About this file
This Justification Review Document supports a sole-source procurement for the Medical University of South Carolina (MUSC) Stormwater Pump Station Upfit Project. The U.S. Army Corps of Engineers, Charleston District is seeking to purchase one 1600A electrical transformer from Dominion Energy, the only electrical provider in the area. The project involves replacing existing stormwater pumps with larger 250hp pumps, which requires upgrading the electrical service from 1200A to 1600A and installing a new switchboard with kirk-keyed main breakers.
The procurement is being conducted using simplified acquisition procedures under FAR 13.106-1(b)(1), with justification based on brand name and exclusive licensing requirements. The transformer will include no-charge technical support for installation and maintenance, and come with a two-year warranty. Market research was conducted on April 1, 2025, using the SBA's Dynamic Small Business Search Engine, which identified 8 companies in South Carolina, but none meeting the specific transformer requirements. The total estimated value of the proposed action is redacted, and the contract is intended to be a discrete, one-time requirement that will end upon project completion.

for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: U.S. Army Corps of Engineers, Charleston District, Charleston Contracting Office, 69-A Hagood Avenue, Charleston, SC 29403-5107
2. Description of Action:
The Contractor shall supply 1 transformer in accordance with the specifications outlined below:
- Electrical Service Size 1600A Transformer (See MUSC Dominion Load Letter for Specifications).
- Utility instrument transformers supplied under this contract shall include no-charge technical support for both initial installation and maintenance.
- Equipment and accessories supplied under this contract shall at a minimum be backed by a two-year warranty.
3. Description of Supplies/Services:
Medical University of South Carolina (MUSC) Stormwater Pump Station Upfit Project will replace existing stormwater pumps with larger 250hp (355FLA) pumps. The upgrade in pump size will require that the existing 1200A electrical service be increased to 1600A. The project will replace the existing service entrance fused disconnect with a 1600A Switchboard with (2) kirk-keyed main breakers, allowing City staff to switch over to a mobile standby generator if needed. Pumps will be controlled using Variable Frequency Drives (VFD). The transformer serves all PS electrical and instrumentation, including HVAC of the small control room building, and a few streetlights. Pumps will run briefly a few times per day to dewater groundwater but most demand will be during storm events, where they will run in sequence one, two or all three pumps combined for the duration of the storm event. Control Room Building and instrumentation (~200 sf) will be powered continuously.
The total estimated value of the proposed action is $
