AWARD TASK ORDER CONTRACT (MATOC) IN THE CONTINENTAL UNITED STATES(CONUS).
The estimated magnitude of the initial Task Order is betw een $50,000 and $12,000,000. The total MATOC Program capacity is $49,000,000.
The aw arded contract w ill be for one base year and four one year option periods. See local clause 52.216-4009 MULTIPLE AWARD CONTRACT CAPACITY IN SECTION 00800. The NAICS Code is 236220. The size standard is $33.5M. THIS ACQUISITION IS A 100% Small Business (SB) SET-ASIDE.

SCOPE OF WORK
GENERAL SCOPE OF WORK
1.1 D-B Fire Protection Multiple Award Task Order Contract (MATOC). This contract will primarily consist of Fire Protection Systems and related General Construction in order to provide rapid response for the following classifications of work to government facilities: new construction, rehabilitation, maintenance, The effort will include design analysis, new construction, rehabilitation, maintenance and repairs to facilities related to the fire protection systems at DLA Distribution warehousing facilities located at the 20 DLA Distribution Depots across the United States. All DOD projects shall meet the requirements found in the Unified Facilities Criteria (UFCs).
The design team shall include the services of qualified fire protection engineers as defined in UFC 3-600-
01. The successful proposer will be required to validate the design against the RFP requirements and accept design responsibility (i.e. sign and seal design drawings and specifications by registered professional engineers and architects). The work includes but is not limited to:
1.2. Vertical and Horizontal Construction:
1.2.1. New construction, rehabilitation, maintenance or repair of fire suppression systems (wet, dry, pre-action, ESFR, and CMSA), water supplies (fire pumps, tanks and underground water mains), low and high expansion foam, gaseous (carbon dioxide and clean agents) special hazards protection, and fire alarm systems (detection, reporting, and mass communication).and all devices, equipment and components associated with constructing and installing these systems.
1.3. Incidental Work:
1.3.1. New construction, renovation, rehabilitation repair or demolition services incidental to the tasks performed in any of the above paragraphs. Work includes, but is not be limited to, carpentry, painting, lighting, and similar minor electrical work that may be required to provide a complete, safe and usable facility during and after the course of roofing, mechanical, plumbing or painting services.
1.3.2. Testing, reports and surveys associated with new construction, renovation, rehabilitation of, repairs and additions to, buildings (including lead and asbestos and other hazardous materials), structures, roads, drainage systems, mechanical systems and utility systems.
1.4.3. Cost estimating for any and all work described in section 1 of this document.
1.5. Restrictions: Task orders for design only, demolition only, or construction not related to Fire
Protection Systems shall not be placed against the contract.

PROPOSAL SUBMISSION REQUIREMENTS AND INSTRUCTIONS
1. OVERVIEW.
1.1 This Request for Proposal (RFP) solicits for a Multiple Award Task Order Contract (MATOC) under which task orders for Design/Build and/or Construction Type Projects are expected to be issued primarily for new construction, maintenance, repair and replacement type work on fire protection systems and related construction at DLA Distribution warehousing facilities located at the 20 DLA Distribution Depots across the United States. Work under this contract may also be performed at other Federal Facilities located within the geographic boundaries of the US Army Corps of Engineers South Atlantic Division (North Carolina, South Carolina, Georgia, Florida, Alabama) as well as at other Federal Facilities outside the above-stated geographical boundary on an excepted basis as determined by the Contracting Officer. Task Orders issued under any resultant contract(s) will be Firm-Fixed Price and may be either of a Construction or Design/Build nature. (See solicitation section 00010 for the complete scope of the anticipated contracts to be awarded under this RFP.) A project requiring use of civil funds or otherwise termed as “civil construction” is not authorized under this contract.

1.2 The purpose of the Source Selection plan is to establish a uniform evaluation procedure for the technical evaluation of proposals by the Source Selection Evaluation Board (SSEB) and the development of the Best Value Decision by the Source Selection Authority (SSA) using the Trade-Off Process (See Federal Acquisition Regulation 15.101-1). In as much as the proposal shall describe the capability of the Offeror to perform any resulting contract, and task orders issued there under, the proposal should be specific and complete in every detail as well as be prepared simply and economically, providing a straightforward and concise description of capabilities to satisfactorily perform the contract and task orders issued thereafter.
