About this file

This is a Questions and Answers document clarifying shipping responsibilities for a federal contract opportunity. The document addresses a contractor's inquiry regarding return shipping costs for sample shipments to a laboratory in the context of an RFQ (Request for Quote).

The clarification establishes that the Government bears the cost of return shipping for sample shipments to the lab, while the contractor is responsible only for the initial cost to ship bottle sets to USACE in Savannah. This delineation eliminates ambiguity regarding shipping expense allocation between the contractor and Government, with the contractor's obligation limited to outbound shipment costs and the Government covering all return logistics.

Question: I understand that the cost to ship coolers and bottles to Savannah is on us as the contractor, but I didn’t see information about the cost of return shipping to the lab. Could you please answer that for me or point me to the language in the RFQ that details that responsibility?

Answer: The cost to return sample shipments to the lab is incurred by the Government. The lab is not expected to pay for return sample shipments. The only shipping they need to cover is the cost to send USACE the bottle sets.
