Question:
On page 3 of the document “B01.01 CSS - W912HQ23R0006 – Waterborne Foreign Transportation Data dated 2023.07.13.docx” from the SAM posting, under the section “Subfactor 1.1 -Technical Data” wherein the specific capabilities for consideration are listed, point 5 says “Web-based query tools and/or research support for ad-hoc user questions”. I am just trying to get a better understanding of what is being requested in that point.
We understand the requirement to provide the US Army Corps of Engineers (USACE) Waterborne Commerce Statistics Center (WCSC) with the data requested via FTP in the requested format and in accordance with the required schedule. However in point 5, is WCSC requesting:
A. a web-based platform through which this data could be accessed, explored, and interacted with in addition to the regular transfer of the data?
B. web-based access to a “help desk” at our company for assistance in understanding the data and/or technical help for users of the data?
C. both of the above?
D. something else? If so, what might I be missing or misunderstanding?
Answer:
Of the above items, item “A” would be the minimum. The availability of support for user questions from a technical advisor or SME is important but that support need not be provided through any specific web-based tool or platform.