1.3 For the purposes of this solicitation, the Government will utilize the Two (2) - Phase Design Build Process. In Phase 1 of the 2 phase design-build selection procedure, interested Offerors submit certain specified performance capability proposals for review and consideration by the Government.
1.4 In Phase 1 the Government will evaluate the performance capability proposals in accordance with the criteria described herein and will select the highest rated Offerors to participate in Phase 2. The PHASE 1 PROPOSALS ARE DUE AT THE PLACE SPECIFIED IN ITEM 8 ON OR BEFORE 10 Jan
2012, 2:00 PM EST.
1.5 In Phase 2 of this process, the Government will evaluate both technical capability and price. PHASE
2 PROPOSALS DUE DATE AND TIME WILL BE ANNOUNCED WITH THE SEED PROJECT
AT A LATER DATE.
1.6 Only those Offerors who receive a written notification from the Charleston District Contracting Officer that their firm has been selected to participate in Phase 2 of this solicitation are invited to submit a Phase 2 proposal. The Government intends to announce the names of Offerors selected for Phase 2 in the FEDBIZOPS website. An Offeror that does not want this information released must provide a written notification and explanation of its objections to release of the information. Those Offerors selected for Phase 2 will be provided the technical requirements package for the Seed Task Order. This task order will be representative of the type work and task orders anticipated to be issued under any resultant contract(s).

2. GENERAL INSTRUCTIONS
2.1 Firms formally organized as design-build entities, design firms and construction contractors that have associated specifically for this project, consortia of firms, or any other interested parties may submit proposals. A design firm or construction contractor may offer more than one proposal by entering into more than one association. Associations may be joint ventures or include key team subcontractors. Any legally organized Offeror may submit a proposal.
2.2 Contractor Team Arrangements. Contractor Team Arrangements are considered an arrangement in which (1) two or more companies form a partnership or joint venture to act as a potential prime contractor; or (2) a potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program. In accordance with FAR Subpart 9.6, the Government will recognize the integrity and validity of contractor team arrangements; provided, the arrangements are identified and company relationships are fully disclosed in the offer. The Offeror shall identify the major or critical aspects of the requirement to be performed by those identified in the Contractor Team Arrangement. The submission must contain a narrative that clearly explains the relevance to a particular factor of information concerning a company that is part of a Contractor Team Arrangement. The Government will consider the adequacy of this explanation in deciding the relevance of the information to this procurement.
2.3 If applicable, the Offeror shall submit evidence from the Offeror’s SBA Servicing Agency that the Offeror has notified and discussed the proposed joint venture for this project with the appropriate SBA personnel. For 8(a) set-aside procurements, all prospective Joint Ventures must comply with Title 13 Code of Federal Regulations (CFR) Part 124.513.
2.4 Information submitted about any company other than the Offeror, whether a predecessor company, affiliated company, subsidiary (including wholly owned subsidiaries), subcontractors that will perform major or critical aspects of this requirement, or other associated business, WILL NOT be evaluated for any factor unless the proposal contains a detailed narrative explaining why this submitted information is relevant to this acquisition. The Government will consider the adequacy of this explanation in deciding the relevance and weight of the information to this procurement. Information about subcontractors may not be given much weight unless the proposal contains some evidence that the subcontractor is committed to perform the work. Where information about a subcontractor is properly submitted and given significant weight during the evaluation, the failure of the Offeror to actually perform with that subcontractor may be grounds for termination for default.
2.5 Offerors shall submit their proposal to the address shown in Block 7 of Standard Form 1442.
2.6 Proposals are due no later than the time and date specified in Block 13 of Standard Form 1442.
2.7 Proposers will be evaluated using the Two-Phase Design-Build, Request for Proposal (RFP) procedures that will result in awards based on Best Value to the Government, price and other factors considered. Each contract is for one year with four option years. The total estimated value for the contract will not exceed $49,000,000. Projects will vary in size from $50,000 - $12,000,000 range.
