BACKGROUND & SUMMARY OF REQUIREMENTS:

Background: The Charleston District, U.S. Army Corps of Engineers requires the services to replace two chillers for USACE Finance Center (Millington, TN).

The solicitation will result in a firm fixed price type procured.

Summary of Requirements:

Introduction/Background The USACE Finance Center located on the Naval Support Activity Mid-South Finance Office, Millington, TN, Building # 787 currently has Two (2-each) 200-Ton Chillers that have reached their end of life and need to be replaced as soon as possible before 100% failure.

One of the two chillers is currently not operating and is in a locked-out and tagged-out “Out of Commission” status. The second chiller is currently operating at approximately 60% of its maximum capacity. These two chillers are located inside a Mechanical Room 136 located inside Building 787, at 5722 Integrity Drive, Millington, TN 38054. The government is concerned that the only operating chiller will fail and there is no back-up chiller or temporary chiller connections in place to support the building’s cooling demands.

Intent and End Result The intent of this project is to replace the two existing chillers and to integrate them into the Base’s Energy Management System (EMS) in order to cycle and operate properly. This will require removing and replacing various equipment such as the two (2) each 200 ton chillers, all supporting appurtenances such as electrical/electronic controls, pumps, system accessories, valves, piping, insulation, make up water, chemical treatment, DDC controls, refurbishing the cooling tower by replacing the drift and fill materials, new drive belts, perform supporting maintenance and any other system modification that is required to bring the chillers back in automatic/hands free operation.

The End Result is the new Chillers controllers and supporting equipment will be placed in “Auto” position and the buildings HVAC Control System will take over the system operation. Providing “Auto” Automatic control and pertinent information will be sent to and received from the main NAVFAC Headquarters Bldg 455 where MAXIMO is used to monitor all of the building’s equipment and alarm status messages.
