About this file

This is a Questions and Answers document for a federal construction/renovation project. The clarifications address ambiguities in the contract documents and Performance Work Statement (PWS).

Project Scope and Duration: The Period of Performance is 180 days from contract award. Work must be performed during normal business hours (0600 to 1800), Monday through Friday, with no weekends unless approved in advance. The project involves interior renovation including window infill with metal stud framing and gypsum board with RF foil shielding, wall construction, electrical modifications, HVAC adjustments, sprinkler system modifications, and fire alarm system relocations. No windows will be removed; existing window blinds will be removed and windows infilled. Cubicles and furniture will be removed, with no systems furniture whips present. Existing storage systems will be removed without detailed specifications provided.

Technical Requirements and Specifications: RF foil installation between gypsum board layers requires contractor assumptions based on drawings regarding full perimeter coverage versus window infill areas only. Light fixture relocations will be required based on new wall locations, but no new lights, sensor controls, or emergency lighting are needed. HVAC diffusers should not increase in quantity with no ductwork modifications required. Sprinkler system modifications are limited to maximum four relocations without requiring shop drawings. Fire alarm strobs and sensors must be relocated to the ceiling within acoustical ceiling. Access flooring depth is 18 inches with 8 feet clearance from acoustical ceiling to concrete ceiling. Door 120 A/B is specified as a glass panel door. The contractor must build to meet IBC 705 standards for sound batt insulation. Government has additional raised flooring available for relocated walls. Pricing and Submission: Offers must include a detailed pricing breakdown by labor, materials, overhead, and other cost categories, submitted using the CLIN structure specified in the Contract Summary Sheet.

1. Please clarify the required limits and extent of the RF foil installation at the exterior perimeter walls.

The contract documents indicate that the existing exterior windows are to be infilled with metal stud framing and two layers of gypsum board, with RF foil installed between the gypsum board layers.

Please confirm whether the RF foil is intended to be limited to the window infill areas and extended vertically above and below each window opening to the roof deck/structure above and true floor below, or if the intent is to provide a continuous RF foil barrier along the entire exterior perimeter wall.

If RF foil is required along the entire perimeter wall, additional demolition will be required at interior partition walls and other construction that intersect the perimeter wall in order to provide access and maintain continuity of the RF foil system.

Answer: Refer to drawings and make your assumptions.

2. Please clarify if the project duration is 60 days or 120 days.

Answer: 120 days

Please provide details of the required modifications for:

3. HVAC: How many diƯusers to be added / relocated. Will there be any modifications to the existing ductwork?

Answer: The amount of diƯusers should not increase and no adjustments should be required. Contractor should make assumptions.

5. Will the lights have to be sensor controlled ?

Answer: No

6. Will any emergency lights be provided?

Answer: No

7. Will any modifications to the sprinkler system be required? How many new heads, and how many relocations? Are shop drawings with calculations required?

8. FA system - We understand from the site visit discussion that existing FA -strobs and sensors are to be moved to the ceiling within the acoustical ceiling. Please confirm.

Answer: Correct.

Answer: 18 inches

12. What is the height from the acoustical ceiling to the underside of the concrete ceiling?