Some projects may include significantly developed designs. If a minimum of two offerors remain in the pool during contract duration, this will satisfy the competitive requirements and preclude the necessity of soliciting for a replacement contractor if for any reason one of the contracts is terminated or one of the offerors is excluded from participation in the process.
2.7.1 Phase 1 of the procurement process is a narrowing phase of up to a maximum of seven (7) proposers (design-build teams), unless the contracting officer determines that a number greater than seven (7) is in the Government’s interest and is consistent with the purposes and objectives of two-phase design build contracting. The narrowing phase is based on design-build factors that include: Corporate Relevant Specialized Experience, Past Performance, and Technical Approach Narrative. Phase 1 Design- Build Factors relate to the five (5) year IDIQ contract requirements. Only those proposers selected in Phase 1 will be allowed to proceed into Phase 2.
2.7.2 In Phase 2, offerors identified from Phase 1 to continue to Phase 2, will be allowed to submit technical and price proposals for the seed project. Offerors who fail to submit technical and price proposals will not be considered for an award. The Phase 2 technical proposal will require Technical Solution and other factors that define the quality of construction. Price proposals will include total price and a cost breakdown. The offeror with the best value proposal for the seed project will be awarded the seed project under one of the IDIQ design-build contracts as Task Order 0001. The NAICS Code for this procurement is 236220: Commercial and Institutional Building Construction. The Size Standard is $33.5M.
2.8 The successful offeror will be expected to submit technical and price proposals on all future task orders. Lack of participation, without appropriate documentation submitted to the Government as to the reason for non-participation, may result in the Government not exercising the option for extending the contract. Participation in Pre-Proposal Conferences or Site Visits for the initial award or any task orders is the responsibility of the offeror and is not directly reimbursable by the Government. Task orders may require multi-disciplined design services in all aspects of general building construction for new and renovation projects including comprehensive interior design, lead and asbestos abatement. Projects may also require incorporation of sustainable features.
2.9 Multiple design teams may be proposed to satisfy a variety of building types projected to be awarded during the term of the contract. All professional disciplines shall be registered and/or certified in their discipline. In those states requiring specialized knowledge of local permitting or regulatory agency requirements, the professional discipline shall be registered or certified in that state.
2.10 This procurement will be 100% Small Business Set-Aside solicitation.
2.11 IT IS THE INTENT OF THE GOVERNMENT TO AWARD UP TO FOUR CONTRACTS. THE
OFFERORS PROVIDING THE HIGHEST RATED “BEST VALUE” PROPOSALS WILL BE
AWARDED AN IDIQ CONTRACT WITH A MINIMUM GUARANTEE OF $10,000; THE HIGHEST
RATED OFFEROR IN PHASE II WILL BE AWARDED THE SEED PROJECT THAT WILL BE
THEIR FIRST TASK ORDER PLACED AGAINST THEIR IDIQ CONTRACT.
3. GENERAL PROPOSAL FORMAT - PHASE 1:
3.1 Title Page. Include the title of the solicitation, solicitation number, Offeror name, and date of the submittal.
3.2 Table of Contents. Each volume of the proposal shall contain a detailed table of contents. If more than one binder is used, the complete table of contents shall be included in each. Any materials submitted but not required by this solicitation (such as company brochures) shall be relegated to appendices.
3.3 Printed Matter Submissions. Written material shall be on 8 ½ x 11 inch paper printed in no less than a 10 pitch or 10 font. Page limitations, where specified in the RFP, shall be considered a maximum.
Pages in excess of any specified limitation shall not be evaluated. A single 8 ½ x 11 inch sheet with written material on one side only shall constitute one page. However, if both sides of the sheet bear written material then this single sheet shall be counted as two pages.
3.4 Binders. Proposals shall be submitted in tabbed, three ring binders.
3.5 Number of Copies. Offerors shall submit an original and one (1) copy of Volume I and an original and four (4) hard copies of Volume II
3.6 Electronic Submission. In addition to the hard copies required in paragraph 3.5, all Offerors shall submit their Phase 1 proposal on a CD-ROM.
