01 SEPTEMBER 2022 (REVISION 1)

Performance Work Statement (PWS) Value to the Nation: Website Maintenance and Content Development

1. BACKGROUND AND PURPOSE

The U.S. Army Corps of Engineers (USACE) Institute for Water Resources (IWR) was formed to provide forward-looking analysis and research in developing planning methodologies to aid the Civil Works program. IWR is a special element of the USACE, devoted to water resources research and development. IWR supports the Civil Works mission of the USACE with the development of methods and tools for planning, analysis, and evaluation. IWR is located at the Humphreys Engineer Center, Fort Belvoir, Virginia, approximately 15 miles from the District of Columbia.

Through the USACE Civil Works program, the Nation has made a series of investments in the development of its water resources. IWR has developed methods for estimating the value produced by the following USACE Civil Works programs: Navigation (Inland and Deep-Draft), Flood Risk Management, Hydropower, Water Supply, and Recreation. The estimate of value provided by each of these programs is communicated to the public through the Value to the Nation Fast Facts webpages and brochures. Via the Fast Facts website (https://www.iwr.usace.army.mil/Missions/Value-to-the-Nation/Fast-Facts/), NED benefit estimates and other relevant data are available at the district, division, state, and national levels for the each of the Civil Works programs noted above. Some programs have additional levels available, such as the project- and watershed-level detail. In addition to the NED benefit estimates, the Value to the Nation Fast Facts website also provides information related to the value of USACE Capital Stock. The Capital Stock webpages contain information on capital stock value (broken out into the following infrastructure categories: Navigation and Dredging, Flood Risk Management, Mississippi River & Tributaries, and Multipurpose), infrastructure age, and descriptions of the methods used to estimate value.

Fast Facts reports are retrievable by selecting a given business line/category, then choosing the level at which a user would like to view the data. In general, Fast Facts reports are available at the national, state, division, district, watershed, and project levels. Reports for Recreation are also available at the congressional district level. Reports for Flood Risk Management are only available at the national, state, division, and district levels.

The primary objective of this task order is for the contractor to update the content of Value to the Nation narratives and Fast Facts – both NED benefit and Capital Stock estimates – for online posting and website maintenance. Using data and any additional information provided by USACE, as available, the Contractor will develop new Fast Facts and narratives for each business line. Additionally, as a secondary objective and as permitted by time and labor, the contractor will assist the USACE Value to the Nation Team in additional analyses and updates throughout the contract period of performance, including updating the brochures/’fact sheets’, or the like.

This effort will include updating statistics, any figures, and graphics, as well as narratives within the brochures/fact sheets based on the latest available data provided by the USACE Team. These brochures/fact sheets are designed for quick, marketing material. Additionally, the Contractor will provide the USACE team, as permitted by time and labor, any additional analyses and updates, including website traffic data analytics throughout the year.
