SAS received 35 Market Survey Responses from local Contractors – THANK YOU!!

Addressing Industry Concerns:

Proposing on every RTOP Inflation On/Off Ramping MATOC Pools / Consideration for Small Business Set-Asides Lengthy Task Order award processing time Key Personnel Requirements Site Visit Participant Limitations

Are there any known specifications or standards within the Government's current MATOC requirement that could be changed to reduce cost or increase efficiency?

Proposing on every RTOP

Small Business Burden - Increased OH Costs Frequency of RTOPs could pose financial and/or resource issue

Not Required!

Provide a RESPONSE on ALL RTOPs:

(1) “No Bid” – Contractor shall advise the Contracting Officer, in writing,of their intention not to submit a proposal on or before the closing date andtime established in the RTOP; or
(2) RTOP Proposal

Are there any known specifications or standards within the Government's current MATOC requirement that could be changed to reduce cost or increase efficiency?

Inflation

Volatile Market Suppliers unwilling to hold/guarantee pricing for longer than 30 days

Economic Price Adjustment under Fixed Price Contract Task Order level - Performance extends beyond 6 months after contract award Established prices (published or otherwise established prices of specific items) (FAR 52.216-2, 52.216-3, DFARS 252.216-7000, 252.216-7001 Actual costs of labor or material (FAR 52.216-4, DFARS 252.216-7003). Cost indices of labor or material (local clause developed) No locked in key personnel rates - labor market is constantly changing

On/Off Ramping

Revolving door of MATOC holders.

Competitors continually changing, potentially negating teaming partners Drive up contractor cost

On/Off ramping to be used as necessary Inclusion of provision is NOT an indication it will be needed or used MATOC Partners do NOT have to propose on every RTOP

Contractor Pools

Considerations for Small Business and/or other Socio-economic programs

GOV is Considering Pools Magnitude and/or complexity of work Example: Technical complexity ranges Low = dig and haul, MMRP sign installation Medium = Groundwater Remediation, Remedial Investigations High = MMRP ordinance removal, complex geology groundwater remediation

Lengthy Award Process

GOV takes too long to make an award Multiple RTOPs and unknown award period lead to increased Performance Risk

Acknowledged MATOC Ordering Guide - streamline Solicitation & internal review process Funding constraints out of Gov’t control

Key Personnel Requirements

“… suggests the statistical methods for sampling and MMRP can be done without the requirements mentioned in questions 11 (Advanced Geophysical Classification systems) and 12 (DAGCP).”

“… suggests the USACE not require the prime contractor to be DAGCAP certified for the MMRP technical pool. We believe it would be in the Government’s best interest to avoid disqualifying reliable prime contractors with history of successfully subcontracting specialized services as requirements.”

Prime does not have to have DAGCAP certification

Site Visit Participant Limitations

Limited / restricted Site Visit Participation

Installation specific /Space limitations Will be changed to allow more participants - Limited Only when necessary Early notification of site visit prior to RTOP release to assist with planning