3.7 Tabs. Phase 1 proposals shall be organized and tabbed as follows:

TAB A – Standard Form 1442, completed and signed by authorized individual(s) of the Offeror. Offers submitted in the name of a Joint Venture must be signed in accordance with the terms and conditions specified in the joint venture agreement as evidenced in the proposal.

TAB C – Proposal Data Sheet – See Attachment 1 provided at the end of the Phase 1 section. Offerors should ensure telephone a number, fax number, e-mail address and DUNS number are all included.
DUNS number will be used to access ACCASS and CCASS data. Offerors should also provide any other assigned number that identifies them in the PPIRS database. If a separate DUNS has been created for a joint venture (J-V) it must be submitted. A DUNS number shall also be provided for each company identified in any other proposed association of firms or Contractor Team Arrangement. The offeror should also submit their Tax ID number on the proposal data sheet.
TAB D – Teaming Agreement, if applicable. See paragraph 2.2. Note to 8(a)—SBA must approve a joint venture agreement prior to the award of an 8(a) contract on behalf of the joint venture. See paragraph 2.3.
TAB E – Financial Information & Bonding Capability (e.g. past three years financial statements, annual reports, Dun & Bradstreet Ratings and/or number, etc.). Provide a list of all current contracts held, total dollar value, anticipated completion, performance and payment bond amount. 4. PHASE 1—TAB F—FACTOR 1-1 – CORPORATE RELEVANT SPECIALIZED EXPERIENCE
4.1 SUBMISSION REQUIREMENTS FOR PHASE I, FACTOR 1-1.
4.1.1 The prime contractor and the design firm(s) (or prime contractor if design is to be self-performed) shall each demonstrate recent, relevant experience on similar projects, using Attachment 2 at the end of this section. Offerors may identify state and local government and private contracts that are similar to the Government’s requirements. Design firms may list prime contractors they have worked for or government, private or commercial customers. If projects were design-build, so identify them. If the Offeror represents two or more companies in a Contract Teaming Arrangement as defined above, each firm shall provide information, demonstrating experience relevant to their role on this project. If any firm has multiple functions or divisions, limit the project examples to those performed by the division, unit or team member submitting the offer. REQUIRED INFORMATION MUST BE SUBMITTED FOR
THE CONSTRUCTION AND DESIGN FIRMS.
4.1.2 Projects will be considered similar to this procurement if they are similar in complexity in type, scope and magnitude. Projects which do not meet the minimum criteria specified below SHALL NOT be considered. Projects which meet the specified minimum criteria and which also meet some or all of the additional criteria specified below may be more highly rated. The Government will not consider multiple projects such as individual task orders combined to meet the criteria referenced below.
4.1.2.1 Minimum Criteria: Projects submitted by the Offeror that are new construction, renovation and repairs to fire protection systems must have a value of no less than $1,500,000.00.
4.1.2.2 Additional Criteria:
4.1.2.2.1 Project scope: Design/Build and/or Construction Type Projects for new construction, maintenance, repair and replacement type work on fire protection systems and related construction at DLA Distribution warehousing facilities across the DLA Distribution footprint.
In addition to the primary DLA Distribution mission, this contract may be used to support various facility types for other Charleston District customers including but not limited to:
• Veterans Administration (VA)
• Marine Forces Reserves (MARFORRES)
• Department of State
• Department of Energy
• Fort Jackson, Columbia, SC
• Joint Base Charleston, SC
• Shaw Air Force Base, SC
4.1.2.2.2 Phased Renovation: projects may reflect the requirement to phase the renovation among multiple buildings in a single complex, or within a single large structure so that a portion of the complex or building remains in use while renovations proceed in other areas.
4.1.3 Offerors shall submit at least three (3) and no more than five (5) Project Information Sheets.
Where a project was awarded as a task order or delivery order under an IDIQ type contract, Offerors are cautioned to submit information specific to the instant task or delivery order considered relevant to the requirements of this RFP rather than the umbrella contract. All projects shall be successfully completed, or substantially completed (fully designed and at least 50% construction progress completed) within five
(5) years preceding the date of this Solicitation. See the attached sample Project Information Sheet for minimum information to be provided. For purpose of this Request for Proposal, if the Offeror represents the combining of two or more companies in a Contract Team Arrangement or a Joint Venture, as defined above, each company shall provide three (3) to five (5) project examples. An integrated design build company will be considered as a single source for the construction aspect as well as the design aspect of the projects and shall provide no more than five (5) project examples. The experience of individuals will not be credited under this factor. EXAMPLE PROJECTS MUST BE SUBMITTED FOR THE
CONSTRUCTION AND DESIGN FIRMS.
