St. Stephen Power Plant Wheel Pit Platforms for Thrust Housing Access

Scope of Work (Rev.1: May 25, 2016)

This document describes the Scope of Work for the Design/Build, and Installation of Wheel Pit Platforms for Thrust Housing Access to the three Hydroelectric (3) units at the St. Stephen Power Plant located in St. Stephen, SC.

1.1 GENERAL

St Stephen Power Plant operates three (3) hydroelectric generators and associated facilities. Currently the power plant staff does not have safe access to the upper thrust housing area to perform maintenance on the mechanical and electrical systems. These Wheel Pit Platforms for Thrust Housing Access will provide safe access for personnel to maintain and inspect the equipment and machinery located in the upper areas of the unit wheelpits.

1.2 SCOPE

This request for proposal is for the design/build and installation of three (3) Wheel Pit Platforms for Thrust Housing Access. The Contractor will construct the platforms utilizing the same material design as shown on drawing PS-226 (attached) for the Thrust Bearing Access Platform, adapted as necessary for installation at this site.

Construction of the new platform will meet the following specifications:

• Design, build, and install new wheel pit platforms.

• The platform will allow personnel to safely access valves, thrust pots, lighting and associated equipment in the upper wheel pit areas. (The upper wheel pit area is the area in the wheel pit area above the walk way including, but not limited to the “Rat Race”. Upper wheel pit area is approximately between elevations 33 feet-45 feet)

• Radius of wheel pit concrete is as per drawing PS-32 & PS-33, 10ft Radius.

• Diameter of wheel pit is 20ft.

• Rebar is shown on Reference drawing PS-136

• The existing platform is suspended from above by WT's in five locations per PS-

226 Section A-A.

• The ladder called for would go from approximately Elevation 33 to approximately Elevation 45, dependent on the final design.

• The platform shall be able to support its own weight in addition to a live load of 100 psf.

• The platforms will be removable for major maintenance.

• The platforms will extend approximately three (3) feet from the wheel pit liner to allow room for personnel to access equipment and work safely. Three (3) feet from the wheel pit liner will allow a minimum of a three (3) foot working platform for personnel.

• Hand rails will be installed where necessary and similar to those shown on drawing PS-226.

• Platforms, handrails, and cantilevers will be designed around all interferences.

(No piping, mechanical systems or electrical conduit shall be rerouted)

• Materials will be the same or approved equal as the existing Thrust Bearing Access Platform shown on drawing PS-226 (Galvanized Material).

Scope of Work

• Ladder access will be designed as per current OSHA standards and a design analysis will be submitted to the Government for approval.

• The Contractor will furnish As-Built drawings in AutoCAD 2013 format.

• No painting or repair of peeling paint is covered under this SOW.

• The platform must be designed for removal, therefore items MK-2, MK-3, MK-4, MK-5, MK-6, MK-7, MK-8, and Z-Z are not required, but may be used for compatibility with the existing platform.

• The Contractor will be responsible for ensuring the design and installation has been reviewed and stamped by a registered South Carolina Professional Engineer.

1.3 HAZARDOUS MATERIALS TESTING

There are no known hazardous materials, such as asbestos, lead paint, PCBs, mercury, etc., in the Power Plant work areas described in this Statement of Work. However, these materials may be present in some of the building materials requiring demolition and/or drilling. The Contractor shall be required to provide a complete hazardous materials survey in areas impacted by the work, to include asbestos containing materials, lead based paint, mercury, and PCBs prior to beginning any work in the project area. A SCDHEC licensed Asbestos Building Inspector shall inspect the proposed work areas for the presence of these hazardous materials.

Once the surveys are complete, the construction contract will be modified to complete any necessary abatement work of hazardous materials. The results from these surveys shall be made available to the COR.

Hazardous material abatement, if necessary, shall be negotiated by a contract modification.

Asbestos and lead paint abatement shall comply with Section 06.C of the U.S. Army Corps of Engineers Safety and Health Requirements Manual EM 385-1-1. The Contractor shall properly remove and dispose of all hazardous materials encountered in the course of performing the work in the contract. Contractor generated and collected hazardous waste shall be transported off Government property by the Contractor in accordance with Federal, State, Local and Military laws and regulations. Hazardous waste manifests shall be provided to the COR.

Contractor shall provide an additional copy of the hazardous waste manifests to the Contracting Officer.

The cost to test the hazardous material shall be included in this project. The cost of hazardous material abatement, if necessary, shall be a negotiated modification to this contract.

SUBMITTALS: Prior to beginning work, submit the following to the COR for either Government (G) approval or For Information Only (FIO; CQM approved). TO specific Addendum’s appointing personnel, outlining TO specific controls/procedures, etc. are required for any submittals provided under the Base Contract:
