Questions for W912HQ-17-T-0033 Extract from the Draft Concept for the following questions:

Forward Facing View from Google Maps

1. In the picture below, please explain the placing of the bollard placement past the gatehouse that is also part of the retractable swingable barrier and the drop arm barrier. Is this bollard in or near the ravine/embankment that is seen on the right side when passing the gatehouse?

A: This bollard is on the ravine side (1). The intent of the bollard was to prevent errant vehicle collisions into the barriers receiver/latch post, if necessary. In typical applications of drop arm barriers, the hinge post and receiver/latch post are both protected from errant vehicle collisions by using a pole or bollard. The contractor could use google earth to get a better understanding of direction.

2. In the image below, is the purpose of the green line (retractable or swingable barrier) to be placed in the dividing lane to differentiate between visitor lane and employee lane.

A: As stated in the SOW, the purpose it to prevent vehicles from switching lanes. If there is no barrier between the two lanes, a threat vehicle could wait for a cleared vehicle to open the arm on the opposite lane, cut them off and gain unauthorized access. There is no median between the lanes. This barrier needs to be retractable/swingable in case a visitor fails to follow signage, enters the wrong lane and needs to be rejected.

3. In the ACP, the guard house has an open canopy area which will have one lane designated for visitor’s only and the other lane for authorized personnel. Are the drop arm barriers (which will be tied into the AMAG SMS Security system with Bridgepoint readers) supposed to be placed underneath the open canopy? Or are the card readers to be placed under the canopy which will be tied into the drop arm barriers?

A: The readers are to be placed under the canopy but the barriers are to be placed forward of the final vehicle turn around point / rejection lane indicated by the red arrows in the draft concept. This concept allows vehicles to be rejected from the inner lane with no action required by security guards and prevents a threat vehicle from proceeding through because the barrier remains in the closed position.

4. Will the project require complete architectural drawings during submittals?

No.

5. Since this site is a government owned property, who will be performing the final inspections of the installation?

The contracting Officer Representative / Physical Security Officer.

6. For the Inspection Area that will have Lane Delineators, will the Lane Delineators be permanent structures? If portable, are you requesting that they also have the flexible tubular feature? Can we confirm that the drawing depicts the accurate count of 23?

Devices used to delineate the perimeter of the inspection area should be permanently affixed, whether they be lane delineators, reflectors or other proposed marking devices.

7. For the Planter Barrier, would one rectangular 72” width be acceptable? Also is the contractor expected to provide soil and plants in the plantar barrier or will the local onsite landscape contractor be providing this after the installation? If it is expected to also provide soil and plants, what type of plants are acceptable, or will this be handled by the local landscaper?

A decorative 72’’ planter would suffice. Dirt and plants would be accomplished separately from this contract.

8. Please confirm that the touch screen operator is only controlling the drop arm barrier and will not be tied into the Access Control system (AMAG Symmetry)?

The barriers must be tied into the access control system for automated entry using the government provided Bridgepoint CAC readers. If that functionality can be accomplished without tying in the touch screen then it wouldn’t be required.

9. Regarding the card readers and card reader modules, are those GFE? Please provide part #s and manufacturer.

The readers are EntryPoint 2 Factor, Dual Interface readers manufactured by Bridegpoint with Part Number 74-01-2003 and they are government furnished. The readers themselves have already been flash programmed to work with our access control system; however the readers need to be connected to, programmed into and setup in the access control system. The interface between the readers and the access control system must be provided by the contractor (e.g. a reader panel with 2 available ports).

10. Please confirm there is no intent for design on this project.

There is no intent for the contractor to provide a design.

11. Kindly provide the specifications for the control arm and barriers The minimum specifications of the barrier are in the SOW which is that it be electronically driven and crash rated to immobilize a 10,000 lb vehicle traveling at 18 MPH.

12. Please confirm power will be provided by the government to the guard shack from the electrical power house.

Confirmed. The government will provide power from the electrical house to the guard shack.