4.1.4 The Offeror shall provide a supplemental narrative (not additional project lists), not to exceed two
(2) pages. The narrative should clearly but concisely describe the extent of recent, related experience of the prime contractor and design firms in design, construction or design-build. At a minimum the narrative should address; (1) previous design-build experience, (2) previous recent teaming experience among the team members, (3) qualifications and experience in fire protection engineering design, related construction and repairs and (4) corporate experience that is not directly related to the specific projects above and how the experience is applicable to this project.
4.2 EVALUATION CRITERIA.
4.2.1 The Government will evaluate the extent of recent, related experience of the prime contractor and design firms in design, construction or design-build. Projects procured under indefinite or definite delivery or requirements type contracts will be evaluated on an individual basis. The Government may place greater importance on projects performed as a prime contractor than as a subcontractor, depending upon overall role and relevancy of the project.
4.2.2 The Government reserves the right to verify the experience record of cited projects or other recent projects by reviewing the Corps of Engineers Construction Contractor (or Architect-Engineer) Appraisal Support System (CCASS/ACASS), other DOD or Government appraisal systems or by contacting owners or references. The Government may check any or all cited references to verify supplied information.
4.2.3 The relevant experience of key personnel proposed for this project will not be evaluated or considered under this factor.
4.2.4 Offerors are cautioned that the Supplemental Narrative shall not exceed two (2) pages and that Government evaluators will review and evaluate only the information contained on the first two pages.
Previous design-build experience is not necessary for a satisfactory rating. However, the Government may consider previous experience a strength. Similarly, the Government may consider previous teaming experience among the team members as value added. The more relevant the project through which this experience has been gained, the more consideration it may be given. The consideration and weight given to the supplemental narrative will be based on the extent and adequacy of the information provided in accordance with paragraph 4.1.4
4.2.5 If the Offeror cannot provide information concerning recent, relevant experience on similar projects or the Offeror has no relevant experience, a determination will be made as to the risk this lack of experience presents to the Government and the Offeror will be given an appropriate rating for this factor.
5. PHASE 1—TAB G—FACTOR 1-2 - PAST PERFORMANCE
5.1 SUBMISSION REQUIREMENTS FOR PHASE 1, FACTOR 1-2:
5.1.1 Past Performance Information Sheets: Past performance refers to the quality of recent project experience from the owner’s perspective. The prime construction contractor and the design firm (or prime contractor if design is to be self-performed) shall each complete and provide a Past Performance Information Sheet on three (3) projects, but no more than five (5) projects, which meet the criteria described in paragraph 4.1.2 above using Attachment 3. The Offeror shall provide clear and adequate information in response to the past performance elements identified on Attachment 3. Though not required, ideally project past performance information submitted under this factor would be on the same projects submitted for consideration under Factor 1-1. If any firm has multiple functions or divisions, limit the project examples to those performed by the division, unit or team member submitting the offer.
If the Offeror is made up of separate companies that have combined in a teaming arrangement as defined above, Past Performance Information Sheets must be completed for each company. Past performance information submitted on a team member who does not perform a major or critical role on the project or whose role has not been clearly or adequately described as required will not be considered. Projects included on the Past Performance Information Sheets shall be successfully completed, or substantially completed (fully designed and at least 50% construction progress completed) within five (5) years preceding the date of this solicitation. The Government reserves the right to contact references for verification or additional information and/or to interview other individuals if the point of contact is not available. EXAMPLE PROJECTS MUST BE SUBMITTED FOR THE CONSTRUCTION AND
DESIGN FIRMS. PROPOSALS WITH LESS THAN THE MINIMUM NUMBER (3) OF
PROJECTS MAYBE ELIMINATED FROM THE COMPETITION. IF MORE THAN FIVE (5)
PROJECTS ARE SUBMITTED FOR EVALUATION, IT WILL BE AT THE DISCRETION OF
THE CONTRACTING OFFICER WHICH FIVE (5) PROJECTS ARE EVALUATED.
