the prior project"... If its the entity's first time to be JV with other company, would you consider using past experiences of each JV entity?
Yes, refer to Section 00 22 00, para 2.3.5.1.1 note (a).
5 Section 2.3.1 states “The total pages submitted shall not exceed 100 pages.”
Due to the length of the PPIRS and PPQ forms, and to allow room for all of the required information, please consider excluding Tab 1 Cover Sheet, Tab 2 SF 1442, Tab 3 Section 00 45 00 Representations and Certifications, and Tab 4 Joint Venture Agreement from the page count.
No, please follow AM-0002, Section 00 22 00, para 2.3.1.*
*(AM-0002 revises Section 00 22 00, para 2.3.1 but does not revise the total page count).

2.2. General Requirements: The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet the requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience, and will base its evaluation on the information presented in the Offeror’s proposal.
