About this file
This is a Solicitation Amendment for the FY25 Savannah Inner Harbor Maintenance Dredging project, issued by the U.S. Army Corps of Engineers Savannah District. The solicitation (W912HN25BA017) is for maintenance dredging services in the Savannah Harbor, involving the removal of up to four million cubic yards of material from various stations along the inner harbor, including multiple turning basins. The project requires a hydraulic cutterhead dredge and will involve transporting and depositing dredged materials into specific disposal areas in Jasper County, South Carolina and Chatham County, Georgia.
Key details include a bid due date of 6 August 2025 at 1:00 PM EST, with a virtual bid opening scheduled for the same day. The contract is unrestricted and will be awarded to the lowest responsive and responsible bidder. Contractors must submit various documentation including financial statements, unit pricing, bid bonds, and a subcontracting plan with specific small business participation goals. The project has specific environmental requirements, including protections for endangered species like manatees and sea turtles, and strict water quality monitoring protocols. The dredging will target specific depths ranging from -10 to -55 feet Mean Lower Low Water (MLLW) across different sections of the Savannah River and associated turning basins.

1.2 PROGRESS PAYMENTS
Progress payments made pursuant to Contract Clause PAYMENTS UNDER FIXED PRICE CONSTRUCTION CONTRACTS for items of work in the bid schedule shall be based on the Contract unit price or lump sum amount set forth in the Bid Schedule for that item of work. If the amount of the unit price or lump sum bid for an item of work is in excess of 125 percent of the Government estimate for such item, the Government may require the Contractor to produce cost data to justify the price of the bid item.
Failure to justify the bid item price to the satisfaction of the Government may result in payment of an amount equal to 125 percent of the Government estimate for such bid item upon completion of work on the item and payment of the remainder of the bid item price upon final acceptance of the Contract work.
1.3 WORK IN QUARANTINED AREA
USACE and the U.S. Department of Agriculture (USDA) have a compliance agreement requiring measures to prevent the spread of certain plant pests that may be present in the soil ( ER 1110-1-5 ). Major portions of the southeastern states are in a quarantine area for such pests, including the imported fire ant. In addition, adjacent states to the north have introduced infestations resulting from movement of soil from infested southeastern states. Thoroughly clean the construction equipment and tools at the previous job site in a manner that ensures that these implements are free from residual soil, egg deposits from plant pests, noxious weeds, and plant seeds. Equipment must be cleaned using water under pressure, and hand tools must be thoroughly cleaned by brushing or other means to remove soil. In addition, thoroughly clean construction equipment used for this Contract before it is removed from this job site.
Consult with the USDA jurisdictional office for additional cleaning requirements.
1.4 COORDINATION WITH OTHER CONTRACTORS
Cooperate with other contractors, performing work in the project area or designated disposal areas, as needed to avoid conflicts and delays.
Coordination and cooperation with other dredging contractors will be needed. This will include establishing pipeline routes, anchor locations, equipment spud sets, etc. Install and bury pipelines with caution signs saying "buried pipeline" below grade of the dike to a sufficient depth to avoid damages occurred during motor grading while also avoiding the hindrance of traffic. The Contractor has the option to go across the dike and install an earthen ramp so that vehicles can pass to prevent damage to the dike.
1.5 DATUM AND BENCHMARKS
The plane of reference of mean lower low water as used in these Specifications is that determined by benchmarks for Savannah Harbor, which is available in the office of the District Engineer, U.S. Army Engineer District, Savannah, 100 West Oglethorpe Avenue, Savannah, Georgia 31401-3640. Kinematic Tidal Datum data will be provided if requested.

1.6 PLANT
a. Keep sufficient plant on the job to meet the requirements of the work.
The plant must be in satisfactory operating condition and capable of safely and efficiently performing the work as set forth in the Contract and remain subject to inspection by the COR. The plant listed on the Contractor's Plant Data Sheet (see Appendix A "Standard Forms") is the minimum which the Contractor agrees to place on the job unless otherwise determined by the COR, and its listing thereon is not to be construed as an agreement on the part of the Government that it is adequate for the performance of the work.
b. Keep pipelines for hydraulic dredges in good condition and promptly and properly repair items and leaks or breaks along their length. Repair damages to dikes and riverbanks including pot-holes for easy driving access. Report such leaks and breaks to the COR.
c. No reduction in the capacity of the plant employed on the work must be made except by written permission of the COR. The measure of the "capacity of the plant" must be its actual performance on the work.