5.1.2 Past Performance Evaluation Questionnaires: For each project submitted above, the Offeror shall provide a Past Performance Evaluation Questionnaire with transmittal letter to the Point of Contact listed using see Attachment 4. When completed, these forms shall be mailed or e-mailed directly to the Charleston District Contract Specialist identified in the sample transmittal letter. A copy of each transmittal letter must be included in Volume 2 –Tab G of the Offeror’s proposal. It is the contractor’s responsibility to ensure that the reference documentation is provided as the Government may not make additional requests for past performance information from the references. The Government will not consider Questionnaires received after the proposal due date or questionnaires that are not received directly from the reference. The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the offeror’s references or the references’ unwillingness to provide the information requested may affect the Government’s evaluation of this factor
5.1.3 Terminated Projects: On an attached sheet using Attachment 5, list any projects within the last five years that have been terminated. Provide an explanation.
5.1.4 Government Projects: On an attached sheet, list all contracts with the Government within the last five years. Indicate Government contract number and contracting agency (with contact names and telephone numbers)
5.1.5 Other Sources. The Government may contact sources other than those provided by the Offeror for information with respect to past performance. These other sources may include but are not limited to:
Past Performance Information Retrieval System, other Government sources, and telephone interviews with organizations or individuals familiar with the Offeror’s performance. CCASS ratings on all relevant projects submitted by the Offeror under Tab F as well as up to 10 CCASS ratings on relevant projects in accordance with 5.2.3 and 4.1.2 will be considered. ACASS on projects that are relevant in accordance with 5.2.3 and 4.1.2, submitted in Tab G, where the AE firm has designed projects (fully designed and at least 50% construction complete) will be considered.
5.1.6 The Offeror may include awards, customer letters of commendation, and other recognized good performance.
5.1.7 The past performance of individuals will not be credited under this factor.
5.2 EVALUATION CRITERIA:
5.2.1 The Government will evaluate the Offeror's past performance using the sources available to it including but not limited to: the example projects identified by the Offeror and submitted on the Past Performance Information Sheets and any additional information received from references, ACASS, and CCASS. Offerors may be provided an opportunity to address any negative past performance information about which the Offeror has not previously had an opportunity to respond if such information is determined to present an impact on the rating to be assessed.
5.2.2 The Government will consider past performance of the prime construction contractor and the design firm, (or the prime contractor if design is to be self-performed). If a firm has multiple functions or divisions, the Government will only evaluate the past performance of the unit or division submitting the offer. The Government may also consider the past performance information submitted on any other team member. However, in accordance with paragraphs 2.2 and 2.4 above, the consideration and weight given to past performance information concerning other than the prime contractor will be based on the extent of involvement of the team member in the project and the adequacy of the proposal in identifying and addressing such arrangements and roles. Past performance information submitted on a team member who does not perform a major or critical role on the project or whose role has not been clearly or adequately described as required will not be considered.
5.2.3 The Government will consider relevant projects that are successfully completed, or substantially completed (fully designed and at least 50% construction progress completed) within 5 years preceding the date of the solicitation. To be deemed relevant, projects must comply with criteria specified herein and that of the minimum requirements specified under paragraph 4.1.2 above. Projects do not have to include the additional criteria also specified under paragraph 4.1.2.; however, projects, which meet some or all of the additional criteria, may be considered more relevant thus more highly rated. The Government will consider the currency and relevance of the information, source of the information, context of the data, and general trends in contractor performance.
5.3 The Government will evaluate past performance based on the elements listed below:
5.3.1 Quality of Construction. The Government will evaluate all information available with respect to the quality of the actual construction undertaken and the standards of workmanship exhibited by the Offeror.
5.3.2 Timeliness of Performance. The Government will evaluate all information available with respect to the completion of projects within the scheduled completion times.
