About this file
This amendment modifies a solicitation for the FY20 Joint Base Charleston Cell Placement Area Dike Construction project. The scope of work includes raising dikes and berms, installing new spillway systems, clearing, and other appurtenant items at seven placement areas located in Berkeley County, South Carolina. The amendment replaces the requirement for an erosion and sediment control plan with a project-specific Storm Water Pollution Prevention Plan that must meet NPDES permitting requirements for construction stormwater discharge and include temporary erosion and sediment control measures. Bidders must acknowledge receipt of this amendment by the response deadline of 2 January 2020 in order to be considered for award. The solicitation is issued by the U.S. Army Corps of Engineers Charleston District for construction to begin in FY20.

The plan shall specify the use of temporary erosion and sediment control measures such as grassing, mulching, baled hay or straw, and silt fences in areas where uncontrolled runoff could enter marshes or waterways.
