About this file

This document contains questions and answers from a teleconference related to a federal solicitation for emergency medical and clinical occupational health services. The solicitation seeks a contractor to staff two medical areas located at Humphreys Engineer Center Support Activity in Alexandria, Virginia and Headquarters US Army Corps of Engineers in Washington, D.C. The contractor must provide vaccination, AED inspection and certification training services. The period of performance is a base year with up to four option years. Pricing must be submitted by labor category hours and rates, and total monthly and yearly costs by location. The document clarifies that on-site paramedic services with telehealth physician support is not acceptable, and that health screening results do not require lab processing. Required vehicle specifications for the Alexandria location are also provided.

Q1: Are these services full-time or part-time?

A1: These services should be fulfilled by full-time personnel. The clinic hours will generally be from 0800-1630 with the occasional need to deviate from normal operating hours.

Q2: Pages 35 and 37 of the solicitation mention an Excel spreadsheet that must be provided as part of the submission. For example, one instance says, “Pricing must be submitted within the PDF and an Excel spreadsheet file must also be included.” However, we are unable to locate this Excel file within the solicitation package or on the SAM.gov website. Can you please provide a copy of this Excel file?

Q3: Pages 3-7 of the solicitation provide a pricing table. For each line item, the quantity is listed as “1” and the unit is listed as “job”. Can the Army Corps please clarify how the unit price should be calculated (based on hours, etc.)?

A2 and A3: There is no template for the Price volume. Offers must clearly display the estimated amount of labor hours per each labor category, display the hourly rate for each position and provide a price for the overall cost for services for each location per month, and cost per year. Job is equivalent to the yearly cost for services per each location Job is equivalent to the rate for a full year of services. We use the unit “Job” to allow monthly payments in our financial system. and offers must include a total combined price. Price should be submitted in a format similar to, but does not have to exactly match, the example tables shown below:

*Dollar amounts are shown for example only* ***All offers must include the Misc. Services CLIN (Physicals, vaccines, etc.) that is Not To Exceed $25,000 per year. *** Price information must be shown in a format substantially similar to the tables above. We are open to an alternative CLIN structure than what is shown on the amended solicitation document. In lieu of requiring each offeror to submit pricing information for miscellaneous services such as physicals, pre-employment screenings, etc., we have added a CLIN for such with a Not To Exceed Price of $25,000.00. Should the need for such miscellaneous small tasks arise, each small task will be negotiated at the time of service. The maximum amount per year for these items will not exceed $25,000.00.

Q3: On page 21 of the solicitation, item “2.a.” requires “Provision of short-term prescriptions by licensed personnel as requested.” Would the Army Corps entertain a proposal that included a telehealth model that incorporated an on-site paramedic with physician services via telehealth?

A3: The reason this is in the PWS is to allow the Paramedic to assist someone with taking their own medications if assistance is requested by a patient. This is similar to assisting a patient taking a breathing treatment or using an epi-pen auto injector, nitro, eye drops, etc. The telehealth model is not a viable method for this contract.

Q4: On page 21 of the solicitation, item “2.f.” requires “Health screenings (e.g. blood pressure, glucose, cholesterol, BMI).” For this requirement, does the Army Corps envision “real-time” health screening results or the ability to send out samples to labs for results (for cholesterol testing, for example)?

Q5: Samples will not need to be send out to a lab. The medical suite at HEC has a machine for processing the test strips.

Q5: What are the vehicle requirements for the non-transport vehicle.

A5: The non-transport vehicle for HECSA’s location in Alexandria, VA must be equipped in accordance with 12 Virginia Administrative Code 5-31-860 and meet the specification found in 12 Virginia Administrative Code 5-31-800. The Washington, DC location will not have any vehicle stationed on site, thus no vehicle requirements are specified.

Q6: Page 36 of the solicitation requires “valid certified copies of an endorsed/officially stamped license and/or permit” for contractor personnel. Since hiring for all individuals under the contract may not happen until an award is made, would the Army Corps accept an outline of our procedures to follow and ensure compliance with the requirements, along with a set of at least one employee’s licensures for each category?

A6: Please provide as much information as possible. In the absence of endorsed/officially stamped license and/or permits, a set of one or more employee’s licenses for each category would be acceptable. The goal here is that the awardee is able to begin services on the anticipated start date for performance of 5 March 2021.
