Q16: During previous contracts there has been a requirement that all peer reviewers must be subcontractors to the prime. Has that requirement been removed from this BPA’s expectations?

A16: While not stated as a requirement specifically in the Applicable Directives, USACE prefers that the individual members of the review panel do not come from the contractor's own organization. However, as this is not a specific requirement per the Applicable Directives, it is possible there could be situations when it is necessary or preferable to use an employee from the contractor's organization as a member of the review panel. In these situations possible issues of independence, conflict of interest or review panel balance will be determined at the individual Call level. Therefore, please expect such requests to use panel members from a Contractor's own organization to be carefully reviewed, on a case-by-case (individual Call) basis.
