2. DESCRIPTION: The contractor shall provide all management, tools, supplies, equipment, and labor necessary to ensure delivery, the operational status, and pick-up on a 1.25 MW Load bank that can operate with the DPGDS (Deployable Power Generation and Distribution System). The DPGDS is a 3.2MW mobile power plant consisting of four synchronized 800kW generators. It produces 4160V Delta, 3-phase, 3wire, and will be connected to the load bank through a PSC (Primary Switching Center) requiring a dead break connection.
3. BACKGROUND: 249th EN BN (PP) is conducting an annual validation exercise that requires a 1.25 MW load bank. The Battalion only has one 2.5 MW load bank available to support this exercise.
4. OBJECTIVES:
a. 249th EN BN requires the procurement, delivery, and installation of listed enclosures.
b. The contractor will provide technical support through the period of performance.
5. SCOPE: The contractor shall:
a. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the 1.25 MW A/C Resistive Load Bank via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:
http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mil
b. Procure all materials as outlined in Paragraph 6: Material Requirements.
c. The contractor is responsible for providing a trailer mounted load bank system with a continuous 1.25 MW load rating and can support the 4160V DPGDS. The load bank will need to be able to hold a continuous load of at least 1.0 MW for 96 hours.
d. The contractor will provide all coordination to ship the equipment from MCBQ (Marine Corps Base Quantico) back to the contractor upon completion of the period of performance.
e. The contractor will provide a SME (subject matter expert) to ensure the load bank is installed correctly into the DPGDS and will be able to handle the expected continuous load of 1.0 MW.
f. During the period of performance, the contractor will be available by phone during load bank operation to help troubleshoot the load bank’s operation. Company will be running 24-hour operations during the period of performance.
g. If the load bank is unable to meet the performance objectives, the contractor will provide a SME and parts to correct the deficiency within 24 hours of notice.
h. Shore power is not available on site. The load bank will have to provide control power through the 4160V connection.
i. The load bank will be established on-site and will be stationary unless operational requirements (i.e. weather) require it to be moved. The contractor will provide assets to move the load bank within the site on a 48-hour notice.
j. Due to training area constraints, the load bank must be removed from the training area at Camp Upshur, MCBQ prior to 1500 on 09DEC26. The contractor can begin disassembly of the load bank on 09DEC 26 at 0800.