5.3.3 Customer Satisfaction. The Government will evaluate all information available with respect to customer satisfaction, cooperation with customers, and interaction on past projects.
5.3.4 Subcontractor Management. The Government will evaluate all information available with respect to effective management of subcontractors on past projects.
5.4 If the Government does not obtain past performance information for the projects identified by the Offeror and cannot establish a past performance record for the Offeror through other sources, past performance will be rated neither favorably nor unfavorably.
6. PHASE I—TAB H—FACTOR 1-3- TECHNICAL APPROACH NARRATIVE
6.1 SUBMISSION REQUIREMENTS FOR PHASE 1, FACTOR 1-3: This information considers the Offeror’s intended technical approach to design and construction of the type of facilities specified in the RFP. Limit the submission to fifteen (15) pages or less, clearly but concisely describing the technical approach to execution of any task orders of the type that may be issued under an awarded contract. At a minimum, the narrative should respond to the questions, or address the topics, outlined below:
6.1.1 Describe the Offeror’s understanding and technical approach using UFC 3-600-01- Fire Protection Engineering for Facilities and UFC 3-601-02- Operations and Maintenance: Inspection, Testing and Maintenance of Fire Protection Systems.
6.1.2 Describe the Offeror’s understanding, challenges, risks and technical approach with respect to high-piled storage occupancies and fire protection.
6.1.3 Does the Offeror demonstrate a suitable understanding of the process to enable it to adequately address and anticipate the risks associated with Design/Build processes?
6.1.4 Identify and explain the roles and responsibilities of team members that will perform major or critical aspects of both the design and construction phases.
6.1.5 How does the Offeror continue the design phase of the project and incorporate User comments and reviews into the process?
6.1.6 Briefly describe the Offeror’s Design Quality Control Program.
6.1.7 What is the design team’s involvement throughout the construction period?
6.1.8 How does the Offeror integrate construction subcontractors into the design process?
6.1.9 What are the Offeror’s processes for handling construction and design problems?
6.1.10 Describe the Offeror’s implementation plans to utilize “fast track” procedures on this project whereby preliminary site construction activities can begin prior to 100% completion of the design documents.
6.2 EVALUATION CRITERIA:
6.2.1 The Government will evaluate the strengths, weaknesses and any deficiencies in the submission.
Based on the submission provided, the Government will evaluate the Offeror’s overall understanding of the design-build process and its capability to execute any task orders that may be issued under an awarded contract.
6.2.2 Offerors are cautioned that the Technical Approach Narrative shall not exceed fifteen (15) pages and that Government evaluators will review and evaluate only the information contained on the first fifteen (15) pages.
7. PHASE 1 EVALUATION PROCEDURE
7.1 SOURCE SELECTION EVALUATION BOARD (SSEB).
7.1.1 The SSEB will be established to conduct the evaluation of proposals received in response to this solicitation. The evaluation will be based on the content of the proposal, proposal corrections and any information obtained from other sources, e.g. past performance information. The SSEB will not consider any documents incorporated by reference, except as expressly allowed by this solicitation.
7.1.2 Each member of the SSEB will independently consider all information provided in the Phase 1 proposal. Once these individual analyses are completed, the SSEB will assign a consensus rating for each evaluation factor. It is the responsibility of each member of the SSEB to provide and document sufficient strengths, weaknesses, and/or deficiencies to support the assigned rating for each factor as well as the overall Phase 1 rating. Comments are required for all ratings.
7.1.3 The final overall rating along with ratings on individual factors, to include all support documentation, will be provided to the Source Selection Authority. The Source Selection Authority, independently exercising prudent business judgment, will determine which Offerors will participate in Phase 2 of the solicitation.
7.1.4 No proposal which receives an overall rating of Unsatisfactory or Marginal will be selected to participate in Phase 2 regardless of the total number of proposals received.
7.1.5 Offerors are cautioned to put forth their best efforts for the Phase 1 submission, and to furnish all information clearly to allow the Government to determine their performance capability and qualifications. Offerors should not assume that they will have an opportunity to clarify or correct anything in the proposal after submitting it in response to Phase 1.
