About this file

This is a Request for Proposal (RFP) for compilation and analysis of ocean-going, self-propelled deep-draft vessel operating costs (DDVOCs) for the U.S. Army Corps of Engineers Institute for Water Resources.

Scope and Deliverables: The contractor shall compile current data on vessel acquisition, replacement, and operating costs for representative ocean-going, self-propelled deep-draft vessels, including crew wages, provisions, insurance, maintenance, repairs, supplies, bunkerage, and administrative costs. The work addresses nine primary vessel types (tankers, bulk carriers, container ships, general cargo, gaseous tankers, roll-on/roll-off carriers, vehicle carriers, refrigerated cargo vessels, and passenger vessels) with separate treatment of U.S. and foreign registry where appropriate. The contractor must conduct specialized surveys of evolving vessel design classes, compile worldwide and regional bunkerage cost analysis across 30-60 port locations, and develop or update a computerized application to generate, review, and adjust DDVOC estimates. Key deliverables include an initial progress report (Award + 60 days), data collection progress report (Award + 90-110 days), draft DDVOC report and estimates (Award + 180-210 days), final DDVOC report and estimates (Award + 260-320 days), and finalized computerized application with supporting documentation (Award + 350-365 days).

Contract Terms and Requirements: This is a firm fixed-price commercial services contract with a base performance period of one year (365 calendar days) from contract award, with optional task extensions available. The solicitation is set aside for women-owned small businesses (WOSB). Five evaluation factors are used for award in descending order of importance: technical understanding and approach, personnel experience and availability, organizational management, past performance, and price. Contractors must demonstrate expertise in maritime economics, vessel operating costs, transportation economics, maritime logistics, cost analysis, and statistical analysis. The solicitation requires proposals organized in four volumes: technical (75 pages maximum), past performance (25 pages maximum), price, and administrative requirements. Proposals are due by September 22, 2026, at 04:30 PM Eastern Daylight Time, with electronic submission required to W912HQ26RA017.
