About this file

This document contains a specification amendment and related federal contract opportunity for the FY21 Winding Woods Reach Water Transmission Lines project. The specification amendment provides revisions to ductile iron pipe and fitting coating requirements, including applying a layer of arc-sprayed zinc at 200g/m2 and asphaltic topcoat. It also updates acceptable restrained joint products. The federal contract opportunity is issued by the US Army Corps of Engineers Charleston District for approximately 42,000 linear feet of 16-inch and smaller water main pipes, master meter stations, and associated work. The work includes furnishing and installing pipe, valves, road and horizontal directional drilled bore crossings, testing, and coordination with local utilities to place the system into operation as part of the Lake Marion Regional Water System owned by Santee Cooper and Dorchester County. The solicitation is active as of August 24, 2021.

SECTION 02 60 00 Page 1

1.3.1 Buried Piping Systems

(refer to paragraph 2.4 for corrosion control requirements)

Piping systems shall be suitable for design conditions, considering the piping both with and without internal pressure. Consideration shall be given to all operating and service conditions both internal and external to the piping systems. Delete: All buried DIP and fittings shall have an arc-sprayed zinc coating on the exterior surfaces in accordance with AWWA C151.The zinc coating shall be applied at 200 g/m^2 of pipe surface area. A finishing layer topcoat shall be applied to the zinc. The mean dry film thickness of the finishing layer shall not be less than 3 mils with a local minimum not less than 2 mils. All zinc coating shall be applied at the manufacturer's facility and conform to ISO 8179 standard. DIP shall be encased in Polyethylene in accordance with AWWA C105 only where indicated on the Drawings.

2.3.4 Restrained Joint Ductile Iron Pipe and Fittings

Restrained joints shall conform to the applicable requirements of AWWA C111, and be designed for a working pressure equal to the pipe rating with a safety factor of 1-1/2. When using ductile iron pipe with restrained joints, field cuts shall be supplied with a lock ring complete with all required accessories as required by manufacturer's recommendations, procedures and/or installation instructions. Restrained pipe shall consist of either "Megalug" type assemblies (at valves and fittings)or the pipe manufacturer's welded-ring boltless type which includes ductile iron locking segments and rubber or neoprene retainers such as Delete: ACIPCO "F lex-Ring" US Pipe "TR-Flex", Griffin Pipe "Snap-Lok", or approved equal. ADD: Amarillo Fast-Grip gasket, Flex-Ring, Field Flex-Ring, Lok-Ring, Barracuda orange gasket, US Pipe Red Field Lok gaskets, TR Flex, Ebba Megalug or equal. Restrained joint gaskets shall be colored, non-black. The color shall be consistent throughout the entire cross section of the gasket and not be attained by surface coating; the color shall be inherent within the rubber. Gaskets shall meet applicable requirements of AWWA/ANSI C111/A21.11 and shall be ANSI/NSF Standard 61 certified.

Restrained gaskets shall be manufactured in the United States.

Field flex ring type restrained joints (i.e. no welded bead on plain end) shall not be permitted unless specifically approved by the Contracting Officer. Restrained plugs shall be installed as shown on the Drawings. These plugs shall be watertight and capable of withstanding the test pressure specified herein. After testing, the plug shall remain in place. Bolts for restrained joints (if applicable) shall be as recommended by the manufacturer. Delete:

Gripping gaskets shall not be considered an acceptable form of

SECTION 02 60 00 Page 2 restrained joint. Restrained joint gaskets shall be colored, non-black. The color shall be consistent throughout the entire cross-section of the gasket and not be attained by surface coating; the color shall be inherent within the rubber.

2.4 CORROSION CONTROL

2.4.1 Interior Linings - Potable Water Use

All ductile iron pipe and fittings shall be cement mortar lined. Linings shall be 100% Type II and Type V Portland cement, sand and water, and shall conform to American Standard Specifications for Cement Mortar Lining for Cast Iron Pipe and Ductile Iron Pipe and Fittings, AWWA C104 and shall be standard thickness. The mortar lining shall be protected with the bituminous seal coat. Prior to installation, no pipe shall have cracks in cement mortar lining exceeding 0.016".

Delete: All Ductile Iron Pipe and fittings shall receive an external factory applied 2-4 mil asphaltic coating in accordance with the latest revision of AWWA C151. Where indicated on drawings, DIP shall be installed with 8 mil Polyethylene (Polywrap) in accordance with AWWA C105.

Add: 2.4.2 Exterior Coatings Ductile Iron Pipe For buried service, the exterior of ductile iron pipe shall be coated with a layer of arc-sprayed zinc. The mass of the zinc applied shall be 200 g/m2 of pipe surface area. A finishing layer asphaltic topcoat shall be applied to the zinc. The mean dry film thickness of the asphaltic finishing layer shall not be less than 3 mils with a local minimum not less than 2 mils. The zinc coating system shall conform to ISO 8179 standard. All pipe shall be manufactured and zinc coated in the United States at the pipe manufacturer’s facility. For exposed service, all ductile iron pipe unless otherwise noted, shall be primed with Tnemec 37H-77, Tnemec 140-1211, Wasser FerroClad, or equal. All primed material to receive a field coating as specified by the design engineer. Contact ductile iron manufacturer for additional recommended primers. Ductile Iron Fittings: For buried service, the exterior of ductile iron fittings shall be asphaltic coated per AWWA C151/ANSI A21.51. For exposed service, all ductile iron fittings unless otherwise noted, shall be primed with Tnemec 37H-77, Tnemec 140-1211, Wasser FerroClad, or equal. All primed material to receive a field coating as specified by the design engineer. Contact ductile iron manufacturer for additional recommended primers. Exposed Piping:

All exposed piping shall be primed and painted. Work shall include surface preparation, paint application, inspection of painted surfaces and corrective action required, protection of

SECTION 02 60 00 Page 3 adjacent surfaces, cleanup and appurtenant work required for the proper painting of all surfaces to be painted. Perform Work in strict accordance with manufacturer's published recommendations and instructions, unless the Government stipulates that deviations will be for the benefit of the project.