8. EVALUATION STANDARDS.
Evaluation factors will be rated using the following adjectival descriptions. Evaluators will apply the appropriate adjective to each factor rated. The evaluator’s narrative explanation must clearly establish that the Offeror’s submittal meets the definitions established below. As each factor is evaluated an assessment of Performance Risk will be made. Performance Risk relates to the assessment of an Offeror's present and past work and accomplishments to determine the Offeror's ability to successfully perform as required.
8.1 OUTSTANDING - No doubt exists that the Offeror will successfully perform the required effort based on their performance record. The proposal has exceptional merit and reflects an excellent approach which will clearly result in the superior attainment of all requirements and objectives. The proposal contains no significant weaknesses, deficiencies or disadvantages and presents very low risk that it will not be successful. This clearly achievable approach includes numerous advantageous characteristics of substance, and essentially no disadvantages, which can be expected to result in outstanding performance. The risk of unsuccessful performance is very low as the proposal provides solutions which are unquestionably feasible and practical. These solutions are further considered very low risk in that they are exceptionally clear and precise, fully supported, and demonstrate a clear understanding of the requirements.
8.2 ABOVE AVERAGE - Little doubt exists that the Offeror will successfully perform the required effort based on their performance record. The proposal demonstrates a sound approach which is expected to meet all requirements and objectives and exceed some. Any weaknesses noted in the proposal are minor and should not seriously affect the Offeror’s performance and presents low risk that it will not be successful. This sound approach includes advantageous characteristics of substance, and few relatively minor disadvantages, which collectively can be expected to result in above average performance. The risk of unsuccessful performance is low as the proposal contains solutions which are considered feasible and practical. These solutions are further considered to reflect low risk in that they are clear and precise, reasonably supported, and demonstrate an understanding of the requirements.
8.3 SATISFACTORY - Some doubt exists that the Offeror will successfully perform the required effort based on their performance record. If the Offeror has no record of relevant past performance upon which to base a meaningful performance risk prediction, this rating will be assigned for Past Performance. The proposal demonstrates an approach which is capable of meeting all requirements and objectives. The Offeror may satisfactorily complete the proposed tasks, but there is at least a moderate risk that it will not be successful. The approach includes both advantageous and disadvantageous characteristics of substance, where the advantages are not outweighed by the disadvantages. Collectively, the advantages and disadvantages are likely to result in acceptable performance. The risk of unsuccessful performance is moderate, as the proposal solutions are generally feasible and practical. These solutions are further considered to reflect moderate risk in that they are somewhat clear and precise, partially supported, and demonstrate a general understanding of the requirements.
8.4 MARGINAL - Significant doubt exists that the Offeror will successfully perform the required effort based on their performance record. The proposal demonstrates an approach which may not be capable of meeting all requirements and objectives. The Offeror may satisfactorily complete the proposed tasks, but there is a high risk that it will not be successful. The approach has disadvantages of substance and advantages, which if they exist, are outweighed by the disadvantages. Collectively, the advantages and disadvantages are not likely to result in satisfactory performance. The risk of unsuccessful performance is high as the proposal contains solutions which may not be feasible and practical. These solutions are further considered to reflect high risk in that they lack clarity and precision, are generally unsupported, and do not demonstrate a complete understanding of the requirements.
8.5 UNSATISFACTORY - It is extremely doubtful that the Offeror will successfully perform the required effort based on their performance record. The proposal demonstrates an approach which will very likely not be capable of meeting all requirements and objectives. In terms of a specific factor, the Offeror fails to meet the minimum requirements and there is unacceptably high risk that it will not be successful. This approach has numerous disadvantages of substance, and advantages which, if they exist, are far outweighed by disadvantages. Collectively, the advantages and disadvantages will not result in satisfactory performance. The risk of unsuccessful performance is very high as the proposal contains solutions which are not feasible and practical. The solutions are further considered to reflect very high risk in that they lack any clarity or precision, are unsupported, and do not demonstrate an understanding of the requirement.
9. RELATIVE IMPORTANCE OF FACTORS - ALL FACTORS ARE EQUALLY IMPORTANT
9.1 NON-COST FACTORS – PHASE 1.
