1. In Section V of the Solicitation, "Quote Preparation Instructions," subsection a.) lays out all of the information required in offers for this solicitation, and it requires the inclusion of "unit prices, extended prices, [and] discount terms" among other items. I am uncertain of the meaning of these quoted terms, but I want to be sure to include all necessary information in the offer that I am preparing.
What do these three terms (Unit Prices, Extended Prices, and Discount Terms) mean?
-Unit Prices are the proposed price of labor per hour.
-Extended pricing includes the estimated number of labor hours per each task (base, option task 1 and option task 2),the subtotal price per each task (base, option task 1 and option task 2), and the grand total price.
-Discount terms are any terms an Offeror is willing to provide, if any.
2. Am I correct in thinking that the Unit Prices are the prices for Labor, Materials, and Travel for each CLIN number described in the Solicitation and that the Extended Prices are the two optional tasks (CLIN Nos. 2 and 3)?
That is not correct, see the answer to question 1.
3. Also, depending on what is meant by "discount terms," and if there are no discount terms offered do I need to specify that explicitly in the offer or just leave out any mention of them?
You may leave out any mention of discount terms if none are offered.
4. First, the Base Contract description in Section 5, "Major Work Tasks," of the Performance Work Statement for this Solicitation contains sub-point g.) which specifies that the awardee will "Prepare [an] index," but sub-point i.) says the awardee will "Prepare [a] list of key index term," which implies that the awardee will not actually be responsible for indexing the completed volume. Will the awardee merely provide a list of index terms or will s/he also be responsible for completing the index?
USACE would like the contractor to prepare a list of key index terms and not the actual index.
5. Also, there is a similar conflict between Performance Work Statement Section 5, "Major Work Tasks," and PWS Section 7, "Format and Organization of Manuscript." Under the description of the Base Contract in Section 5, sub-point h.) specifies that the awardee will "Prepare [a] bibliographic essay," but Section 7, second sub-point f.) specifies the creation of a Bibliography, which is different from a bibliographic essay. I also noticed that Section 7 of the PWS contains two each of sub-points d.), e.), and f.), but it looks like the second of each of those was a remnant inadvertently left behind during a revision. If that is the case, it suggests that what is wanted of the awardee is a bibliographic essay rather than a full bibliography. If you have any clarification on this, it would be appreciated.
Yes, USACE would like both a bibliographic essay and a bibliography.
