1. Contracting Agency: United States Army Corps of Engineers (USACE), Humphreys Engineer Center Support Activity (HECSA), 7701 Telegraph Road, Alexandria, Virginia 22315.
2. Description of Action: Approval is being requested for a new firm-fixed price contract for the U.S. Army Corps of Engineers (USACE) to the National Academy of Sciences, Commercial and Government Entity Code (CAGE) 1D969. The requirement will have a three year period of performance consisting of a base year with two (2) one-year options. The estimated total price of the contract is $200,000 and will use civil works funds.
3. Description of Supplies/Services: USACE is requesting to purchase a three year (base year plus two option years) membership to the National Academies of Sciences (NAS) Policy and Global Affairs Division Roundtable on Risk, Resilience and Extreme Events (Resilience Roundtable). This membership is estimated to cost $50,000 for year one and $75,000 each for the two option years. The total contract will be valued at $200,000 over three years. The membership will provide USACE with the opportunity to participate in NAS’ Resilience Roundtable, which provides a venue for current research, science, and evidence-based foundations to inform whole community strategies for building resilience.
4. Authority Cited: 41 U.S.C. 1901(e) as implemented by FAR 13.501(a)(1)(ii).
5. Reason for Authority Cited: National Academy of Sciences is the sole vendor for membership to the Roundtable on Risk, Resilience and Extreme Events. Inability to benefit from, and influence, the Roundtable would cause USACE to expend more effort and resources to set priorities and direction for its resilience initiative. USACE would lose valuable partnering, information sharing, outreach, research and educational opportunities critical to efficient USACE operation, and lose status as the premier public engineering organization. Additionally, the benefits include development of relationships, partnering, improved situational awareness, benchmarking, ability to direct research topics; as well as free access to educational opportunities, manuals, reports, training, research summaries, best practice publications and industry standards.
6. Efforts to Obtain Competition: The Government anticipates the award of a contract to the National Academy of Sciences on a non-competitive basis. The contract specialist posted a notice of intent to Federal Business Opportunities (FBO) on 8 August 2016 with a closing date 23 August 2016; no responses were received.
7. Actions to Increase Competition: There were no additional actions to increase competition. National Academy of Sciences is the sole vendor.
8. Market Research: There are no other vendors that are authorized to provide this membership. A notice of intent was posted on FBO.

9. Interested Sources: To date, no other sources have written to express an interest
10. Other Facts: The typical federal agency price for the RREE Roundtable is $100,000. This requirement is for three years in which USACE receives a 50% ($50,000) discount rate in the first year and a 25% ($25,000) discount in the two following years. This will save the Government $100,000 by the end of the third year.

13. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. Price analysis will be used to make this determination in accordance with FAR 13.106-3.
Certified cost or pricing data will not be required as it is under the threshold for obtaining.
