The contract has a total performance period of 270 days, with the scope focused on transitioning the CWMS from multiple isolated systems to a unified, cloud-based Oracle RDS instance with an HTTP REST API. The solicitation is issued by the Department of the Army Corps of Engineers National Capitol Region Humphreys Engineer Center Support Activity, targeting commercial services for enhancing the USACE's water resources management technical capabilities.
